: Amidst the widening rift between Governor Rajendra Arlekar and state govt, higher education minister R Bindu and law minister P Rajeeve are scheduled to call on the governor at Raj Bhavan on Sunday.
Since governor reappointed Ciza Thomas and K Sivaprasad as interim vice-chancellors (VCs) of Digital University Kerala (DUK) and APJ Abdul Kalam Technological University (KTU) respectively, overlooking the panels submitted by govt, the meeting with ministers isn't expected to bring about a significant change in the strained relations. 's request to discuss the way forward in view of the Supreme Court directive to initiate proceedings for appointing regular VCs at the earliest.
Vijayan had conveyed his disapproval of the new interim VCs and wanted candidates from govt's list to be appointed. "The ministers may only repeat what CM conveyed to governor through a letter. Govt is unlikely to soften its stand unless the first move towards reconciliation comes from Raj Bhavan," said govt sources.
However, Raj Bhavan sources said state govt was taking the media for a ride by falsely accusing governor for reappointing interim VCs in the two universities.
"Unlike what govt claims, the persons whom govt recommended as interim VCs were not eligible to the posts, as per conditions laid out in the respective acts and rules of the two universities," sources added.
According to KTU and DUK acts, either a VC of a nearby university or the pro-VC of the same university can be appointed as interim VC. Though the acts say that the secretary of higher education can also be considered as interim VC, the Supreme Court has already ruled against such a proposition.
"The chancellor can appoint persons recommended by govt only if govt recommends persons who fulfil the conditions stipulated in the university acts.
Since none of the persons in the govt panel were eligible, the chancellor had no option but to reappoint the former VCs in charge. The SC also mentioned in the order that the chancellor is free to reappoint the former interim VCs for a six-month period," Raj Bhavan sources said.
Meanwhile, state higher education principal secretary Sharmila Mary Joseph, who obtained an appointment to meet the governor at Raj Bhavan on Saturday, didn't turn up for the meeting.

New Delhi, Aug 5 (PTI) The Supreme Court on Tuesday upheld the January 29 notification of the Ministry of Environment, Forests and Climate Change, but struck down the contentious clause exempting certain large building and construction projects from prior environmental clearance. The Supreme Court order said it would not be possible for the union ministry to consider projects across the country and therefore the issue could be considered on a state-to-state basis(Vipin Kumar/Hindustan Times) A bench comprising Chief Justice B R Gavai and Justice K Vinod Chandran held projects with a built-up area above 20,000 square meter, whether industrial, educational, or otherwise, cannot be exempted from the environment impact assessment (EIA) 2006 regime. The court clarified that the notification would also apply to Kerala. Dictating the order, the CJI said, 'It has been consistently held that natural resources are to be held in trust for the next generation. At the same time, courts have always taken note of development activities and the country cannot progress without it.' Observing the apex court had always focused on sustainable development, the CJI said, 'The court while ensuring that development is permitted has also required precaution to be taken so that least damage is caused to the environment and has even ordered costs to be paid for such development activities.' 'If any construction activity in any area more than 20,000 sq km is carried out it will have environmental impact even if it's for industrial or educational purposes and discrimination cannot be made with similar such institutes,' it said. It also said that no exemption can be granted to the education sector in this regard. The bench upheld the notification except clause 8 of the January 29 notification which grants exemptions to industrial sheds, schools, colleges, and hostels with built-up areas up to 150,000 square meter. The bench said it was impractical for the MoEFCC to appraise every project nationwide, noting the Central Expert Appraisal Committee (CEA) could handle state-wise evaluations. On February 25, the top court stayed the notification on a PIL filed by Mumbai-based NGO Vanashakti, which argued that the exemption diluted the EIA's safeguards and threatened eco-sensitive zones. Senior advocate Gopal Sankaranarayanan, appearing for the NGO, said similar attempts in 2014, 2016, and 2018 had been struck down or stayed by courts, including the Kerala High Court, the National Green Tribunal, and the Delhi High Court. The petition claimed that bypassing EC for projects of such magnitude, exceeding 1.6 million square feet, would cause irreversible damage to land, water, and air quality, violating the precautionary principle entrenched in Indian environmental law. A follow-up office memorandum on January 30 expanded the scope of exemptions to include private universities, warehouses, and industrial sheds housing machinery or raw material.

The Haryana government has decided to put forth its stance in front of the Supreme Court on August 13 on the contentious SYL standoff with Punjab. Chief Minister Nayab Singh Saini said this after coming out of a meeting on the SYL issue with Punjab Chief Minister Bhagwant Singh Mann. Union Jal Shakti Minister C R Patil chaired the meeting. Later speaking to media persons in New Delhi, Saini said that 'a significant step forward was taken during the meeting on the ongoing dialogue over water sharing between Haryana and Punjab. The talks were held in a cordial and cooperative atmosphere'. 'The issue has been under discussion for a long time, and earlier deliberations held on July 9 had already indicated a positive shift. This time, we have moved a step further. The discussions were held in an even more constructive environment. Haryana will present its case in a positive and solution-oriented manner before the Supreme Court on August 13. We are confident that a fair and favourable resolution will be achieved,' Saini added. In response to a question, the CM said that the Indus Waters Treaty is a separate subject, and in that context, Rajasthan will also be entitled to its share of water. From Haryana's side, Rajesh Khullar (Chief Principal Secretary to the Chief Minister), Anurag Rastogi (Additional Chief Secretary, Irrigation and Water Resources Department), and other senior officers accompanied Saini to the meeting.

The five-member committee, led by retired Supreme Court Judge Justice Ranjana Prakash Desai, met Chief Minister Bhupendra Patel to update him on its progress in assessing the need for a Uniform Civil Code (UCC) and drafting a law for its implementation. The committee, formed by the Gujarat government, briefed the CM on its work advancements on Tuesday. Sources told The Indian Express that the committee's term ends on August 31 and it is likely to submit a report by that time without seeking further extension. 'The committee is likely to submit its report by August end when its term is ending. The panel is unlikely to seek further extension,' sources added. After the report is submitted, sources said, the Gujarat government is expected to form a sub-committee to take formal action on its assessment. Recently, the Gujarat High Court had rejected a petition seeking directions to reconstitute the panel to include minority members, upholding the state government's right to constitute it. Apart from Desai, the four other members of the committee include retired IAS officer C L Meena, advocate R C Kodekar, former vice chancellor Daxesh Thakar and social worker Geetaben Shroff. During Tuesday's meeting, Law Minister Rushikesh Patel and Minister of State for Home, Harsh Sanghavi, were also present along with senior officials of the state government such as additional chief secretary to the Chief Minister, M K Das, Secretary to the Chief Minister, Vikrant Pande, and in-charge law secretary Upendra Bhatt among others. The committee was formed by CM Patel in February this year.
