Malaysia trade growth on track for 4-5% target amid global uncertainties

KUALA LUMPUR: Malaysia's trade performance for 2025 is progressing as anticipated, with the government maintaining confidence in achieving its four to five per cent growth target.
Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz confirmed the outlook during a press conference on MITI's second-quarter report card.
However, Tengku Zafrul cautioned that global trade is expected to slow in the second half of 2025 due to ongoing economic uncertainties.
'There is some front-loading, especially in the last five months, but given the Aug 1 deadline for US tariffs, we expect moderation to continue,' he said.
The latest trade figures for June will be released this Friday, with the minister emphasising that Malaysia's trade remains within projected ranges.
Bank Negara Malaysia forecasts trade growth at around five per cent, while the Ministry of Finance estimates a slightly lower 3.9 per cent.
MITI has secured RM25.6 billion in potential investments and RM30.8 billion in potential exports from recent trade missions.
Additionally, Malaysia signed a new free trade agreement with the European Free Trade Association (EFTA) in June, expected to generate RM14.4 billion in trade.
Regarding ongoing US tariff negotiations, Tengku Zafrul stated that discussions are progressing, with a focus on both tariff and non-tariff issues.
'We are working to conclude talks before the Aug 1 deadline,' he said, adding that impact assessments on exports and government revenue are being conducted.
Non-tariff concerns have been partially addressed through the Strategic Trade Act 2010, but equity restrictions in certain sectors remain a sensitive topic.

KUALA LUMPUR: An opposition MP has called on the government to address the rising debt among civil servants, with some middle-income individuals reportedly being approved for loans worth hundreds of thousands of ringgit. Abdul Latiff Abdul Rahman (PN-Kuala Krai) said the matter required urgent attention as it could drive civil servants into long-term debt traps. In a supplementary question to Deputy Finance Minister Lim Hui Ying, Latiff said the issue could also affect household financial stability. "Although you said the trend is still under control, if this happens to civil servants, it could open the door to corruption. With their current income, they will no longer be able to bear multiple loan repayments. "If it happens to the general public, there is concern they could fall prey to unlicensed moneylenders and loan sharks," he said. Latiff also asked whether the government planned to replace or stop personal financing in favour of purpose-specific financing to prevent the debt trap among civil servants from worsening. Lim, who is also the Tanjong MP, said household debt levels must be viewed holistically, taking into account household financial assets, which are significantly higher. "At the macro level, total household debt as of March 2025 stood at RM1.65 trillion, equivalent to 84.3 per cent of Gross Domestic Product (GDP). This shows little change compared with the end of 2024. "Therefore, household debt levels must be seen in a holistic manner, particularly considering that household financial assets are much higher, amounting to RM3.45 trillion in the same period. "In aggregate, household financial assets remain 2.1 times higher than debts, thus providing a strong financial buffer for households," she said. Commenting on the control of financial loans among civil servants, she said approvals given by financial institutions in the country were subject to the responsible financing practice policy document issued by Bank Negara Malaysia, in effect since 2012. Through this policy, she said, the government ensured household finances remained manageable in line with repayment capacity. "In general, financial institutions assess a borrower's capacity by taking into account a minimum net disposable income as well as the debt service ratio (DSR). As at the end of 2024, data showed the DSR was at a prudent level of 34 per cent. "There are also specific control measures for civil servants through Regulation 13 of the Public Officers (Conduct and Discipline) Regulations 1993, which stipulates that an officer must not be in serious debt, with net monthly salary not falling below 40 per cent," she said.

KUALA LUMPUR: The Ministry of Investment, Trade and Industry (MITI) has identified basic metal products, non-metallic mineral products, and wood products as Sabah's top manufacturing sectors for foreign investments from 2015 to 2024. In the services sector, hotel and tourism along with support services were the primary contributors. Basic metal products recorded RM4.3 billion in foreign investments, followed by non-metallic mineral products at RM2.5 billion and wood products at RM99.1 million. The hotel and tourism sector attracted RM205 million, while support services accounted for RM37.9 million. MITI shared these figures in a written reply on the Dewan Rakyat portal, responding to a query from Datuk Jonathan Yasin (GRS-Ranau). As of Q1 2025, Sabah ranked third nationally in approved investment value across manufacturing, services, and primary sectors with RM10.9 billion. A total of 25 foreign investment projects worth RM7.18 billion under MIDA's supervision were realised in Sabah between 2015 and 2024. These investments created 3,138 job opportunities for locals, according to MITI. - Bernama
