Rajasthan: Kithana locals recall Jagdeep Dhankhar's lasting legacy

Jaipur: Jagdeep Dhankhar's resignation as Vice President of India, citing health concerns, has sent shockwaves across the nation and especially in his native district of Jhunjhunu in Rajasthan. The announcement came unexpectedly on the very first day of the monsoon session of Parliament.
Known for his dynamic leadership and administrative efficiency, Dhankhar's sudden departure has left his hometown of Kithana in a state of deep emotional unrest, with villagers gathering late into the night to discuss the news.
Villager Hirendra Dhankhar recalled the Vice President's pivotal role in Kithana's transformation.
Under his efforts, the village witnessed significant development - including the construction of a college, a stadium, an Ayurvedic hospital, and other key infrastructure. A survey for a National Highway passing through the village also commenced under his guidance. His family actively contributed to the local Gaushala and government schools, further enhancing the village's social and educational landscape.
Kithana Sarpanch Subhita says that Dhankhar has contributed a lot to the development of the village. There is a sense of despair in the village due to this news, she added.
Despite holding high offices, Dhankhar remained deeply rooted in Kithana. His wife, Sudesh Dhankhar, often visited the village, engaging with locals and following up on development projects.
"Whether he remains in office or not, for us he will always be the Vice President," said villagers, many of whom were tearful upon hearing the news.
Subhita said a sense of despair has engulfed the village.
His nephew, Harendra Dhankhar, shared that Sudesh had mentioned during her July visit that the Vice President had recently undergone a heart operation.
Jagdeep Dhankhar was born on 18 May 1951 in Kithana village, Chidawa tehsil. He completed his primary education in government schools in Kithana and Ghardana and pursued higher education at Rajasthan University, where he earned a law degree.
A distinguished senior advocate in the Supreme Court, he entered public life when he won the 1989 Lok Sabha election from Jhunjhunu as a Janata Dal candidate backed by the BJP. He served as Union Minister of State for Parliamentary Affairs from 21 April to 5 November 1990. Although he later contested the 1991 elections as a Congress candidate and lost, he was elected as an MLA from Kishangarh (Ajmer) in 1993.
Prior to becoming Vice President, he served as the Governor of West Bengal. He is the second of three brothers - the elder, Kuldeep Dhankhar, owns a construction company, and the younger, Randeep Dhankhar, has served as Chairman of the Rajasthan Tourism Development Corporation (RTDC).
After taking oath as the 14th Vice President of India on 11 August 2022, Dhankhar continued to maintain close ties with his home region. He visited Kithana for the first time as Vice President on 8 September 2022 and participated in various cultural and educational events.
These included the Swami Vivekananda Sandesh Yatra inauguration on 19 November 2022, an interaction with students at Sainik School on 27 August 2023, temple visits to Lohargal and the Rani Sati Dadi Temple, and a student address at BITS Pilani on 27 September 2023.
He also launched the 'Swachhata Hi Seva 2024' campaign in Jhunjhunu and visited Navodaya Vidyalaya, Kajda, on 20 November 2024.
On 5 March 2025, he interacted with students at Mahatma Gandhi English Medium School in Sangasi and attended a relative's wedding on the same day.
Known for his love for the land and his deep commitment to education, Dhankhar frequently engaged with school children.
He often invited them to Delhi at government expense, encouraging them to aim high. He inspired students across institutions like Sainik School, Pilani, Sangasi, and Jawahar Navodaya Vidyalaya, Kajda, and even donated a Smart TV to the Sangasi Government School, underscoring his belief in digital learning.
However, his health began deteriorating in March 2025. He suffered a heart attack and was admitted to AIIMS Delhi on 9 March, where stents were inserted. He was discharged on 12 March, but his health again declined during a visit to Uttarakhand on 25 June, requiring immediate medical care.
Although his term was set to conclude on 10 August 2027, Dhankhar resigned nearly two years early, prioritising his health based on medical advice.
His resignation surprised many, especially since he had actively participated in Rajya Sabha proceedings earlier that day. In his resignation letter, he cited his decision as one made in the interest of his well-being.
Historically, only two other Vice Presidents - V.V. Giri (1969) and R. Venkataraman (1987) - have resigned, both to assume the office of President.
Jagdeep Dhankhar, now become the first Vice President in India's history to step down solely due to health reasons.
His departure has not only created a vacuum in national politics but has also left a personal void among the people of Kithana, who will always remember him as a proud son of the soil and a lifelong source of inspiration, said locals.

Trichy: The Association of University Teachers (AUT) has written to chief minister M K Stalin over the demand for withdrawal of the special leave petition (SLP) filed in the Supreme Court, which they say unfairly blocks the promotion and monetary benefits due to aided college teachers under the Career Advancement Scheme (CAS). In a statement, general secretary of AUT, K Raja, said that while teachers in govt colleges have received CAS benefits as per GO No. 5 dated Jan 11, 2021, their counterparts in aided colleges have been denied the same. "Thousands of teachers are pushed to the corner over the denial of CAS benefits, leading to frustration," said Raja. The petition said that despite court orders in favour of teachers from Urumu Dhanalakshmi College in Trichy, including directions to release monetary benefits, the higher education department moved the apex court. Citing selective implementation of CAS benefits in certain regions like Coimbatore and Thanjavur, the AUT called the SLP "anti-teacher" and urged the state to uphold parity and fairness by immediately withdrawing it.

New Delhi: The Delhi government has approached the Supreme Court seeking a review of its 2018 order, which bans diesel vehicles older than 10 years and petrol vehicles older than 15 years in the Delhi-NCR region. The petition argues that the age-based ban is outdated and unfairly targets even roadworthy, non-polluting vehicles, hitting middle-class owners the hardest. The plea comes amid growing backlash over the Commission for Air Quality Management's (CAQM) July order to stop fuel supply to vehicles that fall under the "end-of-life" category. That order has now been deferred till November 1 after strong public opposition and intervention by the Delhi government. Environment Minister Manjinder Singh Sirsa confirmed the development, saying the situation has changed significantly since 2018. "The situation of 2025 is totally different from 2018, and there are many modern technologies available now. We want to apprise the honourable court, and that's why we have filed the review," Mr Sirsa told NDTV. Mr Sirsa added, "If a vehicle is polluting, it should be banned, regardless of whether it's five years old or fifteen. Pollution should be the criteria, not the age of the vehicle." The petition warns that continuing with the 2018 ruling will lead to even BS-VI compliant vehicles being taken off the roads in the coming years, without scientific justification. It questions why even BS-IV vehicles that pass Pollution Under Control (PUC) tests are being sidelined and calls for decisions to be based on updated emissions data. The government has urged the court to order a comprehensive, scientific study on how older vehicles contribute to pollution, rather than relying on blanket age-based rules. The petition also cited that other countries like Japan, the US, and those in the EU do not ban vehicles solely based on age. Instead, they rely on regular testing and real-time emissions data to decide if a vehicle should remain on the road. The debate has struck a chord with vehicle owners across NCR, many of whom say they've suffered despite owning well-maintained cars. Naresh Malik, a South Delhi resident, shared his ordeal, "I had to sell my Corolla Altis, which had only run 34,000 km in 15 years, at a throwaway price. It was in perfect condition. Today's cars can easily last 2.5 lakh kilometres. Why are we judged just on age?" "If the aim is to reduce pollution, the focus should be on traffic congestion and stricter PUC (Pollution Under Control) checks, not arbitrary rules. I'm hopeful the court will understand the practical concerns of people like us, especially the financial burden we face," he added. The CAQM's July 1 directive to stop refuelling ELV vehicles had triggered widespread public outcry. Minister Sirsa wrote to the commission asking for a pause, and Lt Governor VK Saxena later advised the government to take the matter to the Supreme Court. The case is now listed for hearing on Monday, and its outcome could impact thousands of vehicle owners across the capital region, as well as future national policies on vehicle retirement and pollution control.

SRINAGAR: On Kargil Vijay Diwas, the National Legal Services Authority (NALSA) launched the Veer Parivar Sahayata Yojana, an initiative aimed at providing free legal aid to defence personnel, veterans, and their families. The scheme was officially launched on Saturday at Shri Kashmir Convocation Centre on the banks of Dal Lake in Srinagar. Supreme Court judge and NALSA executive chairman Justice Surya Kant, who presided over the conference, stressed on the importance of ex-servicemen serving as nyay mitras (legal volunteers) and supporting fellow soldiers and their families. The scheme will operate through legal clinics. Ex-servicemen will address the legal challenges faced by defence families across the country. The conference was attended by Union law minister Arjun Ram Meghwal, J&K lieutenant governor Manoj Sinha and CM Omar Abdullah. Sinha said the impact of 'legislative reforms' initiated after the abrogation of Article 370 has transformed the region. 'Before 2019, various central laws including two important central legislations — Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, and Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 — were not applicable to J&K,' he said, adding these are now applicable and tribal community has been empowered. The CM praised the contributions and sacrifices of defence personnel, many of whom hail from J&K, he said. Omar, who also holds law portfolio, stressed the urgent need for compassionate and timely legal redress to those serving in remote and challenging terrains.
