Lok Sabha passes Mines and Minerals Amendment Bill
The amendments make way for widening the scope and territorial domain of the National Mineral Exploration Trust (NMET) to enable use of the funds accrued to the Trust within India, including the offshore areas, and outside India for the purposes of exploration and development of mines and minerals, ministry officials said.
HT had reported on July 18, the Mines and Minerals (Development and Regulation) Amendment Bill, 2025, which is expected to be tabled during the upcoming monsoon session of Parliament will help fast-track mining of critical minerals and operationalise the National Critical Mineral Mission (NCMM).
The bill renames the NMET as the National Mineral Exploration and Development Trust to reflect its enlarged scope and increase the amount of payment to the Trust by the lessees from present 2% of the royalty payable to 3%.
It enables the inclusion of any new mineral in a mining lease subject to the conditions prescribed by the Central Government. Further it also enables a one-time extension of the area under a mining lease or composite licence to include therein a contiguous area not exceeding 10% or 30% respectively, of the existing area under the lease or licence subject to such terms and conditions and additional payment as may be prescribed in rules by the Centre. 'This will promote optimal mining of deep-seated minerals which are locked up in contiguous areas and may not be economically viable to be extracted under a separate lease or licence,' officials said.
'The mining sector is a key driver of the nation's progress, with critical minerals playing an essential role in renewable energy, electric mobility, and cutting-edge technologies. However, India's domestic production of these critical minerals is limited, leaving us heavily dependent on imports,' said G Kishan Reddy, Union minister of coal and mines.
'From solar panels to wind turbines, agriculture to medical equipment, electronics to electricity, cell phones to aircraft, and defence to sports, critical minerals play a significant role across every sector,' he added.

Tagore also lashed out at the PM for praising RSS in his Red Fort speech. 'The RSS, founded in 1925, did not play a direct role in India's Independence struggle. It stayed away from the Civil Disobedience Movement, Quit India Movement, and other mass protests against British rule. K.B. Hedgewar, its founder, had joined Congress protests before 1925. But after forming RSS, the focus shifted to 'cultural nationalism'—not confronting colonial power…' Tagore wrote on X. Congress General Secretary (Organisation) K.C. Venugopal also voiced strong disapproval of the ministry's social media post. 'Every Independence Day, the Modi-led BJP makes it a point to distort history and make heroes out of traitors. This Orwellian image, elevating a British mercy petitioner like Savarkar over Gandhi ji – the undisputed Mahatma who got us freedom, and completely eliminating Pandit Nehru and Sardar Patel ji, shows their contempt for our freedom fighters. Fair and transparent elections essential for a stronger democracy, says Krishna Byre Gowda
Minister for Revenue Krishna Byre Gowda said the freedom that India gained after such a long struggle can only be retained if elections are conducted in a just and non-partisan manner. Speaking after hoisting the national flag in Hassan on Friday, Mr. Krishna Gowda, who is also the Minister in charge of Hassan district, said that India's freedom was a result of the sacrifice made by many people. The people of the nation were being governed in a democratic setup as a result of the long fight against the British, he added. 'Elections are the pillars of a democratic system. Democracy remains strong only when the elections are held in a transparent manner. Today, however, many questions are being raised about the way elections are held,' Mr. Byre Gowda stated. The Minister said that every Indian would want the Election Commission to act in a non-partisan manner and hold elections transparently. 'We can retain our independence only if elections are held justly and transparently. Otherwise, we will lose our freedom. Such a thing should not happen. We should be alert and ensure democracy remains strong', he said. Further, Mr. Byre Gowda said that although the country had achieved progress in many fields since Independence, there was still a long way to go. 'The freedom we got will be meaningful only when the gap between the rich and the poor is bridged. However, in recent years, the gap has been widening, and the working class is not getting the share it deserves. On the other hand, only a handful of rich people are accumulating a large scale of wealth. The resources of the nation and its income should be shared equally with every individual,' he opined. Mr. Byre Gowda highlighted that the State government had implemented the five guarantee schemes to bridge the gap between the rich and the poor. The guarantee schemes also helped in improving the State's GDP per capita, he said. Lok Sabha member Shreyas M. Patel, MLA for Hassan Swaroop Prakash, Mayor for Hassan Chandre Gowda, Deputy Commissioner K.S. Latha Kumari, Superintendent of Police Mohammed Sujeetha, Zilla Panchayat CEO B.R. Poornima, and others were present. Mr. Byre Gowda felicitated achievers from different fields at the event. As many as 38 platoons that included policemen, NCC cadets, home guards, and schoolchildren took part in the march past on the occasion.

‘Crude oil output has fallen in ONGC facility in Karaikal'
Asset Manager of ONGC Karaikal Uday Paswan hoisted the national flag on the company premises on the occasion of the 78th Independence Day. In his speech, Mr. Paswan said crude oil production at the asset had fallen from 700 tonnes a day to 600 tonnes a day despite earnest efforts to sustain output as even routine maintenance activities could not be undertaken. The constraints, he said, were due to the promulgation of the Tamil Nadu Protected Agricultural Zone (TNPAZ) Act and the non-availability of necessary statutory clearances. He urged the State government to facilitate clearances from the Pollution Control Board and grant permission to hold a public hearing in Ramanathapuram, a non-delta district. The asset, he pointed out, held substantial gas reserves that could support a gas-based economy. Gas, he said, could be used for power generation instead of coal as it was a cleaner energy source. Highlighting ONGC's corporate social responsibility initiatives, Mr. Paswan said nutritional supplements worth ₹30 lakh had been provided to tuberculosis patients in Thanjavur and Tiruvarur districts. Storage shelters worth ₹1.5 crore were being set up in Tiruvarur and Nagapattinam districts to protect paddy from rain.
