Malaysia rises in IMD rankings, driven by green lane reforms and E&E growth

KUALA LUMPUR: Malaysia has moved up the ranks in the IMD World Competitiveness Ranking (WCR) 2025, driven by its electrical and electronics (E&E) sector and regulatory efficiency reforms.
The Malaysia Productivity Corporation (MPC) said the improved standing reflects sustained industrial momentum and government-led efforts to create a more business-friendly environment.
A key initiative is the Industrial Green Lane (IGL), which expedites development and licensing approvals for industrial projects.
"Malaysia's improved competitiveness reflects not just industrial strength, but regulatory transformation on the ground," Director-General Datuk Zahid Ismail said in a statement.
"Through IGL, we are enabling faster, cleaner, and more predictable approvals, essential for investment, productivity, and growth."
The IGL model streamlines approvals via simultaneous technical briefings, fast-track licence processing and licence issuance within 24 hours of the certificate of completion and compliance.
This approach has so far generated RM0.5 billion in local authority revenue, created 20,000 jobs and facilitated billions in investments.
In 2024, Malaysia approved RM378.5 billion in total investments, including RM120.5 billion in the manufacturing sector.
"The E&E industry led the way with RM55.8 billion, making it the largest subsector, supported by 73.8 per cent foreign direct investment.
"The sector continues to thrive through deeper integration into global semiconductor value chains, creation of high-skilled jobs, and stronger supplier ecosystems.
"These outcomes align with the National Semiconductor Strategy and the New Industrial Master Plan," it said.
Despite the gains, issues like customs efficiency, trade transparency and documentation handling, highlighted in the WCR 2025, remain hurdles to export growth.
MPC noted that reducing non-tariff measures and improving trade facilitation are critical for enhancing Malaysia's export competitiveness.
"The E&E Productivity Nexus, alongside national agencies, is addressing these challenges through digital adoption, artificial intelligence and Internet of Things-driven energy efficiency and regulatory coordination," it said.
"There is also continued emphasis on helping small and medium enterprises adapt to global standards. The government aims to expand IGL implementation nationwide, improve logistics infrastructure and drive data-driven regulatory reforms," it added.

PENAMPANG: The 13th Malaysia Plan (13MP) will focus on helping micro, small and medium enterprises (MSMEs) transition into the digital economy, including adopting the e-Invoice system. Entrepreneur Development and Cooperatives Minister Datuk Ewon Benedick said digital tools are no longer optional but essential for business resilience. 'We want to see MSMEs adapting to digital tools, including e-Invoice, as part of their business operations under the 13th Malaysia Plan,' he said. He made the remarks during the launch of the Madani Entrepreneurs Seminar: e-Invoice organised by the National Entrepreneurship Institute (Insken) at Penampang Cultural Hall, here, on Tuesday. The seminar is part of a 23-stop nationwide tour targeting 20,000 entrepreneurs, aimed at promoting awareness and adoption of the e-Invoice platform. 'So far, over 11,000 entrepreneurs have taken part in the sessions, showing strong interest and readiness. 'Entrepreneurs want to understand what e-Invois is and how it can be integrated into their daily business and we are responding to that need,' he said. He said Insken and SME Corp are working with the Inland Revenue Board (LHDN) to expand outreach and ensure businesses are ready before implementation. Ewon emphasised that future policies under 13MP would also support inclusive business (IB) and social enterprise (SE) models to ensure that development benefits are more evenly distributed. 'Inclusive business and social enterprise models will be given more focus as we strengthen the entrepreneurial landscape under 13MP,' he said. He also assured that Sabah and Sarawak would not be left behind in federal initiatives, citing programmes like Tamu Desa, targeted financing schemes for rural traders and special grants for Bumiputera entrepreneurs in Borneo. 'We want entrepreneurs and cooperatives in Sabah to feel included in national policies, that's why we design initiatives specific to Borneo's needs. 'One-size-fits-all approaches don't work. Local business challenges require local strategies,' he stressed. Speaking to the media after the seminar, Ewon welcomed the appointment of Insken's new CEO from Sabah, calling it a reflection of confidence in East Malaysians to lead national agencies. 'I want to see our Sabahan CEO prove that East Malaysians can also lead federal agencies with excellence. 'It's not where you're from, it's your commitment, vision and capacity to serve the country,' he said. OCBC Lowers Malaysia's 2025 Inflation Forecast To 1.5%

Malaysia's headline inflation continued its downward trend, easing to 1.1% year-on-year (YoY) in June, a dip from 1.2% in May. This figure came in softer than market consensus and OCBC Bank's own projection of 1.2%. Core inflation, however, remained stable at 1.8% YoY. According to OCBC Bank Malaysia's Senior ASEAN Economist, Lavanya Venkateswaran, the primary drivers behind the subdued June inflation print were a deceleration in the transportation subcomponent (0.3% YoY from 0.7% in May), along with ongoing deflation in communication services (-5.4% YoY from -5.2%) and a moderation in furnishing prices (0.1% from 0.2%). Inflation in key categories such as food (2.1%), utilities (1.7%), education services (2.2%), and insurance (1.5%) remained unchanged from May. In light of these developments, OCBC has revised its 2025 headline Consumer Price Index (CPI) forecast downwards to 1.5% from a previous estimate of 2.0%. This adjustment is largely influenced by the lower-than-expected inflation rate of 1.4% in the first half of 2025 and 'reduced prospects of RON95 rationalisation,' as the government appears to require a more detailed review of the subsidy mechanism. OCBC had previously factored in a 20-25% increase in RON95 prices from October 2025, an expectation that now seems less likely in the immediate future. Given the view that Malaysia's Gross Domestic Product (GDP) growth is expected to slow in the second half of 2025 to 3.5% YoY from 4.4% in the first half of 2024, coupled with persistently low inflation, OCBC sees room for further monetary policy easing. 'We have pencilled in another 25 basis points rate cut from Bank Negara Malaysia (BNM) for the remainder of the year,' stated Venkateswaran. Bank Negara Malaysia's Monetary Policy Committee (MPC) last met on July 9, 2025, where it decided to cut the Overnight Policy Rate (OPR) by 25 basis points to 2.75%.
