Construction sector maintains growth amid cost dynamics

THE average prices of steel bars in Malaysia heightened for the second consecutive month as of Jul-25, following a brief softening of prices from Mar-May-25. Average prices rose +5.26% month-on-month (mom) in Jul-25 to RM2,200.00 per metric tonne, the first consecutive month price incline since Jan-24. 'This was largely attributable to Malaysia's imposition of provisional anti‑dumping duties, effective from 7 July 2025, on selected galvanized iron and steel imports from China, South Korea and Vietnam, ranging from 3.86% to 57.90%, which has begun to limit cheap inflows, tighten local supply and lift procurement costs,' said MBSB Research. Rising input prices for coking coal and scrap, together with construction-related inflation and labour tightness in Malaysia, have also contributed to recent upward momentum. As of Jul-25, the monthly average price for the binding substance has remained unchanged for the 24th consecutive month since Jul-23, holding steady at RM380 per metric tonne. This prolonged price stability was attributed to a balanced supply-demand dynamic in the market and consistent raw material costs leading to easing cost pressures that help to sustain price. Prices have remained consistent across all regions, including the northern, central, and eastern Peninsula, as well as Sabah and Sarawak. The continued stability in cement pricing is mainly supported by relatively flat input costs, particularly for coal, petcoke, and clinker, which have remained relatively flat since late calendar year 2023 (CY23), reducing the pressure on producers to revise pricing. Local producers have also benefited from optimised production scheduling and reduced reliance on spot imports, allowing for better margin control without needing to adjust selling prices. We expect the price of bulk cement to remain relatively stable moving forward, backed by the consistent demand from key projects such as the reinstatement of five LRT stations, the MRT3, the Penang International Airport expansion, along with the sustained demand for industrial projects and property development. Data from the Department of Statistics Malaysia showed that for the thirteenth consecutive quarter, the construction sector remained on a positive trajectory, albeit growing at a slower pace compared to the first quarter. Out of RM43.9 bil value of work done, 37.1% or equivalent to RM16.3 bil was in civil engineering, primarily in the construction of utility projects (RM8.1 bil) and construction of roads and railways (RM6.0 bil) activities. We maintain our positive stance on the construction sector, backed by a combination of easing cost pressures, resilient private sector demand, and stronger public project execution. Steel bar prices have continued to ease on a year-to-date (‑9.91%) and year-on-year (‑19.5%) basis despite recent monthly fluctuations, while cement prices remain stable due to disciplined domestic production and raw material cost control, ensuring a favourable cost environment for contractors. These cost dynamics, paired with gradual easing of labour constraints and the ability to pass through SST and tariff-related costs, continue to support profitability in ongoing projects. Momentum is also improving on the demand side. —Aug 15, 2025 Main image: National Action Plan On Business And Human Rights

Masidi rubbishes Shafie's claim over RM1 billion bond

Published on: Thursday, August 14, 2025 Published on: Thu, Aug 14, 2025 Text Size: Masidi (left) also dismissed Shafie's (right) earlier claim that the bond's full repayment in 2019 was an extraordinary achievement of the Warisan administration, calling it 'misleading' and 'contrary to documented facts.' Kota Kinabalu: State Finance Minister Datuk Seri Masidi Manjun rubbished Parti Warisan President Datuk Seri Shafie Apdal's allegation that RM500 million from the State Government's RM1 billion bond proceeds was spent in another state, describing the claim as 'both unfounded and irresponsible.' 'Such a serious claim, made without a shred of credible evidence, misleads the public and undermines trust in the State's financial management,' said Masidi in a statement, Wednesday. Citing official records, Masidi said the RM1 billion State Government of Sabah Bonds (2014/2019) proceeds were used entirely for Sabah's purposes – RM544 million to repay the first State Government bond issued in 2009 and RM456 million to finance State development projects under the approved 2014 State Budget. He also dismissed Shafie's earlier claim that the bond's full repayment in 2019 was an extraordinary achievement of the Warisan administration, calling it 'misleading' and 'contrary to documented facts.' He said Shafie's Aug 12 statement gave the public the false impression that the RM1 billion repayment was pulled off within a single year through the Warisan government's financial acumen. 'The facts tell a different story. When the RM1 billion bond was issued in December 2014, Bank Negara Malaysia required the State Government to establish a dedicated Sinking Fund to ensure full repayment upon maturity,' he explained. Under this safeguard, RM200 million was to be set aside annually over five years so that repayment would not become a sudden financial burden, regardless of which party held office. Records show contributions to the Sinking Fund were made according to schedule: RM2 million in 2016 (tabled in 2015), RM200 million in 2017 (tabled in 2016), RM400 million in 2018 (tabled in 2017) and RM380 million in 2019 (tabled in 2018). The remaining RM18 million came from interest earned on the fund's investments. 'The claim that Warisan had to 'find' RM600 million in a matter of months ignores reality. The payment schedule had been designed since 2014 and the necessary funds were already budgeted as part of the State's multi-year financial planning,' stressed Masidi. He pointed out that during Warisan's tenure, the only bond repayment allocation tabled was RM380 million in 2019, an obligation that would have been fulfilled by any government in office at the time. Masidi emphasised that repaying the bond on schedule was a legal and contractual obligation, not an optional act of goodwill. 'The financial discipline and structure that enabled this repayment were put in place in 2014, not in 2018. Public discussion on State finances must be anchored in documented facts, not selective figures or politically convenient narratives. 'The people of Sabah deserve nothing less,' he said. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Yusof Haslam's Skop Productions donates RM380,000 to Media Prima disaster fund

KUALA LUMPUR: Skop Productions Sdn Bhd has contributed RM380,000 to the NSTP-Media Prima Bhd (NSTP-MPB) Disaster Fund to assist victims, including those affected in Putra Heights. Skop Productions founder Datuk Yusof Haslam presented the donation to Media Prima Bhd (MPB) group chief financial officer Rosli Sabarudin. Yusof said the contribution was inspired by strong support for his company's films this year. "This donation is to help victims, whether their homes were destroyed by fire or affected by any other disaster. It also includes victims in Putra Heights and elsewhere," Yusof said. "Fortunately, Skop Productions' films have received good response this year, so I must play my role as a Muslim and as a caring Malaysian. This is a sincere contribution from me and Skop Productions," he added. He said that the company planned to continue collaborating with MPB's Primeworks Studios on several upcoming projects, including Blood Brothers 2 and Sheriff, which will begin filming next year. "This collaboration is a win-win situation because we cannot be greedy and do everything ourselves. In any industry, we must have cooperation and give-and-take to achieve success. That has always been our practice," he said. On his hopes for the donation, Yusof hoped it could help ease the burden of disaster victims and he would contribute yearly if it was sustainable. Rosli expressed his appreciation for Skop Productions' generosity. "As a trustee, I am grateful to Malaysians for their continuous support. This time, Skop Production has stepped forward with an amount of RM380,000, which will go to the NSTP-Media Prima Disaster Fund to aid victims in Putra Heights and other disaster-hit areas nationwide," he said.
