Flex-fuel drive: Ministry seeks lower GST on crude ethanol

NEW DELHI: At a time when the Centre and states are discussing the rationalisation of the
GST
structure, road transport minister
Nitin Gadkari
sought a reduction in the levy on crude ethanol from 18% to 5% to encourage the manufacturing and sale of flex-fuel vehicles.
At present, GST on ethanol used for blending with petrol under the Ethanol Blended Petrol (EBP) Programme is 5%. Sources said Gadkari suggested parity in the GST rate for both crude ethanol and the green fuel used for blending in petrol. Currently, around 400 fuel pumps sell 100% ethanol, but demand remains muted.
'Why will people go for these vehicles if the price of crude ethanol is equal to or more than that of petrol? Hence there is a need to bring down the GST rate,' a source said.
The suggestion for lower taxes comes at a time when the Centre has taken up a holistic review of the GST structure, instead of limiting it to a select set of goods and services such as life and health insurance. Finance Minister
Nirmala Sitharaman
and a team of officials at the Centre are looking at the issue in detail before they present the proposals and seek to evolve a consensus.
At least two groups of ministers comprising representatives from the states were set up, but the suggestions made by them were not seen to be complete.

A third group of ministers is tackling the issues of cesses as the compensation cess is due to end in March.
While there is reluctance from state finance ministers to tinker with the four slabs of 5%, 12%, 18%, and 28%, there is growing demand from industry that rationalisation is the need of the hour given that there are several items on which classification concerns have emerged since the regime kicked in eight years ago.
Besides, the structure is such that almost two-thirds of the collections come from the 18% slab, although a majority of the items are in the 5% bracket, which yields very little revenue. In the past, there have been discussions around merging the 12% and 18% slabs and putting items in these two brackets at 15-16%. While it will result in some revenue loss, there could also be a political challenge given that items in the 12% bracket will see a higher levy.

With a cap price of Rs 614, the estimated listing price is around Rs 682, implying a listing gain of about 11%. What does Oswal Pumps do? Founded in 2000, Oswal Pumps manufactures solar-powered and grid-connected submersible and monoblock pumps, electric motors, and solar modules. It has grown rapidly under government schemes such as the PM Kusum Yojana, under which it accounted for around 38% of India's installed solar pumps as of December 2024. Live Events Oswal operates a large single-site pump facility in Karnal, Haryana, with vertically integrated manufacturing capabilities. It also sells through 925 distributors across India and launched its own retail outlets — 'Oswal Shopee' — which numbered 248 as of June 2025. Financials and valuation The company posted strong financials with revenue increasing from Rs 360 crore in FY22 to Rs 759 crore in FY24, while PAT jumped from Rs 17 crore to Rs 98 crore. For the nine months ended December 2024, it reported a revenue of Rs 1,066 crore and net profit of Rs 217 crore, with an EBITDA margin of 30.1% and PAT margin of 20.3%. At the upper band, the post-issue P/E is 24.2x, and EV/EBITDA is 15.1x — reasonable compared to listed peers like Shakti Pumps , KSB and Kirloskar Brothers , especially given Oswal's superior return ratios (RoE of 72.6% and RoCE of 56%). Oswal Pumps IPO: Should you subscribe? SBI Securities recommend subscribing to the IPO for a long-term horizon, citing strong revenue and profit growth, robust order book (Rs 1,100 crore), and leadership in solar pump installations. However, risks include dependence on government schemes and a high receivables cycle (140–150 days). "Subscribe for long-term due to strong fundamentals, dominant market share under PM Kusum, and efficient cost structures," it said. CHENNAI: A visually-impaired schoolgirl who tries on a pair of AI-powered smart glasses at the Tech4All Expo, held at Kalaivanar Arangam on Tuesday, is seen asking the company representative how the device will help her read and make sense of her surroundings. Meanwhile, just a few stalls away, another person with a disability tries out a wheelchair that can climb stairs. These are some of the many stalls at the exhibition where persons with disabilities were seen checking out advanced devices that may help them lead more independent lives. The expo holds significance as the assistive devices from these vendors may one day be made available free of cost or at subsidised rates by the government to the visitors who are here to test their effectiveness. This is the first time the Differently-abled Welfare Department has organised such an expo to gather direct feedback from persons with disabilities before finalising the list of assistive devices to be distributed free of cost. Officials said that this move marks a shift in policy from merely providing support to actively involving beneficiaries in shaping the scheme, adding that persons with disabilities from across the state were invited to take part in the expo. This expo follows the announcement that the state government will implement an initiative for persons with disabilities to attain self-sufficiency in accessing assistive devices. The government allocated Rs 131.25 crore for the scheme, which includes Rs 125 crore for the purchase of assistive devices.
