Third time lucky? Godongwana announces new date for 2025 budget

TimesLIVE30-04-2025

Finance minister Enoch Godongwana says he will table the third attempt for the 2025 budget on May 21 after months of discord over his VAT hike proposal.
Speaking to reporters in Pretoria on Wednesday afternoon, the minister said he sent a formal request to National Assembly speaker Thoko Didiza to allow the budget to be tabled in mid-May.
"The ministry remains committed to transparent communication throughout the process and will provide further updates as they become available. We owe it to the hardworking citizens of SA to be open and transparent about how tax money is spent. The budget that will be tabled on May 21 will aim to maintain the principles," he said.
Godongwana has made two attempts to table the 2025 budget. In February he planned to propose two VAT hikes for 2025 and 2026, but resistance to the proposal from parties in the government of national unity (GNU) and parliament forced the minister to delay the budget and return in March.
He tabled a March budget that allowed for two 0.5 basis point VAT increases. While the second version of the budget was tabled, the DA and the EFF challenged its passage by the standing committee on finance and the VAT Act at the Western Cape High Court as unconstitutional.

MK Party's motion to censure Minister Godongwana fails in Parliament

The MK Party's motion to censure Finance Minister Enoch Godongwana over his alleged mishandling of the Budget garnered just 48 votes in favour, while 250 from other parties opposed the motion. Image: Armand Hough / Independent Newspapers Parliament on Tuesday rejected the MK Party's motion to censure Finance Minister Enoch Godongwana over his alleged mishandling of the Budget. This was after MPs voted on the matter following a debate in a mini-plenary that took place last Friday after the party's former chief whip, Mzwanele Manyi, tabled a motion last month. In its draft resolution, the MK Party urged the National Assembly to note with grave concern that Godongwana allegedly mishandled the national Budget process. It stated that the mishandling of the Budget process included the unprecedented postponement of the tabling of the national Budget and the Budget and Fiscal Framework, which contained the regressive and unpopular VAT increase. As the voting commenced on Tuesday, MK Party's new chief whip Colleen Makhubele asked for the division of the House. This prompted DA chief whip George Michalakis to enquire whether the party that moved the motion could ask for a division if it was backing it. House chairperson Werner Horn said the division of the House was allowed in line with the rules. 'If any four or more members demand the division, division is to be given effective,' Werner said. Announcing the voting results, Werner said the MK Party's motion garnered just 48 votes in favour, while 250 from other parties opposed the motion. 'The question is accordingly not agreed to,' Horn said when announcing the voting results. Only the MK Party with its 46 votes and a vote each from the ATM and United African Transformation backed the motion. The ANC, DA, EFF, IFP, Patriotic Alliance, Freedom Front Plus, ActionSA, ACDP, UDM, Rise Mzansi, and the National Coloured Congress voted against. The Good Party, BOSA, PAC, and Al Jama-ah were not present during the vote.

Helen Zille's strategic move for Johannesburg mayor

Helen Zille has until 15 June 2025 to submit her name for the DA's Johannesburg mayoral candidacy. Democratic Alliance (DA) Gauteng chair Solly Msimanga confirmed the cut-off and said no late entries will be accepted. Zille informed BusinessTech that she is 'moving in that direction,' but she has not yet made a decision. She stressed how important it is to resolve the problems with governance in Johannesburg, which she calls 'very broken' on SABC NEWS. The mayor of Johannesburg, Dada Morero, said that the city's infrastructure needs R200 billion more than it has. The city's yearly operating budget is R86 billion. Belinda Kayser-Echeozonjoku, the Democratic Alliance (DA)'s Johannesburg caucus leader, spoke out against the city's budget, saying that water and electricity services were not getting enough funding due to the backlog. Helen Zille stressed the need to stabilise the city's finances to keep the economy from collapsing. Since the 2021 local government elections, the African National Congress (ANC) has had more seats on the council in Johannesburg than the DA. Political analyst Professor Theo Neethling asserts that a high degree of political turbulence characterises Johannesburg's coalitions. Herman Mashaba, the leader of ActionSA, said on eNCA that Zille's candidature shows that the party doesn't trust Black leaders. Sasabona Manganye, the secretary of the African National Congress (ANC) in Johannesburg, says that the Democratic Alliance (DA) is to blame for the city's financial challenges. Zille said that her opponents would use race politics to stop her. But she plans to focus on poverty instead of division. All parties agree that Joburg has serious structural problems. Zille has a lot of experience in the metro, but she needs to get coalition partners and the city's trust. Analysts believe that a new mayor would need to be politically smart and have the power to make changes. If she meets the 15 June deadline, her candidacy could change the Democratic Alliance (DA)'s position in Johannesburg. Let us know by leaving a comment below, or send a WhatsApp to 060 011 021 11. Ntsiki Mazwai calls for the rejection of Helen Zille's Joburg mayoral bid

Controversial South African poet Ntsiki Mazwai has sparked controversy once again, this time by urging South Africans to firmly reject Helen Zille's plans to contest the mayorship of Johannesburg. Known for her direct opinions, Mazwai did not mince her words when referring to the former leader of the Democratic Alliance (DA), labelling the 74-year-old as a 'white supremacist' and asserting that her leadership would be detrimental to the city and its predominantly black population. In a viral post on X, Ntsiki expressed her concern for Zille's ambitions to 'save' the city she calls home, stating: 'We cannot afford to have Helen Zille as mayor of Joburg. She is 100 million times worse than Cyril Ramaphosa.' Mazwai highlighted her belief that Zille's leadership style would bring about "abusive" conditions similar to those witnessed in the Western Cape, where Zille previously governed, asserting, 'She wants to bring that to Joburg.' Continuing her attack on Zille, Mazwai declared that voting for the former DA leader would be a 'huge and scary mistake' that could negatively impact the black majority in Johannesburg. She further remarked on the current mayor, Dada Morero, stating that while he was not the best option, 'Anyone is better than Dada.' As Mazwai advocates for the rejection of Zille's candidacy, some voices have emerged in support of it. Actor Siv Ngesi quipped that despite local resentment towards Zille, her experience and leadership could prove beneficial for Johannesburg, which he described as a 'huge mess.' @goolammv wrote: "I am not promoting Helen Zille, I am promoting what is the best for Joburg residents and Helen Zille's record speak for itself. It's Not about ANC, DA or any other party, if you want your work done Helen Zille track record speaks for itself. Out of thousands of cities in the world, Zille was selected as World Mayor of the Year in 2008 ... It's not about party politics, it's about saving South Africa's biggest Metro."
