With caste conundrum on backburner, Siddaramaiah likely to focus on admin

BENGALURU: Contentious caste issues have come in handy for Siddaramaiah to consolidate his position both as Chief Minister and a champion of AHINDA communities. The tabling of the Socio Economic and Educational Survey (SES-2015) report and the recommendation of the Backward Classes Commission to restructure the Backward Classes quota in the cabinet for discussion and commitment to implement the internal reservation for Scheduled Castes (SCs), were aimed at benefiting the AHINDA communities.
With the backing of Rahul Gandhi, the Congress leader and LoP in Lok Sabha, to table SES-2015 and the Supreme Court's Aug.1, 2024, judgment allowing the states to implement the internal quota for the SCs, the CM was poised to strengthen his position.
A section of castes within the SC category were opposing the internal quota for decades but Siddaramaiah sensed his opportunity with the apex court's judgment, according to political analysts.
Even as the two dominant castes, Veerashaiva Lingayats and Vokkaligas, opposed the SES-2015 dubbing it as unscientific, the Centre's announcement of adding enumeration of caste as part of the national census is likely to dampen the issue.Rahul is unlikely to disturb Siddaramaiah from his position, said a Congress legislator belonging to SC community.
But other sources within Congress predict that once Siddaramaiah completed two-and-half years as CM in October, the issue of change of guard would resurface. The decision, however, would be in the hands of Rahul and AICC president Mallikarjuna Kharge, also hailing from Karnataka.

Dumka: Former chief minister Raghubar Das on Saturday criticised the state govt for being indifferent towards the implementation of the Panchayats (Extension to the Scheduled Areas) (PESA) Act, 1996, in the state. Das said, "The tribal society has been deprived of the benefits of the Union govt funds due to the non-implementation of the PESA Act though the community comprises the major support base of JMM, which is the ruling party in the state govt coalition. Jharkhand lost the Rs 1,400crore allotted by the central finance commission in the 2024-25 financial year as the state govt failed to introduce the PESA Act during its subsequent terms. The situation persisted even after JMM promised the electorate to implement the PESA Act in its election manifesto." "The implementation of the PESA Act would ensure 'Abua Raj' in real term as it would provide the traditional self-rule system of the tribal society a legal status in the 13 districts, comprising 112 blocks, which fall under the scheduled areas. Lucknow, The Uttar Pradesh government will provide 20 per cent reservation to the ex-Agniveers in the state police and fire department, an official said on Saturday. The state government issued an order regarding this on June 6. The Uttar Pradesh government on Tuesday said that it will provide 20 per cent reservation to ex-Agniveers in direct recruitment to several positions in the state police. The decision was taken at a cabinet meeting chaired by Chief Minister Yogi Adityanath. Speaking to reporters after the meeting, UP Finance Minister Suresh Kumar Khanna on Tuesday said the move aims to provide meaningful post-service opportunities to Agniveers, who have completed their four-year term under the Agnipath scheme. "This is a significant decision. The reservation will be applicable across categories General, SC, ST and OBC. If an ex-Agniveer belongs to the SC category, the reservation will apply within SC; if OBC, then within OBC," he explained. Special age relaxation of up to three years will also be provided to former Agniveers applying for these posts, he added. There are four categories police constable, PAC constable, mounted police and fireman for which recruitment will be done. The first batch of recruits under this system will come out in 2026, Khanna said. "Several states and central forces have already taken the initiative to provide reservations to Agniveers. States like Haryana and Odisha have offered 10 per cent reservation to former Agniveers. The Uttar Pradesh Cabinet has now approved 20 per cent horizontal reservation, which is a bold and generous initiative," the minister said. This not only recognises their service but ensures that they continue contributing to the nation's security infrastructure after their military stint, he said. The Centre introduced the Agnipath scheme in 2022 for short-term induction of personnel in the Army, Navy and Air Force with an aim to bring down the age profile of the three services.
