We thank Centre, but seek full Rs 9000 crores restoration support: Himachal Minister on Centre's disaster aid
Shimla (Himachal Pradesh) [India], June 18 (ANI): Himachal Pradesh Industry Minister Harshwardhan Chauhan has expressed gratitude to the Central government for releasing Rs 2006.40 crore towards disaster restoration efforts following the unprecedented natural calamity that devastated the state in 2023.
However, Chauhan has reiterated the demand for the full financial support of over Rs 9000 crore, which had earlier been submitted to the Centre for rebuilding critical infrastructure and livelihoods.
Speaking to ANI, Minister Harshwardhan Chauhan said, 'We asked the central government to sanction Rs 9,000 crore, which is still pending. However, we thank the Central Government and Home Minister Amit Shah for sanctioning Rs 2,006 Crore... We have not received the amount we had demanded or what is due, and we hope the funds are rightfully ours. After requests we received post-disaster, the Himachal government prioritised and repaired roads and the water supply scheme. Even today, many roads have been restored, albeit temporarily... We must receive some compensation, and we believe the infrastructure shortcomings will be addressed...'
Earlier today, a high-level committee chaired by Union Home Minister Amit Shah approved Rs 2,006.40 crore in central assistance to Himachal Pradesh under its Recovery and Reconstruction plan following floods, landslides, and cloudburst incidents in 2023.
The Home Minister's Office (HMO) highlighted the decision in a post on X on Wednesday, stressing that the Narendra Modi-led central government 'stands shoulder to shoulder with states' in times of natural disasters.
In the financial year 2024-25, the Centre has allocated Rs 25,425.16 crore to states under the National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF), the Ministry of Home Affairs (MHA) said.
In 2023, Himachal Pradesh was hit by one of the worst natural disasters in its 75-year history, resulting in extensive damage to public infrastructure, housing, and livelihoods. The calamity claimed the lives of over 550 people and inflicted estimated losses of approximately Rs 10,000 crore. Entire stretches of road networks, bridges, drinking water schemes, and public buildings were swept away or rendered unusable.
In the aftermath, the Himachal Pradesh government passed a resolution in the Legislative Assembly, unanimously seeking substantial financial assistance from the Union Government. A detailed proposal estimating a requirement of Rs 9000 crore was submitted to the Centre toward the end of 2023. A central assessment team had also visited the affected areas to evaluate the scale of destruction firsthand.
The 2023 floods in Himachal Pradesh were triggered by intense monsoon rains that led to landslides, flash floods, and large-scale displacement of communities across districts including Kullu, Mandi, Shimla, and Solan. The state government has since been struggling to mobilize resources for rehabilitation and long-term infrastructure rebuilding. (ANI)

Representative image NEW DELHI: All Central government employees covered under the Unified Pension Scheme (UPS) will receive retirement and death gratuity benefits similar to the Old Pension Scheme (OPS), Union minister of state for personnel Jitendra Singh said on Wednesday. The inclusion of death-cum-retirement gratuity in UPS, a long-pending demand of a large section of Central government staffers, is expected to encourage many covered under National Pension System (NPS) to opt for it. Singh, who was addressing a press conference in Delhi on the 'transformational' journey of ministry of personnel, public grievances and pensions over the last 11 years, said the assured payout under UPS 'reflects the government's commitment to ensure social security for all categories of employees under the NPS'. The department of financial services had notified UPS on January 24, 2025, with the aim of providing Central government employees covered under NPS, a guaranteed pension similar to OPS but with a contribution model like NPS. Employees covered under NPS can switch to UPS, ensuring broader pension coverage. In the event of the pensioner's death, their family will receive 60 per cent of the last pension drawn. Employees contribute 10% of their basic salary and DA, while the government contributes 18.5 per cent, a higher share than 14 per cent under NPS. An order issued by the department of pensions and pensioners' welfare (DoPPW) on Wednesday clarified that central government employees covered under the UPS shall also be eligible for the benefit of retirement gratuity and death gratuity under the provisions of the Central Civil Service (Payment of Gratuity under National Pension System) Rules, 2021. A second order specified options to avail benefits under OPS on death of a government servant covered under UPS, during service or his discharge from service on account of invalidation or disability. 'The order gives an option to revert to OPS in case of death in service. It is progressive in nature and addresses the clarifications being sought by employees,' DoPPW Secretary V Srinivas said, adding that 'UPS pensioners will be eligible for Rs 25 lakh gratuity also'. President of the All India NPS Employees Federation, Manjeet Singh Patel, welcomed the order, saying that the inclusion of death-cum-retirement gratuity in UPS will remove all the misconceptions of the employees and encourage them to opt for UPS, said PTI. In the case of the death of a government servant while in service, the last option exercised by the deceased employee before his death shall be treated as final, and the family shall have no right to revise the option.

Stung by govt's PPP, BRS MP walks out of all-party meeting
Hyderabad: BRS Parliamentary Party Deputy Leader Vaddiraju Ravichandra on Wednesday announced his boycott of the state government's power point presentation, alleging it was organised with 'political malice.' The BRS leader had initially attended the presentation delivered by Irrigation Minister N Uttam Kumar Reddy at the Secretariat. However, Vaddiraju Ravichandra walked out of the meeting in protest against what he termed the Congress government's 'political malfeasance' in organising a Public Private Partnership (PPP) on the Godavari-Banakacherla linkage project. MP Ravichandra unequivocally stated that undertaking this project is illegal and unjust, and that his party strongly opposes it. He urged the state government to strongly voice its case before the Centre on behalf of the people of Telangana, opposing this project proposal and calling for its immediate cancellation. Mr Ravichandra, who exited the meeting expressing strong objection to Chief Minister Revanth Reddy's accusations against KCR without considering BRS's suggestions and recommendations, said that as per the Andhra Pradesh Reorganisation Act, if a state undertakes a new project, it must discuss the project details in the Apex Council and obtain approval. Ravichandra expressed regret that the Centre has taken steps to grant project approvals without convening an Apex Council meeting to discuss these actions taken by the Andhra Pradesh government in violation of the Reorganisation Act. 'We request the Chief Minister to write a letter to the Central Water Resources Department to immediately convene an Apex Council meeting. These issues that are hurting the interests of Telangana should be taken to Delhi soon,' said Ravichandra. FIR against makers of Akshay Kumar's Kesari Chapter 2 for 'distorting' Bengal's freedom movement, TMC calls it 'insult'
West Bengal's ruling Trinamool Congress on Wednesday attacked the makers of Bollywood film Kesari Chapter 2, accusing them of distorting the history of the state's contribution to India's freedom struggle and insulting Bengali revolutionaries. An FIR has been filed against seven producers of Kesari Chapter 2 under multiple sections of the Bharatiya Nyaya Sanhita (BNS) at the Bidhannagar South police station. The controversy erupted over a scene in the movie that allegedly misrepresents key freedom fighters from Bengal — notably the iconic Bengali revolutionaries Khudiram Bose and Barindra Kumar Ghosh. According to the TMC, the film refers to Khudiram Bose as 'Khudiram Singh' and presents Barindra Kumar Ghosh as 'Birendra Kumar' from Amritsar. Calling it a 'deliberate distortion of history' and a 'deep insult to Bengal,' senior TMC leaders Kunal Ghosh and Arup Chakraborty addressed a press conference at the party headquarters, condemning the portrayal. Ghosh said, 'The names of Bengali revolutionaries who sacrificed their lives for India's freedom were being distorted. This is not just a mistake — this is a conspiracy to erase Bengal's role in the freedom movement. How did such a film get a censor certificate?' West Bengal Chief Minister Mamata Banerjee, without naming the movie, also slammed the filmmakers charging them with trying to undermine the contributions of freedom fighters from Bengal, in collusion with the BJP. "There are attempts to undermine the role played by the Bengali revolutionaries during the independence struggle. We condemn this. The BJP has been targeting Bengal and our cultural heritage," she said. The TMC alleged that the Centre's BJP-led government has repeatedly attempted to undermine Bengal's history and cultural identity. 'This is not the first time. The central government has often played games with Bengal's legacy and dignity. But this time, the limit has been crossed,' claimed Ghosh. The film, directed by Karan Singh Tyagi and based on the book The Case That Shook the Empire by Raghu Palat and Pushpa Palat, allegedly altered the identities of multiple historical figures. Actor Akshay Kumar, R. Madhavan, and Ananya Panday are among the film's cast. Apart from Khudiram Bose and Barindra Kumar Ghosh, the film is also said to misrepresent Hemchandra Kanungo, the revolutionary who trained the young men in bomb-making. The filmmakers allegedly replaced his character with a fictional figure named Kripal Singh, Ghosh claimed. TMC leaders have demanded immediate action from the Centre and questioned the role of the censor board. 'Why didn't the censor board flag these historical distortions? Who allowed such a film to pass certification?' they asked. The BJP, however, claimed that the TMC is trying to make an issue out of a non-issue. "At times in feature films, we have seen the names of characters have been changed. So, how is the BJP related to all of this? We are all aware how much honour the TMC has shown to our freedom fighters," BJP MP Samik Bhattacharya said. Noted Bengali actor Ritwick Chakraborty also criticised the filmmakers for not giving due attention to facts and details. "I don't know whether I should call it a bad research team or a poor screenplay. It is quite obvious that attempts were made to undermine the role of Bengali revolutionaries," Chakraborty said. A section of Bengali viewers has also taken to social media to express anger and demand accountability.
