Centre amends key pension rules; PSU employees to lose retirement benefits on dismissal

New Delhi: The dismissal or removal of an employee of a public sector undertaking (PSU) will lead to forfeiture of the retirement benefits, the Centre has said. However, the decision of such dismissal or removal shall be subject to review by the administrative ministry concerned, it said.
The
Personnel Ministry
has effected key changes in the Central Civil Services (Pension) Rules, 2021 in this regard.
According to the recently-notified Central Civil Services (Pension) Amendment Rules, 2025, "the dismissal or removal from service of the public sector undertaking of any employee after his absorption in such undertaking for any subsequent misconduct shall lead to forfeiture of the retirement benefits" for the service rendered under the government also.
"...and in the event of his dismissal or removal or retrenchment the decision of the undertaking shall be subject to review by the ministry administratively concerned with the undertaking," read the new rules notified on May 22.
Earlier, the rules did not allow forfeiture of the retirement benefits in case of dismissal or removal from service of the public sector undertaking employee, after his absorption in such undertaking, for any subsequent misconduct.

The new rules further said that the provisions related to continuation or grant of "pension and family pension subject to future good conduct" and "compassionate allowance" would also be applicable on such dismissed or retrenched employees.
The Central Civil Services (Pension) Rules, 2021 apply to the government servants appointed on or before December 31, 2003, except "railway servants", "persons in casual and daily rated employment" and officers of Indian Administrative Service (IAS), Indian Police Service (
IPS
) and Indian Forest Service (IFoS) among others.

The Haryana government has ordered that 80 engineering officials including a number of class 1 officials of the irrigation and water resources department be charge-sheeted for major and minor penalty. The action has been initiated after samples of the civil works being undertaken by the department failed quality tests in 16 circles. Officials in the rank of superintending engineer (SEs) and heading these 16 circles would be issued a charge sheet for minor penalty while those in the rank of executive engineer, sub-divisional officer and junior engineer would be chargesheeted for major penalty. Chief minister Nayab Singh Saini has approved disciplinary action against these officials. Certain chief engineer rank officials will also get a displeasure note from the state government, officials said that samples of ongoing civil works and installation of high density polyethylene pipe were collected for quality check by the office of superintending engineer, vigilance of the irrigation department in November-December 2024. 'The testing was done at IIT, Ropar, NIT, Kurukshetra and Shri Ram Lab at New Delhi. A lot of deficiencies were found in the civil works and the samples did not meet the parameters set by the Indian Standards Code. The testing revealed use of inferior quality material. Also, construction parameters were not met,'' said an official. Officials said that a committee under the lead of chief engineer (coordination) Jai Deep Rao has been constituted to frame chargesheets against the errant officials. Irrigation and water resources minister Shruti Choudhry said that compromise on the quality of construction material will not be tolerated. '48 samples of construction materials used in various ongoing projects of the Irrigation department were collected out of which 18 failed quality tests,' Choudhry said. The minister said some of the projects were nearing completion, a stage where the accountability of officials increases significantly. After repeated complaints, the vigilance wing of the department conducted raids and took samples, she said. Punishment for major penalty under Rule 7 of Haryana Civil Services (Punishment and Appeal) Rules entailed compulsory retirement, dismissal from service, withholding of increment with cumulative effect, withholding of promotion for more than a year, reduction to a lower stage in the pay band or pay scale for a specified period. Punishment for minor penalty under Rule 8 of Haryana Civil Services (Punishment and Appeal) Rules included issuing a warning (with a copy in the personal file), censure, withholding of promotion for a year, recovery of any pecuniary loss caused by negligence or breach of orders, withholding of increment without cumulative effect.

NEW DELHI: At a time when the Centre and states are discussing the rationalisation of the GST structure, road transport minister Nitin Gadkari sought a reduction in the levy on crude ethanol from 18% to 5% to encourage the manufacturing and sale of flex-fuel vehicles. At present, GST on ethanol used for blending with petrol under the Ethanol Blended Petrol (EBP) Programme is 5%. Sources said Gadkari suggested parity in the GST rate for both crude ethanol and the green fuel used for blending in petrol. Currently, around 400 fuel pumps sell 100% ethanol, but demand remains muted. 'Why will people go for these vehicles if the price of crude ethanol is equal to or more than that of petrol? Hence there is a need to bring down the GST rate,' a source said. The suggestion for lower taxes comes at a time when the Centre has taken up a holistic review of the GST structure, instead of limiting it to a select set of goods and services such as life and health insurance. Finance Minister Nirmala Sitharaman and a team of officials at the Centre are looking at the issue in detail before they present the proposals and seek to evolve a consensus. Former Manipur chief minister N Biren Singh on Wednesday said that Union home minister Amit Shah is keen on restoring a new popular government in the state that has been marred by ethnic violence for the last two years. Singh gave details of meetings with the Union home minister held on Monday and Tuesday, amid fresh tension in the state, which was attended by Rajya Sabha MP Leishemba Sanajaoba and other central leaders. 'We apprised the Union Home Minister of the worsening situation in Manipur,' Biren told reporters at Bir Tikendrajit International Airport in Imphal. 'We met him on Monday night from around 11pm to 1am, and again on Tuesday afternoon from 3.15pm to 4pm.' 'I also apprised him (Shah) of the people's desire for a popular government in the state. Shah said the central government also wants the same and will soon consider it after examining the situation,' the former CM said. The meeting came days after fresh violence broke out in the state following reports of arrests of five members of Arambai Tenggol, a Meitei group, which prompted the state administration to impose restrictions and suspend internet connectivity in the state which has been under President's Rule since February 13. The former CM said the delegation emphasized the ongoing blockades, public unrest, and the sensitive ethnic and communal tensions in the state. He said that Shah is holding multiple rounds of dialogue with various communities to address the crisis. 'Our state's issues have become complex and highly sensitive as they have escalated to a community level,' Biren said. 'The Union Home Minister has appealed to all communities to maintain peace, which is essential for progress.' Biren further quoted Shah as saying that the Centre is committed to maintaining Manipur's territorial integrity and is making every effort to restore peace. Shah also urged the people to cooperate with these efforts. 'He (Amit Shah) has given us some groundwork responsibilities, which I cannot disclose at the moment,' Biren added. 'However, civil bodies, MLAs, and the public must take a unanimous stand to resolve the ongoing violence in Manipur.' He also mentioned that during the meetings, the delegation requested an extension of 30 days for the detection of illegal immigrants. More than 260 people have been killed and thousands rendered homeless in the ethnic violence between Meiteis and Kuki-Zo groups since May 2023. The Centre had on February 13 imposed the President's rule in Manipur after Biren Singh resigned as the chief minister. The state assembly, which has a tenure till 2027, has been put under suspended animation.
