‘Govt brought 4,600 reforms to boost ease of doing biz'

Lucknow: It took over 4,675 reforms, including the digitisation of some 524 services, to make Uttar Pradesh a national model in Ease of Doing Business (EoDB).
"At the core of this transformation is Invest UP, the state's nodal investment agency, which has implemented investor-centric initiatives that have positioned Uttar Pradesh among the top states in India for recent business reforms," an official spokesperson said.
"The reforms implemented under the Business Reform Action Plan have ensured a favourable environment for MSMEs, startups, and FDI, while digital and responsive governance has also increased investor confidence," he said.
Adding that the state's commitment and efficient approach helped UP become one of the leading investment destinations in India, he said: "The state govt has connected 45 departments to this initiative.
As a result, key services related to industries, environment, electricity, pollution control, housing, and irrigation have now become integrated and trackable."
"Over 200 business-related services have been included under the Public Service Guarantee Act, with clear timelines set for issuing approvals, NOCs, and licences," the spokesperson said.
Officials said that the Chief Minister's office was monitoring all services in real-time through an integrated dashboard which had reduced delays and corruption while increasing accountability across departments.

1 2 Lucknow: UP will account for around 25% of the total small and marginal farmers nationally who will receive the 20th instalment of PM Kisan Samman Nidhi (PMKSN), scheduled to be released by PM Narendra Modi from Varanasi on August 2. The scheme envisages the distribution of Rs 6,000 to identified farmers in three instalments. In all, the centre is scheduled to release a sum of Rs 20,500 crore to be distributed to around 9.7 crore farmers nationally. Of this, 2.3 crore farmers from UP are proposed to benefit from the ambitious scheme, which was rolled out by Modi on Dec 1, 2018. UP agriculture minister Surya Pratap Shahi said that the upcoming instalment was important for the farmers to meet the requirements of farming and irrigation in the ongoing Kharif season. Data show that around 2.38 crore farmers in UP benefited from the scheme in 2024-25. Shahi said that the state govt has been screening the list of beneficiaries on a regular basis for the efficient distribution of the funds amongst the farmers. As a matter of fact, the state govt has decided to make elaborate arrangements to engage farmers virtually at the district, block, and panchayat levels. Special arrangements are proposed to be made in the case of KVKs, where central and state ministers are expected to reach. The state govt has also sought elaborate arrangements to publicise the govt schemes and how the funds were being directly credited into the accounts of farmers.

ITANAGAR : Arunachal Pradesh Urban Affairs Minister Balo Raja on Wednesday launched the online building permission system (OBPS), a fully digital platform designed to streamline the issuance of building construction permits across the state. Speaking at the launch event, the minister said the new system will improve efficiency, transparency, and accessibility, and marks a shift to online-only permit issuance for all construction, be it public, private, government, or business. "OBPS aligns with the state government's ongoing efforts to enhance public service delivery under the Ease of Doing Business framework," Raja said. He emphasised the importance of wide publicity to ensure that the public is aware of the system's benefits as well as the consequences of non-compliance. To support this transition, the Directorate of Town Planning will migrate its website from a static to a dynamic platform. The upgraded website will be interactive, more user-friendly, and capable of handling large volumes of data and transactions, including online payments. Chief Secretary Manish Kumar Gupta hailed the launch as a historic milestone for the state. "OBPS will deregulate and simplify the building permit process, significantly reducing approval times," he said. Gupta also noted the flexibility of the portal, which allows easy upgrades and customisations to meet departmental and user needs. He added that, in time, OBPS will be handed over to urban local bodies (ULBs) for implementation, or to deputy commissioner-led local planning authorities in districts where ULBs have not yet been formed. Urban Affairs Secretary Nyali Ete outlined the operational aspects of OBPS. He explained that all applications for building permits must now be submitted online, and architects and other professionals are required to register on the portal. The system will be managed by the local planning authority in each district, chaired by the deputy commissioner and supported by the town planner as member secretary. OBPS is a joint initiative of the Town and Country Planning Organisation (TCPO) under the Union Housing and Urban Affairs Ministry, and the state Directorate of Town Planning and the state Urban Affairs Department. Technical support is provided by NIC Shillong, while the eDCR software has been developed by E-Government Foundation, Bengaluru. The customisation of the Arunachal Pradesh Building Bye Laws (APBBL) 2019 and system flowchart were also handled by NIC Shillong. The entire cost of developing the eDCR software was borne by the central ministry under the AMRUT mission as part of the prescribed urban reforms for EoDB.

Lucknow: Unless he gets an extension, Thursday will be the last day in office for chief secretary Manoj Kumar Singh. The chief minister's office has already written to the Centre, requesting for a one-year extension for Singh, citing upcoming programmes and projects. Sources say that any decision is likely to come on Thursday itself. The Centre's decision on whether to continue with the CM's choice or bring in a new person will be crucial in light of the assembly elections scheduled for the first quarter of 2027 as Singh is leading several key projects close to the CM, including the Zero Poverty programme, industrial development, an upcoming Ground Breaking ceremony and another Investors Summit around the beginning of next year. If Singh does not get an extension, there are three or four names doing the rounds of those who could succeed him. These include 1989 batch officer SP Goyal, who is currently additional chief secretary to CM, civil aviation and additional resident commissioner, UP, and Devesh Chaturvedi from the same batch, who is currently on deputation as secretary, department of agriculture and Farmer Welfare, GOI. Goyal is due for retirement in two years while Chaturvedi is up for retirement next year. Another officer who appears to be in the race is 1990 batch officer Deepak Kumar, who is ACS finance, commissioner finance and chairperson of State Vigilance Commission Administrative Tribunal-I. Singh had succeeded Durga Shankar Mishra, who was repatriated to UP two days before he was due to retire on Dec 31, 2021, and took charge as CS on Dec 30. Widely acknowledged as the Centre's choice, Mishra's 2.5 year tenure was record setting in terms of its duration and extensions. Mishra's appointment was unusual in other ways as well, as he came in when the then chief secretary RK Tiwari still had two months to retire. Orders for Mishra's repatriation to UP, secretary in the ministry of urban development, Government of India, were issued on Dec 29 which stated that he was being repatriated for his "proposed appointment" as CS. This change also came days before the February 2022 elections.
