
GMLR twin tunnel: Centre grants final nod for diversion of SGNP forest land to BMC
The clearance has now paved the way for the construction of the twin tunnels, which is being developed within the ambit of the ambitious Goregaon Mulund Link Road (GMLR) project.
Pegged at a cost of nearly Rs 6500, the GMRL is an ambitious project which aims to alleviate congestion by linking Goregaon in the western suburbs to Mulund in the eastern suburbs. A crucial part of the GMLR project are the 6.65-km long twin tunnels which will start from the Film City in the western suburbs and open near Mulund's Amar Junction, which currently houses a huge slum pocket.
The GMLR tunnels will surpass beneath the SGNP, covering a complex topography of hillocks, forest and farmlands.
With the project slated to be constructed through the protected forest lands of SGNP, the state government had sought the Union ministry's approval.
Earlier on January 2, 2024, the MOEFCC granted the in-principle clearances for the proposal after examination.
On Tuesday, the Union ministry granted the final approval for the diversion of 19.43 hectares of reserves forest area to the BMC under the section 2 of the Forest Conservation Act of 1980.
Stage I (in-principle) approval from the central government is the first step towards diverting forest land for non-forest purposes, followed by Stage II clearances.
Officials maintained that even as the land parcel has been transferred to the civic body, it continues to hold the legal status of forest land. With the tunnel raking under the SGNP — at a depth of 20 to 160 metres — no trees are expected to be impacted during the course of the project construction.
Meanwhile, the civic body has prepared an alternative afforestation plan as per the Forest Act. For the total forest land acquired, over 19.5 hectares of non-forest area in Chandrapur district will undergo plantation and maintenance.
Being tucked in an ecologically sensitive zone, the GMLR project has also undergone a slew of studies ranging including Environmental Impact Assessment (EIA), environmental, biological studies by Bombay Natural History Society (BNHS) etc. as well as engineering, geotechnical studies. Since the tunnel is aligned between the Tulsi and Vehar lakes, the project has also undergone hydrological studies.
Upon completion, the GMLR project is projected to be estimated to reduce the travel time between the eastern and western suburbs from 75 minutes to 25 minutes. The project is estimated to be completed by October 2028.

Last August, MCG prepared a Rs 3.5-crore estimate to strengthen the area's sewer network through cured-in-place-pipe (CIPP) lining, but the project remains unimplemented. Sources within MCG indicated the corporation is considering transferring the master sewerage network above 600mm diameter pipelines to GMDA. GMDA maintains Basai Road, but the corporation has the responsibility to ensure the sewer line under the stretch operates without disruptions. In June this year, a portion of Sohna Road caved in, the fifth such incident over the last two years due to a damaged sewer line. Subsequently, NHAI decided to repair GMDA's sewer line on its own. Last month, a major portion near the Sector 12 intersection caved in after an underground sewer manhole wall collapsed, creating a gaping cavity that disrupted traffic flow in the area. The same month, a portion of road near Sector 75A caved in, swallowing a truck.

Single-window system of Belagavi police to aid festival preparations
Belagavi: The police department opened a single window system at each police station in Belagavi city to help the Sarvajanik Ganeshotsav Mandals obtain various permissions under one roof. Belagavi City Corporation (BCC) has undertaken pothole filling and road repair works. The police department held multiple meetings with the office bearers of various Mandals to address their grievances. Ganesh Mandals have planned to celebrate Ganeshotsav at more than 3,500 places across the district, including over 400 locations in Belagavi city. It is mandatory for Ganesh Mandals to obtain permission from the district administration to install public Ganesh idols. Therefore, a single window centre was started in the city police commissioner's office premises in collaboration with the BCC, Hescom, public works department, fire department, and police department. 1,855 trees cut without permission in Mohali: DFO to NGT
Mohali: The district forest officer (DFO) has informed the National Green Tribunal (NGT) that 1,855 trees were cut in Mohali area without mandatory permission. He informed that this happened outside the jurisdiction of the forest department and the land in question was not classified as forest land. In a written reply submitted to the NGT, DFO Kanwar Deep Singh clarified that the land where the felling occurred falls under a non-forest category, and thus, the forest department had no authority to regulate or prevent cutting of trees on it. "The forest department does not have jurisdiction over the said land since it is not a forest area," stated the DFO. The issue came to light in the wake of a petition filed by the Environment Protection Society, through its president, Harbhajan Singh Minhas and Save My Trees Foundation coordinator, Daljit Singh. The complaint raised serious environmental concerns over large-scale felling of trees in the district. According to the DFO's report, although the department was asked to assess the trees on non-forest land, permission for felling of trees was not granted. "It was clearly mentioned in our correspondence that the assessment does not constitute special permission or a No Objection Certificate (NoC). He proposed that this amount may be imposed as environmental compensation under the Environmental Protection Act, 1986. However, he noted that enforcement of environmental compensation lies within the purview of the Punjab State Pollution Control Board or the department of environment, not the forest department. "As provisions related to environmental compensation fall under the Environment Protection Act, the agency concerned may be directed to take necessary steps," the DFO stated. In a strong recommendation for environmental restoration, the forest department has suggested planting 10 times the number of saplings in place of the cut trees. "To ensure environmental protection and prevent pollution, we advise that 18,550 tree saplings be planted. These can be procured from forest department nurseries," said the DFO. The matter now rests with the NGT and environmental authorities, with further directions awaited on compensatory measures and accountability of agencies involved in the unauthorised tree felling.
