
PAJCCI for policy review to boost Afghan transit trade
In a press statement here on Sunday, Sarhadi who is also Executive Member Sarhad Chamber of Commerce and Industry (SCCI) and President Frontier Custom Agents Association said that shifting of large portion of Afghan transit trade from Karachi port to port of other regional countries is a matter of serious concern for business community and policy makers as well.
Zia said the volume of bilateral trade between Pakistan and Afghanistan has reduced to less than one billion dollar which was more than two billion dollars around of couple of years earlier.
Making a comparison with regional countries, Zia said the trade volume between Afghanistan and Iran has touched the figure of around five billion dollars on annual basis. In the past, import to Afghanistan was more dependent Via Karachi port, but strict restrictions on Afghan transit cargo, especially in recent years, caused diversion of over 60 percent of transit from Karachi to regional countries, he claimed.
He gave the example of Khaf Herat railway track between Iran-Herat city Afghanistan where 100 wagons loaded with commercial cargo arrive from Iran to Rozanak station on daily basis bringing around 40,000 tonnes of goods on monthly basis.
Sarhadi also demanded segregation of politics from trade to avoid closure of Pak-Afghanistan borders on basis of disputes on political and other petty issues. He said in the recent past, Torkham border remained closed for more than one month over dispute of picket construction at zero point.
Trade cessation due to border closure not only inflicted huge losses on business community of both Pakistan and Afghanistan but also compelled Afghan businessmen to search for alternative route of trade in the region, he added.
SVP PAJCCI reiterated his request of review of Pak-Afghan trade policy to keep the commercial activities continue and flourish for the benefit of hundreds of thousands of people on both sides of the border.

Germany weighs fate of Afghans in Pakistan
The German government is reviewing whether Afghans stranded in Pakistan while awaiting resettlement in Germany will indeed be allowed to go there, its interior minister said on Thursday, as Islamabad intensifies deportations of Afghans. Pakistan has begun to deport documented Afghan refugees ahead of its September 1 deadline for them to leave, according to the United Nations, a step that could see more than 1 million Afghans expelled from the country. Among them are more than 2,000 Afghans awaiting visas to travel to Germany under an admission programme designed to evacuate people considered to be at risk under Taliban rule in Pakistan's neighbour Afghanistan. A source familiar with the matter said detentions of Afghans for deportation over the border have continued, even during Independence Day holiday on Thursday. "People with German admission approval are being brought to the Torkham border (between Pakistan and Afghanistan) as we speak," the source told Reuters. German Interior Minister Alexander Dobrindt confirmed that some Afghans in Germany's resettlement scheme "have recently drawn the attention of Pakistani authorities", and Berlin was in discussions with Islamabad over their status. "We are reviewing whether these people can actually leave for Germany. Whether this actually happens depends on the outcome of the review process," Dobrindt told journalists. Germany's admission programme for at-risk Afghans – launched in October 2022 by the centre-left government in office at the time - is now under review following February's migration-focused election won by conservatives. The new centre-right coalition intends to close the scheme, which had already been suspended pending an ongoing review. Since May 2021, Germany has admitted about 36,500 Afghans seen as vulnerable to Taliban crackdowns, but the conservative-led government says humanitarian migration now exceeds the country's integration capacity.

REUTERS/ Joshua Lott The United Nations said Thursday it follows strict rules for distributing international aid in Afghanistan, after a US government watchdog alleged funds were diverted by the Taliban authorities, including through collusion with UN officials. The UN Assistance Mission in Afghanistan said it took "extremely seriously any allegations of malpractice and corruption," in a statement acknowledging the report by the Special Inspector General for Afghanistan Reconstruction (SIGAR) published Wednesday. The UN said delivering aid in Afghanistan was "extremely complex", marked by "attempts at interference and restrictions" by Taliban officials. It emphasised, however, "robust safeguards" were in place to "ensure critical international assistance to the Afghan people reaches those who need it most". In interviews with 90 people, including UN and US government officials, SIGAR said it found that "the Taliban use every means at their disposal, including force, to ensure that aid goes where they want it to, as opposed to where donors intend".

Gender apartheid is a byproduct of hegemony

He is also the author of Development, Poverty, and Power in Pakistan, available from Routledge Apartheid is a term used to describe the systemic oppression, segregation and marginalisation of a specific group of people based on race, ethnic or religious identity. The South African apartheid of black South Africans is well known, and there is major contention surrounding whether Israel's brutal and repressive actions against Palestinians should be categorised as apartheid. There is also an increasing push by women's rights activists for the ongoing repression of women by oppressive states to be described as a form of apartheid as well. A couple of years ago, a campaign was launched by Afghan human rights activists calling for the repressive discrimination against women by the resurgent Taliban regime to be codified as a crime against humanity. Similarly, human rights activists have also begun arguing that the term gender apartheid also be applied to describe what is happening to women in Iran. Such women rights campaigners argue that the ideological and institutionalised nature of the systemic subjugation and deprivation of women in countries like Afghanistan and Iran requires international censure because national laws have been specifically crafted to constrain the lives of women and their role in society. The plight of Afghan women under Taliban 2.0 has been worsening. Since retaking Afghanistan in August 2021, the Taliban have issued dozens of edicts curtailing the rights of all Afghan women and girls. While girls are allowed to obtain primary education, they cannot go to secondary school, or to university. Women are also banned from most forms of employment, except providing healthcare to other women, and teaching girls in primary school. The Taliban have also resorted to use of flogging and stoning against women who defy these edicts. The situation in Iran is not as drastic. Iranian women have also faced major restrictions for over four decades. Following widespread protests in 2022 triggered by the death in police custody of the young girl, Mahsa Amini, who was apprehended for not wearing a hijab properly, Iran has further tightened its veiling laws. Fearing further backlash, the surveillance of women and girls has also intensified. A UN Special Rapporteur has thus called the draconian implementation of hijab laws a form of gender apartheid. Conversely, many human rights advocates also recognise that the situation for women in Iran is neither comparable to the plight of women in Afghanistan, nor can it be classified as gender apartheid. If gender apartheid was to be codified as a crime, states would theoretically be obliged to uphold the integrity of international laws, and it may also increase pressure on other countries to grant asylum to women and girls fleeing gender apartheid. However, the notion of gender apartheid itself needs to be reevaluated for it to have greater legitimacy. Currently, this notion fails to consider the deep-rooted factors which have given rise to the evidently suffocating environment for women in certain countries. Gender apartheid is not just a local cultural phenomenon. Instead, it is a system shaped by historical and current geostrategic realities. In many colonised societies, for instance, where matriarchal and more egalitarian norms were common, European colonisers introduced Victorian gender norms to undermine women's traditional roles in trade, farming and politics. Colonisers too used the lower status of women as a justification for domination by presenting themselves as civilising supposedly backward cultures, using the guise of saving 'brown women from brown men' to subjugate entire societies. Global powers have relied on similar narratives more recently as a rationale for waging war. For instance, the US emphasised the brutality of the first Taliban regime against women to justify their overthrow, and two decades of foreign military occupation, which exerted a significant human toll on all Afghans, including women. It would thus be more accurate to recognise gender apartheid as being a product of not only indigenous patriarchies but colonial legacies as well. Contemporary hegemonic actions also continue to manipulate the notion of gender empowerment to further myopic strategic interests, which often also undermine the status of women.
