Mandi cloudbursts: Puppy who saved lives lauded in Assembly; substitute for warning system, says Congress MLA
In a lighter vein, MLA Rakesh Kalia described Rocky as a substitute for sophisticated Early Warning Systems (EWS) until such systems are installed in the state's disaster-prone areas.
On June 30, Rocky alerted Lalit Bhardwaj, its owner, of an imminent flash flood that hit Syathi Tribala village under Longni Gram Panchayat. The timely warning saved more than 55 people, including children, women and senior citizens. Bhardwaj, along with others, was awakened by Rocky's loud continuous barking and went to comfort the dog. On stepping outside, they noticed an overflowing rivulet on the verge of sweeping the village, following which they raised an alarm.
Rocky, a Gaddi breed puppy, was six-months-old at the time of the incident.
During a discussion on natural disasters under Rule 67, the Congress MLA said, 'The way Rocky saved nearly 60 lives in Syathi village… is an eye-opener… I also have a pet dog… whenever a windy storm comes, my pet gets nervous… starts barking. Dogs have natural senses to identify such events in advance. We can have dogs like Rocky being an EWS till the time these gadgets are not being installed at every sensitive and prone place to the natural disaster in Himachal Pradesh.'
Speaking in the house, MLA Kalia also mentioned a St Bernard breed dog and said: 'There is a record about a dog in Switzerland which saved around 100 human lives in a heavy snow storm.'
He also drew attention to the increasing pattern of cloudbursts and shifting rainfall from higher altitudes to lower elevations.
Meanwhile, Bhardwaj said, 'It is a matter of pride that Rocky was discussed in the Assembly. We owe our lives to him and will never forget what he did. Rocky is now eight-months-old. Rocky is with us. We are currently staying in a rented accommodation nearby our village.'
Notably, the puppy was swept away by the strong water current of the rivulet, along with the temporary shelter, only to be found stuck in the bushes the next day.
On June 30, massive cloudbursts also struck several other areas in Mandi district.

Stern action against CEC, ECs when INDIA forms govt
Gaya Ji (Bihar): Asserting that "vote chori" is an attack on 'Bharat Mata', Congress leader Rahul Gandhi on Monday warned the chief election commissioner and the two election commissioners of stern action when the INDIA bloc forms government. Intensifying his attack on the Election Commission, Gandhi also said the whole country would ask the poll body for an affidavit and if given time, his party would bring out the "vote chori" in every assembly and Lok Sabha constituency. The fresh attack on the EC by the Congress leader came a day after CEC Gyanesh Kumar served a seven-day ultimatum on him to submit a signed affidavit to back his vote theft claims, else his allegations will be considered baseless. Gandhi said that just like Prime Minister Narendra Modi talks about special package, the poll body also brought in a "new special package" for Bihar, which is named SIR (Special Intensive Revision), a "new form of vote theft". "I want to tell the EC that the whole country will ask you to give an affidavit. Give us some time, we will catch your theft in every assembly and Lok Sabha seat, and put it before the people," he said. "What did they do? Like PM (Narendra) Modi ji talks of a special package, the EC has brought a new special package for Bihar named SIR, which means a new form of vote theft," Gandhi said as he wound up the second day of the yatra at Khalees Park Chowk, Gaya Ji along with his Mahagathbandhan allies. The former Congress chief also launched a direct attack on CEC Kumar and election commissioners Sukhbir Singh Sandhu and Vivek Joshi. "Whatever I say, I do it. You have seen that I don't lie from the three election commissioners... I want to tell them that it is Modiji's government right now... Tejashwi (Yadav) ji said that you (election commissioners) have taken BJP membership and are working for them.

Excavations in Dharmasthala sites yield no evidence
Mangaluru: Excavations in Dharmasthala, ordered after allegations of mass burials in the temple town, have so far yielded no evidence, with searches across 17 sites drawing a blank. The development has prompted sharp criticism in the Karnataka Assembly, where the opposition Bharatiya Janata Party (BJP) has accused the government of succumbing to pressure from leftist groups and 'urban naxals' in constituting a Special Investigation Team (SIT). Officials confirmed that despite weeks of digging at various locations in Dharmasthala, no skeletal remains have been recovered. The complaint that triggered the probe was filed anonymously three weeks ago by an individual wearing a mask, who is said to have produced a skull while registering the case. The authenticity of the skull remains unverified, further clouding the case. In the Assembly, BJP leaders charged the Congress government with acting in haste. They argued that the SIT's formation was politically motivated, under pressure from left-aligned activists seeking to 'desecrate' Hindu religious centres. 'This is not merely an investigation. It is an attempt to discredit centuries-old faith and its institutions,' said Leader of the Opposition R. Ashoka. The debate intensified when Gangavati MLA Gali Janardhan Reddy alleged that a former IAS officer, now a Member of Parliament from Tamil Nadu and associated with the CPI(M), had a role in pushing the complaint. Coastal Karnataka MLAs Dr. Bharath Shetty, Sunil Kumar, Vedavyas Kamath, and Yashpal Suvarna also spoke, insisting the SIT must expand its remit to investigate what they described as a 'deep-rooted conspiracy' to target Hindu temples and their spiritual leadership. 'The same forces were active in controversies surrounding Shani Singanapur, Tirupathi, and Sabarimala. Dharmasthala is their latest target,' one legislator said. The Congress, however, has defended the SIT's formation, maintaining that the government cannot ignore serious allegations, irrespective of the outcome of excavations. Senior ministers stressed that the SIT would continue its inquiry until all aspects of the complaint are examined. Dharmasthala, a revered temple town in Dakshina Kannada district, attracts thousands of devotees each year. The allegations of mass graves shocked residents and devotees, casting a shadow over the institution's reputation. With excavations proving fruitless, the focus has now shifted to the political battlelines being drawn over the episode. As the SIT presses on, questions remain not only about the veracity of the claims but also about the motives behind them—whether they stem from genuine concern or political agendas seeking to inflame religious sensitivities.

Ex-SC judge B Sudershan is Oppn's VP candidate
New Delhi: Former Supreme Court judge B Sudershan Reddy is the joint candidate of the Opposition parties for the Vice-Presidential polls, Congress President Mallikarjun Kharge announced on Tuesday, as he called the upcoming election for the country's second-highest office an "ideological battle". Reddy is a former judge of the Supreme Court and the first Lokayukta of Goa. He is also on the Board of Trustees of the International Arbitration and Mediation Centre in Hyderabad. "All Opposition parties have decided to have a common candidate; the decision has been taken unanimously. I am happy that all opposition parties have agreed on one name. It is a big achievement for democracy," Kharge said. "Whenever democracy and the Constitution are under attack, Opposition parties unite to fight against it. So we have decided to field a good candidate in this election," he said. "He has had a long and eminent legal career, including as Judge of the Andhra Pradesh High Court, Chief Justice of Gauhati High Court and Judge of the Supreme Court. He has been a consistent and courageous champion of social, economic and political justice," he said. "He is a pro-poor man, and in many of his judgments... he favoured the poor people and also protected the Constitution and fundamental rights," the Congress chief flanked by various opposition leaders including NCP-SP leader Sharad Pawa, CPI-M's M A Baby, TMC's Derek O'Brien, DMK's Tiruchi Siva and SP's Dharmendra Yadav said. O'Brien later said the Aam Aadmi Party (AAP), which had recently left the INDIA bloc, is also supporting Reddy for the Vice-Presidential polls.
