Express Tribune17-02-2025

PESHAWAR:
The Khyber-Pakhtunkhwa (K-P) Food Department has finalized a comprehensive strategy for the holy month of Ramazan to ensure the availability of essential food items, control prices, and curb the sale of substandard food products.
The initiative has been taken on the directive of Chief Minister Ali Amin Gandapur and Minister for Food Zahir Shah Toru. To effectively counter artificial inflation, hoarding and the sale of low-quality food, the department has constituted special teams across the province.
Speaking on the Ramazan strategy, Provincial Minister for Food Zahir Shah Toru stated that the Food Safety & Halal Food Authority would conduct extensive inspections throughout Ramazan to guarantee the availability of safe and high-quality food for the general public.
He further highlighted that food authority teams would set up checkpoints at the entry points of major cities, including Peshawar, to prevent the supply of substandard food items.
Additionally, he said, pre-Ramazan inspections would focus on raw materials of dairy-based products such as milkshakes, snacks, ice cream and other food items to ensure compliance with health and safety standards.
He further said that, under the Ramazan and pre-Ramazan strategy, divisional deputy directors of the food department and district food controllers would oversee raids against hoarders while strict monitoring of food availability and pricing in markets would continue throughout the holy month.
Warning food businesses involved in hoarding and food adulteration, Toru reaffirmed that strict legal action would be taken against those responsible for artificial price hikes and the sale of substandard food.

CII takes exception to child marriage bill

Listen to article The Council of Islamic Ideology (CII) has rejected a bill that bans marriage under the age of 18 in Islamabad, describing it as un-Islamic. The council has also declared the Child Marriage Restraint Bill 2025, presented by the Khyber Pakhtunkhwa (K-P) government, in conflict with Shariah. A meeting of the CII was held on Tuesday chaired by Dr Raghib Hussain Naeemi. According to the statement issued after the meeting, the council discussed the bill presented by MNA Sharmila Faruqi of the PPP and passed by the National Assembly on May 17. The bill was introduced with the object to curb, discourage and eventually eradicate the concept and phenomenon of child marriages. It said no Nikah registrar shall register a marriage where one or both the contracting parties are below the age of 18 years. It stated that whoever contravened with or failed to comply with sub-section (1) and (2) of the bill shall be liable to be punished with simple imprisonment for a term which shall not be more than one year and with fine amounting to Rs100,000, or both, unless he proved that he had reason to believe that the marriage was not a child marriage. The bill sought further punishment for male adults above 18 years of age marrying a child. "Whoever, being a male above eighteen years of age, contracts a child marriage shall be punished with rigorous imprisonment which may extend to three years but shall not be less than two years and shall be liable to fine," it said. The CII noted that the clauses defining marriage under the age of 18 as sexual assault and prescribing punishments do not align with Islamic injunctions. The statement clarified that the bill to prohibit child marriage was not referred to the CII for review before legislation. The council also found the Child Marriage Restraint Bill 2025 submitted by the K-P government to be in contradiction with Shariah. The CII emphasized that thalassemia testing before marriage should be optional, not mandatory, adding that, according to Islamic teachings, marriage should be kept free from unnecessary complications. The council also expressed concern over the irresponsible reporting of court decisions. It clarified that forcing the bride's family to provide dowry items is contrary to Islamic teachings. The statement also said that women should have the right to choose whether to keep the domicile of their husband's area or that of their parents after marriage. It ruled that after the completion of iddat — the mandatory waiting period — the husband is not financially responsible for the divorced wife. In Islamic Shariah, iddat is also observed in the event of the husband's death. The CII also proposed amendments to Clause 7 of the Muslim Family Laws (Amendment) Bill 2025, which was referred to it by the Ministry of Religious Affairs, and formed a committee to draft a new version of the law. The meeting also considered questions received from the National Accountability Bureau (NAB), as well as issues related to mudarabah (Islamic finance), housing schemes, and investment matters.

Lady health workers end protest after deal

Following successful negotiations with the Khyber-Pakhtunkhwa government, Lady Health Workers have officially ended their protest sit-in outside the K-PAssembly. Ishrat Malik, Central General Secretary of the Shaheen Union of Lady Health Workers, announced that Provincial Health Minister Ehtesham Ali took immediate notice of the protest — held during an intense heatwave - and initiated formal talks with union representatives. The LHW delegation included Akhtar Bibi (Provincial President), Ishrat Malik (General Secretary), Rafasat Qamar, Naeema Bibi, and other union officials. During the meeting, the Health Minister assured that the official minutes would be shared within two days. He also confirmed that the Health Department had finalized a promotion and regularization plan for 12,439 LHWs, structured under a four-year framework and now ready to be submitted to relevant departments. According to the plan, promotions will be granted from scale 5 up to scale 14 based on seniority and a percentage-based formula. Under this framework, 40 percent of the workers will be promoted to scale 9, another 30 percent to scale 9 under a separate criterion, 20 percent to scale 12, and the remaining 10 percent to scale 14. The Minister further assured that a summary of the plan would be sent to the Finance Department within days. He praised the critical role played by LHWs in providing healthcare in remote, conflict-affected, and snow-bound areas, emphasizing that public health operations would be unmanageable without their commitment and sacrifice. In view of the government's assurances and considering the harsh conditions faced by the protestors, Minister Ali urged the LHWs to end their sit-in and return home. Responding positively, the Shaheen Union officially called off the two-day protest and expressed appreciation for the government's responsiveness. Ishrat Malik also extended her gratitude to the media for their extensive coverage and support, which she said played a key role in drawing attention to the LHWs' demands and accelerating the negotiation process.
