
Demand for MSME stock exchange in UP
Lucknow: Based on its on-ground experience of interaction with UP's diaspora in Maharashtra, Uttar Pradesh Development Forum — a not-for-profit social organisation working to integrate UP diaspora for development of the state — has urged the Uttar Pradesh govt to establish a dedicated MSME National Stock Exchange in Uttar Pradesh.
In a letter to UP MSME minister Rakesh Sachan, UPDF president Pankaj Jaiswal wrote: "While existing stock exchanges such as BSE and NSE offer an SME platform for IPOs, these often operate under the overwhelming shadow of large-cap markets much like a sapling growing under a Banyan tree. We believe that if UP being the national leader in MSMEs takes the bold step of establishing a dedicated MSME Stock Exchange, it would serve as a catalytic financial institution for MSMEs across India."
He added UP's exchange could focus exclusively on the unique capital needs of small and medium enterprises. He listed out several advantages of the exchange, such as simplified and fast-track listing procedure; tailored compliance mechanisms; sector-specific investor networks. "The initiative would not only solve capital accessibility issues but also position Uttar Pradesh as the capital state for MSMEs, just as Mumbai is for capital markets," he said.

Sachan, during his interaction with UPDF in Maharashtra on Saturday, gave a presentation on the policy support being provided to MSMEs in Uttar Pradesh and elaborated on the govt's flagship "PLEDGE Scheme". This scheme promotes the development of private industrial parks under a "build, own, and operate" model, allowing land development from 10 to 50 acres with significant incentives, including 100% exemption on stamp duty, loan assistance at just 1% interest rate, grant support of up to Rs 4 crore, 10 years exemption on electricity duty, as well as GST and income tax exemptions.
Facilities such as testing labs, effluent treatment plants, and road connectivity are also supported. He also invited entrepreneurs to invest in UP and share knowledge with local industries.
On this occasion, Ashok Tiwari proposed organising a National MSME Conclave in Uttar Pradesh.

Raptadu: Raptadu MLA Paritala Sunitha urged residents to adopt PM Surya Ghar Yojana to reduce electricity bills by installing rooftop solar panels. At a review meeting with electricity department officials in Anantapur on Saturday, she focussed on effective scheme implementation. Sri Sathya Sai district electricity SE Sampath Kumar and other officials attended. Sunitha emphasised raising awareness among households about the scheme and directed officials to identify homes suitable for solar installations. She also advocated installing solar panels on government buildings, schools, and colleges to maximize long-term benefits. The MLA highlighted that a 1 kW rooftop system, requiring just 10 square meters of space, could lower monthly electricity bills from over Rs 1,000 to around Rs 338 for households using 120 units. Under PM Surya Ghar Yojana, the Central government provides 60% subsidy for 2 kW systems and 40% for additional costs on 2–3 kW systems, offering up to Rs 78,000 in financial assistance for systems up to 3 kW. Sunitha noted that families could generate their own electricity and earn income by selling surplus power. She announced that mandal-level awareness programs will soon be launched across the constituency to boost participation. The MLA stressed that the scheme offers a significant opportunity to ease the burden of rising electricity costs while promoting sustainable energy practices.

HYDERABAD: The crop loss in 2,186 acres across 18 villages in Mulugu district exposed the vulnerability of farmers working without safeguards in securing mutual agreements with seed companies. "Farmers lack awareness about the varieties of seeds, pesticides, and fertilisers they receive from these organisers and simply use whatever is provided for cultivation. These transactions occur without formal agreements," said K Narasimha Murthy, a villager of Chiruthapally. According to him, the seed companies failed to implement the mandatory buy-back arrangement, which requires a guaranteed payment of Rs 70,000 per acre regardless of yield. "Given the circumstances, we decided to establish a formal agreement directly with seed companies to ensure farmers receive the rightful amount after yield," he added. The cost of Rs 60,000 per acre for seeds, fertilisers, and farming operations is beyond their means, making independent farming impossible for these tribal agriculturists. "We've engaged in contract farming over the past eight years, and this marks the first instance of encountering losses. The situation compelled us to organise widespread protests and agitations bringing together hundreds of farmers from Feb 11 to June 15, with seed companies ultimately agreeing to compensate us. Although over 900 farmers were impacted by these problematic seeds, many remained silent, fearing potential repercussions from these companies," said P Rambabu, a farmer in Yogitta Nagar. Farmers expressed their displeasure as seed firms assured them of getting 4 tonnes to 4.5 tonnes of maize per acre. However, they were left bewildered when the actual harvest yielded less than 1 tonne per acre. "The harvest this season has been extremely poor. Previously, the seeds provided by organisers consistently yielded at least 3 tonnes of maize per acre. Last year my three-acre crop produced 10 tonnes of maize, but this year the same area barely yielded one tonne. ," said P Krishna Murthy, a farmer.

Mumbai court allows restoration of attached property worth Rs 952 Crore of Vadraj Cementt
New Delhi [India], June 29 (ANI): In a significant development in the IL&FS case, assets worth Rs 952 crore, which were attached by the Enforcement Directorate (ED), have been restored to the rightful claimant by the Special Court (PMLA), Mumbai, vide order dated June 25, 2025, following a no-objection certificate (NOC) issued by the agency. The ED, in a statement on Saturday, said this move is in continuation of its efforts to return properties to their rightful owners and enable financial institutions to monetise attached or seized assets. The ED, Mumbai Zonal Office, had initiated an investigation under the Prevention of Money Laundering Act (PMLA), 2002, against Infrastructure Leasing & Financial Services Ltd. (IL&FS), its group companies, and other associated entities for their role in the generation and laundering of proceeds of crime (POC). During the course of the investigation, it was revealed that Vadraj Cement Limited (formerly ABG Cement Ltd.), a group company of ABG, had availed financial assistance from IL&FS Financial Services Ltd. (IFIN), which was later classified as non-performing. The investigation established that loans amounting to Rs 952 crore were fraudulently obtained and constituted proceeds of crime. Accordingly, ED provisionally attached the immovable properties of Vadraj Cement Ltd., including its Surat Cement Plant, on January 21, 2020. The attachment was confirmed by the Adjudicating Authority on August 5, 2021. A prosecution complaint for the offence of Money Laundering was also filed in the matter before the Special Court (PMLA), Mumbai, praying for the confiscation of properties attached as POC. The Punjab National Bank was the major lender to Vadraj Cement Ltd. with an admitted claim of Rs 2,122 Crore. The defunct cement company's other major lenders include Union Bank (Rs 1,620 Crore), Indian Overseas Bank (Rs 1,419 Crore), Central Bank of India (Rs 1,391 Crore) and JC Flower ARC (Rs 677 Crore). Subsequently, M/s Nuvoco Vistas Corporation Ltd., a subsidiary of the Nirma Group and the Successful Resolution Applicant under the Insolvency and Bankruptcy Code, 2016 (IBC), filed an application before the Special Court (PMLA), Mumbai seeking restoration of the attached property to facilitate implementation of the resolution plan approved by the Hon'ble National Company Law Tribunal (NCLT), Mumbai on April 1, 2025. As part of the resolution plan, Nuvoco Vistas Corporation Ltd. is set to pay Rs 1,706 crore to financial creditors for acquiring Vadraj Cement Ltd. In light of the PMLA's objective to restore POC to bona fide and legitimate claimants, the ED submitted its no-objection before the Additional Sessions Judge for the release of the attached property. Following ED's submission, the court passed an order on June 25, 2025, directing restitution of the immovable properties to the bona fide claimant. The Special Court (PMLA), Mumbai, vide its order in PMLA Special Case No. 6/2019, has allowed the said application and directed the restoration of the attached property to Nuvoco Vistas Corporation Ltd. under Sections 8(8) and 8(7) of the PMLA read with Rule 3A of the PML (Restoration of Property) Rules, 2016. The Court has further directed the Applicant to submit an undertaking to return or restore the property or its value as may be directed in future. The Court has also instructed the ED to prepare a detailed inventory of the property prior to handing over possession. The restoration order pertains solely to the attachment of Rs. 952 Crore arising out of the investigation made by the Mumbai Zonal Office. (ANI)
