The Delhi High Court on Monday sought separatist leader Yasin Malik 's response on a plea filed by the National Investigation Agency seeking death penalty for him in a terror funding case A bench of Justices Vivek Chaudhary and Shalinder Kaur granted four weeks to Malik to file his response to the NIA's petition. The court posted the hearing for November 10.Malik, who previously sought to argue in-person against NIA's plea seeking the enhancement, was supposed to appear virtually from jail but wasn't produced. The Jammu and Kashmir Liberation Front chief (JKLF) is lodged in Tihar jail where he is serving a life term in the case. The high court noted that neither Malik was produced virtually in the proceedings from jail nor he filed his reply to NIA's plea in pursuance to the court's August 9, 2024 order. On August 9, Malik was directed to be produced virtually and not physically due to security threats. On Monday, the bench directed the jail authorities to produce him virtually on November 10.Malik last year turned down the court's suggestion to appoint a lawyer on his behalf and said he wished to argue the case in-person.On May 29, 2023, the high court issued notice to Malik on the NIA's plea seeking death penalty.Subsequently, jail authorities filed an application seeking permission for his virtual appearance on grounds that he was a "very high-risk prisoner" and it was imperative to not physically produce him in court to maintain public order and safety. The request was allowed by the high court. On May 24, 2022, a trial court sentenced Malik to life imprisonment after holding him guilty for offences under the stringent Unlawful Activities (Prevention) Act (UAPA) and IPC.Malik had pleaded guilty to the charges, including those under the UAPA, and was convicted and sentenced to life imprisonment.Appealing against the sentence, the NIA emphasised that a terrorist cannot be sentenced life term only because he has pleaded guilty and chosen not to go through trial. While seeking enhancement of the sentence to death penalty, the NIA said if such dreaded terrorists are not given capital punishment on account of pleading guilty, there would be complete erosion of the sentencing policy and terrorists would have a way out to avoid capital punishment. The trial court, which rejected the NIA's plea for death penalty, had said the crimes committed by Malik struck at the "heart of the idea of India" and were intended to forcefully secede Jammu and Kashmir from the Union of India. Aravalli forest reforestation under scrutiny by ABCM trustees, alleging conflict of interest and environmental violations

The members of Aravallis Bachchao Citizens Movements, a citizen-led initiative focused on protecting the Aravali mountain range from environmental degradation, on Tuesday (August 12, 2025) raised objections to flattening of a patch of Aravali forest in Sector 54 here for reforestation as part of the 'Matri Van' project inaugurated by Chief Minister Nayab Saini on August 2. The group members alleged that the action was in violation of several laws protecting forests and environment and an instance of 'wrong prioritisation'. Raising up the matter, ABCM trustees Vaishali Rana and Colonel (retd.) S.S. Oberoi, in a letter to the District Forest Officer, Gurugram, demanded to know as to why a patch with a thick green canopy was being used for reforestation under the project instead of focussing on degraded and barren forest patches in need for urgent restoration. Calling it an instance of 'wrong prioritisation', the duo wrote: 'The reason seems obvious— to provide recreational facilities to the adjoining ultra-luxury apartments being constructed by private builders.' Attaching videos showing a couple of backhoe loader machines clearing the forest area, the two said it was 'total destruction of the habitat and the nests' with numerous birds sitting directly in front of the machine, not even flying away. It was also a case of 'conflict of interest' with the forest department hiring private builders, accused of gulping the forest area – for reforestation, said the letter. Seeking immediate halt to all deforestation activity and independent ecological assessment of the patch before any further intervention, the duo said the action was in violation of different provisions of Indian Forest Act, Forest (Conservation) Act, Wildlife (Protection) Act and the Constitution of India. She also demanded investigation into the role of Forest Department officers for awarding the work to developers with a history of environmental violations and redirection of the 'Matri Van' project's plantation activities to truly degraded Aravali patches and not thriving forest areas. Repeated calls and text messages to Divisional Forest Officer, Gurugram, did not elicit any response.

Delhi HC issues notice to Centre on plea alleging discrimination in cash awards for deaf athletes

The Delhi High Court on Tuesday (August 12, 2025) issued a notice to the Centre on a petition challenging the Centre's revised cash award policy for sports persons, claiming it discriminates against deaf sports persons. The plea, filed by celebrated deaf athletes including international and national medal winners, challenged the 'Scheme of Cash Award to Medal Winners in International Sports Events' issued on February 1, 2025. The petitioners, represented by advocate Ajay Verma, contended that the scheme grants significantly lower monetary rewards to deaf athletes compared to para sports persons for equivalent sporting performances. This, Mr. Verma, argued violates the Rights of Persons with Disabilities Act, 2016, and infringes constitutional guarantees under Articles 14 and 21. He further submitted that it runs contrary to Supreme Court rulings mandating equal treatment for persons with disabilities engaged in similar fields. 'Deaf sports persons have consistently brought laurels to the country at international sporting events of comparable stature to para-sport competitions. However, the present policy denies them equal monetary recognition, thereby undermining their dignity and contribution,' Mr. Verma told the court. The petitioners have sought striking down the contested provisions of the February 1 policy. They also urged for a direction for equal cash awards for deaf and para sportspersons for the same level of achievement. The petitioners also sought direction to extend benefits under the Target Olympic Podium Scheme (TOPS) to eligible deaf sportspersons to ensure fair training and preparatory support. Apart from these, they have also sought full integration of deaf sportspersons into India's sports policy framework and incentive schemes. The court will hear the case again on October 29.

Lok Sabha passes Mines and Minerals Amendment Bill

The Lok Sabha passed the key amendments to the Mines and Minerals (Development & Regulation) Act on Tuesday. Lok Sabha passes Mines and Minerals Amendment Bill The amendments make way for widening the scope and territorial domain of the National Mineral Exploration Trust (NMET) to enable use of the funds accrued to the Trust within India, including the offshore areas, and outside India for the purposes of exploration and development of mines and minerals, ministry officials said. HT had reported on July 18, the Mines and Minerals (Development and Regulation) Amendment Bill, 2025, which is expected to be tabled during the upcoming monsoon session of Parliament will help fast-track mining of critical minerals and operationalise the National Critical Mineral Mission (NCMM). The bill renames the NMET as the National Mineral Exploration and Development Trust to reflect its enlarged scope and increase the amount of payment to the Trust by the lessees from present 2% of the royalty payable to 3%. It enables the inclusion of any new mineral in a mining lease subject to the conditions prescribed by the Central Government. Further it also enables a one-time extension of the area under a mining lease or composite licence to include therein a contiguous area not exceeding 10% or 30% respectively, of the existing area under the lease or licence subject to such terms and conditions and additional payment as may be prescribed in rules by the Centre. 'This will promote optimal mining of deep-seated minerals which are locked up in contiguous areas and may not be economically viable to be extracted under a separate lease or licence,' officials said. 'The mining sector is a key driver of the nation's progress, with critical minerals playing an essential role in renewable energy, electric mobility, and cutting-edge technologies. However, India's domestic production of these critical minerals is limited, leaving us heavily dependent on imports,' said G Kishan Reddy, Union minister of coal and mines. 'From solar panels to wind turbines, agriculture to medical equipment, electronics to electricity, cell phones to aircraft, and defence to sports, critical minerals play a significant role across every sector,' he added.
