
Caution urged on foreign advice

Amid Pakistan's heavy reliance on foreign consultants to run its economy, an independent think tank has advised the government to choose a path between a truly home-grown economic model and a foreign lender-driven policy agenda.
The Tola Associates policy advice came in the middle of a major shift in national tariff policy, where foreign consultants are advising a complete opening of the economy. However, the concerned economic ministries oppose this due to potential adverse implications for businesses and jobs.
Pakistan's economy is currently bipolar, and policymakers must choose between home-grown recipes and the International Monetary Fund's (IMF) policy prescriptions, according to the report released on Thursday. The report suggests that home-grown policies should aim to keep policy rates closer to the inflation rate to reduce debt servicing, maintain the currency at its true value, stimulate growth, and reduce the fiscal deficit.
In contrast, the IMF's policies focus on monetary tightening, import-led growth, and tariff reduction, which have consequently led to high inflation and suppressed economic growth, the report stated.
The government has agreed on a plan to lower import tariffs by almost half over the next five years. In the first year alone, this would result in a Rs200 billion negative impact on revenues. While the IMF has no objection to the steep reduction in import revenues, it is unwilling to allow much-needed relief to all segments of the salaried class.
The relief for the salaried class may not even cost Rs100 billion, nearly half the fiscal cost of liberalising the economy — a move that also carries employment risks.
The Tola Associates report stressed that next year's economic strategy must prioritise introducing targeted policy measures for industrial development. These include rationalising interest rates for industrial borrowers, reducing electricity tariffs, abolishing export financing schemes on semi-finished and finished goods, and implementing a balanced tariff structure on raw materials.
Encouraging import substitution and offering performance-based subsidies — particularly in key sectors such as textiles, leather, and engineering goods - is critical, the report added. However, past experiences suggest that import substitution policies have shown limited results, and the country must shift toward implementing export-focused policies.
The report also highlights how efficient crop production could enhance exports by an estimated $2.2 billion. Increasing cotton yields, boosting rice exports, and reducing input costs to return to wheat surplus status were among the key recommendations.
Based on its estimates, the report stated that if the current account deficit stays within the government's FY25 target of 0.4% of GDP, the exchange rate should ideally stabilise around Rs272 per US dollar. Including incorporated valuation adjustments for FY25, the rate should not exceed Rs282, it added.
However, market fundamentals indicate that the rupee is under pressure, with importers struggling to find adequate dollar liquidity at reasonable rates. Major players like Pakistan State Oil (PSO) and Pak Arab Refinery Company (PARCO) are being forced to pay higher interbank rates.
According to Tola Associates' estimates, Pakistan can achieve a current account surplus of 0.1% of GDP by improving cash crop yields in the next fiscal year.
If that surplus is realised, the currency could appreciate by up to Rs23, leading to a 4.6% drop in inflation. This, in turn, would create room to reduce interest rates, cut debt servicing costs, and open up significant fiscal space, the report added.
Pakistan can substantially bring down interest rates in the next fiscal year to single digits. A 1% reduction in the policy rate could lower the debt servicing cost by Rs515 billion. Aligning interest rates with inflation could allow for a 4.6% rate cut, saving up to Rs2.4 trillion in interest expenses, according to the report.

Canada's main stock index was headed for a record high on Friday, as a better-than-expected U.S. jobs report and signs of easing trade tensions between Washington and China fueled investor optimism. Canada's Industry Minister Melanie Joly said on Thursday that Prime Minister Mark Carney and Trump are in direct communication as part of Ottawa's bid to persuade Washington to lift tariffs. 'I think the prime minister of Canada and President Trump will at some point come together and do what's best for both countries,' Constantino said. Canada's unemployment rate in May jumped to its highest level in almost nine years, excluding the peak of the COVID-19 pandemic. On TSX, information and technology stocks gained 1.4% on Friday, tracking gains in tech-heavy Nasdaq index. Energy subindex gained 1.3% as oil prices rose slightly and were on track for their first weekly gain in three weeks.

US fund taps Pakistani tech duo with $10mn to lead startup investment initiative
The JR Dallas Tech Fund has announced $10 million investment to Pakistani technology leaders Mehwish Salman Ali and Malik Mudassir, entrusting them to inject the fund into exclusive US-focused startup investment initiatives, Business Recorder learnt on Friday. 'Under this landmark agreement, Ali and Mudassir will receive $10 million in dedicated capital to identify, evaluate, and invest in high-potential startups planning to scale operations in the United States. The duo will serve as lead investment partners with full authority to deploy capital across artificial intelligence (AI), cloud computing, digital health, and frontier technology ventures,' a press statement read. 'We are entrusting $10 million to two of the most visionary technology leaders of our generation,' said Jehangir A. Raja, Managing Partner at JR Dallas Tech Fund, which is the premier private investment arm of the US-based JR Dallas Wealth Management. According to the statement, the $10 million fund operates under a rigorous investment framework designed to maximise both financial returns and economic impact. Suthra Punjab neglects low-income areas
Like many projects of the Punjab government, the Suthra Punjab project too has been reserved for affluent areas. Despite the passage of four months, its scope could not be extended to the entire province, due to which the residents of low-income areas are still forced to dispose of garbage on their own. The Punjab government had launched the Suthra Punjab project for garbage collection and sanitation in the province four months ago however, the project is practically limited to advertisements, billboards and expenditures on the vehicles and uniforms of sweepers from the solid waste management companies. Till date, the sanitation system in the low-income areas of Lahore, including Wagah, Nishtar, Ravi, Samanabad, Data Ganj Bakhsh Town and other areas, remains deplorable. Except for a few posh areas of the city including Gulberg Town, Raiwind, Jati Umra and Adda Plot, garbage collection has not been started in downscale areas. Abdul Rahim, Muhammad Nasir, and Noman Naeem, three locals from Harbanspura, Nishtar Colony and Baghbanpura confirmed that more than four months had passed since the project had started -- however, the Suthra Punjab project team had still not visited their areas. 'Even today, we pay monthly charges to private garbage collectors. Although main roads in our areas are cleaned, there is no sanitation system in the streets, neighborhoods and small areas. The private garbage collector charges Rs200 to Rs500 per month from each household. We are not getting any benefit from this project, which appears operational only in government advertisements,' lamented the locals. According to information available to the Express Tribune, the outsourced Suthra Punjab program is a long-term project costing more than Rs190 billion. Under this project, garbage is to be collected from the doorsteps of citizens across all cities of Punjab. In this regard, the government has also implemented a garbage tax. However, in Lahore, despite a budget of Rs20 billion, door-to-door garbage collection has been initiated in residential areas from only 100 out of 274 union councils due to the unavailability of machinery, inattention of officers and other reasons. Moreover, the deadline for garbage collection across all 274 union councils, set for March 30th, could not be met either. According to Mian Sohail Hanif Bhandara, an urban planner, the government has started the Suthra Punjab project without an effective strategy hence more than four months have passed yet the results are yet to been seen. 'The garbage collection operation has been outsourced after dividing urban and rural areas. Due to this distinction, cleaning is done on a daily basis in a few areas, while some areas are cleaned weekly and others do not even have an effective sanitation system. If the government had started phase-wise work on the project, effective results would have been seen. Unless the solid waste companies, in collaboration with the municipality and corporation, formulate an effective plan for garbage collection, the Suthra Punjab project will not be fruitful,' assessed Bhandara. Chief Executive Officer Lahore Solid Waste Management Company (LWMC) Babar Sahib Deen claimed that on the instructions of Punjab Chief Minister Maryam Nawaz, the Suthra Punjab program was successfully underway to provide garbage collection services in rural areas as it is provided in cities. 'Several complaints have been received regarding non-collection of garbage in some areas of Lahore, and these complaints are being addressed,' said Deen.
