Jobs Data Revision Misses Real Issue Business Leaders Must Understand

The recent employment report revised net job creation substantially, leading many commentators to opine that the economy had weakened. An alternative view more accurately reflects the underlying data: Our labor force is hardly growing, so low job growth says little about the economy's strength.
The employment market differs hugely from what it used be—and even more from popular perception as expressed in the news and by politicians. In truth, the U.S. labor force is hardly growing. Thus, jobs are not the best measure of economic performance. And both business leaders and government officials need to understand this new world.
In the Great Depression, layoffs were common and people correctly understood that the economy needed more jobs offered to the unemployed. That attitude eased a little when soldiers and sailors came home from World War II and found employment at salaries well above pre-war levels. But then the workforce grew rapidly. The baby boomers started coming of working age in the late 1960s and '70s. Then the children of the baby boomers started looking for jobs. And during this era, women increasingly entered the job market. In the decade starting in 1951, the U.S. labor force grew by 1.2% percent per year. Two decades later the growth rate more than doubled to 2.6% per year.
That era of labor abundance formed common opinion about the need to create more jobs. In public policy discussions, job creation dominated the topic. Local governments tried to bring jobs into their communities. National politicians promised to create more jobs. In businesses, managers knew they had plenty of applicants for every job. Catering to workers was a waste of effort.
The current decade, 2020 through 2030, has the lowest growth of the working-age population since the Civil War. And the percentage of females who choose to work has been roughly level since 2000.
Official estimates indicate the U.S. labor force shrunk by one-quarter of a percent from January through July 2025. Those are not high-fidelity numbers, but probably in the ballpark.
Foreign immigration plays a huge role in our low labor force growth. The data in the nearby chart incorporate estimates of undocu
mented/illegal immigration. Note the decline in immigration during the first Trump administration, 2017-2020, then the surge in immigration during the Biden years. Anyone can easily predict the direction for the second Trump administration.
Net immigration in 2024 (for the 12 months ending July 1, 2024) totaled 2.8 million people. About 2.1 million of them were in the 18-64 years age range. Without the immigrants, that age range would have shrunk by half a million people, because the baby boomers turning 65 exceeded the number of teens turning 18.
Now, mid-2025, immigration is very low at best and possibly zero or even negative, depending on the actual scale of deportations and voluntary departures. Our working-age population is probably shrinking.
With the pool of people available for work going down, job growth will be difficult. Wages would have to rise to induce more people to work. They would come from the ranks of college students, stay-at-home parents, early retirees and those otherwise not working. That is possible but requires stimulus at a level that would probably be inflationary.
In sum, President Trump's immigration policy combines with the demographic trend of aging boomers to make job growth extremely difficult.
Business leaders face a number of issues that they must respond to promptly with respect to the labor force. They must acknowledge the tight labor supply in many different ways. When thinking of productivity, admonishing people to work harder won't cut it. The people can walk across the street to find another job. Instead, business leaders must provide better tools, better training and better first-level management to boost output per worker.
Employee retention cannot be taken for granted in the new labor environment. In particular, the way managers could behave a generation ago won't work today. It's not so much social change and generational attitudes as that employees are hard to replace and will be for many years to come. Guides for better retention are readily available, but many managers are so caught up in current challenges that they don't take time to learn how to better engage employees. High engagement correlates strongly with employee productivity and retention. Senior business leaders must ensure that first-level managers build their expertise in this area.
Employee recruiting needs substantial rethinking. Corey Harlock has pointed out that even small businesses need plans for attracting job applicants and then selling them on the job. That's a huge reversal from the old approach in which the manager sifted through a large stack of applications and then the applicants nearly begged for the job.
On the public policy side, citizens should push back against political candidates who are so unaware of the facts that they push for simply more job creation. 'Better jobs' must trump 'more jobs.' Politicians should be challenged to look for impediments to opportunity and skill improvement. Occupational licensing, diploma requirements for government employment and poor performance of public schools and colleges must top the economic agenda for political candidates.
Our economy can continue to grow even if our workforce does not. Productivity improvement through upgraded skills and better technology will do the trick. But we need to understand that these are the key drivers for the future.

The iconic photography company Kodak could go out of business within a year. The 133-year-old American company warned investors Monday in a regulatory filing that there's 'substantial doubt' it can keep its doors open unless it pays down its debts or renegotiates its terms. In the filing, Kodak warned it has 'debt coming due within twelve months and does not have committed financing or available liquidity to meet such debt obligations if they were to become due in accordance with their current terms.' The company added that these conditions 'raise substantial doubt about Kodak's ability to continue as a going concern.' Although Kodak introduced the world's first digital camera back in 1973, the company failed to keep up with the changing times, as everyone now carries a camera in their pocket 24/7, making standalone cameras and film less relevant for most people. 'In the second quarter, Kodak continued to make progress against our long-term plan despite the challenges of an uncertain business environment,' Kodak CEO Jim Continenza said Monday in the company's second quarterly earnings report. In its latest quarter, Kodak reported a $26 million net loss. Since the end of last year, the company has burned through $46 million in cash, leaving it with just $155 million on hand. Meanwhile, Kodak is carrying roughly $500 million in debt. Kodak did not immediately respond to a request for comment from Gizmodo. However, a company spokesperson told CNN on Tuesday that it is 'confident it will be able to pay off a significant portion of its term loan well before it becomes due, and amend, extend, or refinance our remaining debt and/or preferred stock obligations.' Kodak said last year it would end its pension plan to help reduce its debt. 'The termination of our U.S. Kodak Retirement Income Plan and subsequent reversion of excess funds to pay down debt is progressing as planned,' said Kodak CFO David Bullwinkle in the company's earnings report. This isn't the first time the company has faced financial struggles. It filed for bankruptcy in 2012. Since then, the company has expanded into other industries it believes have growth potential, including commercial printing services and advanced chemical manufacturing. In 2018, Kodak even jumped on the blockchain and cryptocurrency bandwagon, announcing plans to launch a new digital token called KodakCoins. These tokens were meant to power KodakOne, a blockchain-based rights management platform designed to help photographers register and license both new and existing work through a secure digital ledger. But the project never got off the ground, and Kodak eventually scrapped the plan. Now, the company is highlighting its latest move into pharmaceuticals. The company is opening a manufacturing facility in Rochester, NY, to produce key starting ingredients for drugs.

The U.S. May Be Coming Around to Balcony Solar

Across Germany, more than a million people had installed solar panels on their balconies as of last month. But those are just the officially registered systems. The actual figures could be three times as high, according to government estimates. Though each installation is small, the aggregate electricity generated from these plug-in solar panels is helping Germany reach its renewable energy targets. Is the U.S. next? It's complicated. Plug-in solar, also known as balcony solar, refers to small-scale solar systems that can be installed without an electrician or without permission from a local utility. It is certainly closer to taking off in the U.S. than it was six months ago. The technology's backers hope more hurdles will be cleared before the year is out. This is happening largely thanks to a small-but-committed assortment of policymakers and solar power supporters who are working to make it more accessible. There are two main barriers. First, there are local utility rules, many of which limit what residents can install without permission. And some would-be customers are waiting for the release of a key safety standard from an independent testing company. Victoria Augustine, an environmental activist and resident of Queens, in New York City, was one of the first buyers of a Flex 200 plug-in panel system released earlier this summer by Bright Saver, a nonprofit group based in California that promotes balcony solar. On Aug. 1, she zip-tied the panel onto a wrought iron fence on her porch. She plugged it into an outlet, making sure it wasn't sharing the circuit with any other appliances. The whole process took less than an hour, including a trip to the hardware store for extra zip ties. There was no visit from an electrician or approvals from her local utility. A Bright Saver employee helped her set up a phone app on to track the system's output. And that was it: The panels were generating electricity, albeit just a little. When the sun is shining, the 200-watt system will be able to offset roughly enough electricity to power a small appliance. The Flex 200 could save Augustine an estimated $37 to $50 per year in electricity costs. Bright Saver, a nonprofit group, began selling the Flex 200 for $399 this summer, and the first run of a few dozen systems sold out within a week, said Cora Stryker, its co-founder. The Flex 200 maxes out at about a quarter of the electricity that balcony systems in Germany can produce. That's by design: The founders wanted to release a product that could be used anywhere in the United States without needing permission from the authorities. Bright Saver's product is not designed to send electricity back to the grid, and it is not large enough to trigger local utility rules, said Kevin Chou, the group's executive director. 'I think that what we're trying to do is demonstrate the demand,' said Stryker, who added that the organization was working with state lawmakers to allow more powerful plug-in solar systems. 'Hopefully, a year or two from now, we won't be talking about these 200-watt systems,' she said. Utah legislators eliminated one of their state's biggest hurdles for plug-in solar this year when they passed a law exempting certain home solar systems from requirements that they enter into interconnection agreements with local utilities to send small amounts of electricity back to the grid. Some larger plug-in systems are already being sold in the state. EcoFlow, which has a presence in Germany, has begun selling its STREAM systems to Utah residents. Including panels, they retail for about $2,000. The company declined to share specific sales figures, but Ryan Oliver, its spokesman, said interest has been 'high' since state lawmakers passed the bill. 'We saw that as an invite to bring our product to the Utah market, and we're hoping to see some of these same kinds of moves in other states,' Oliver said. But Raymond Ward, the Republican state legislator who introduced the plug-in solar bill, still hasn't added panels to his own home. That's because his own bill says plug-in systems must be certified by a nationally-recognized safety testing agency. Right now, Ward says, companies selling panels are operating in 'a little bit of a gray area.' The 'gray area' Ward referenced has to do with a safety standard from the independent testing company Underwriters Laboratories. 'UL certification' appears on household items like hair dryers, lightbulbs and refrigerators. Underwriters Laboratories has not issued a specific safety standard for plug-in solar systems. Individual solar components like inverters are already certified under an existing standard. Some safety advocates argue that a whole-product standard, not just one that applies to its components, is necessary before plug-in solar systems hit the market. Representative Ward said he thought people outside of Utah might start buying and installing plug-in solar systems once the UL standard was published, regardless of state regulations. 'That's just a guess, but that's what happened in Europe,' he said. He said he wanted to give his wife a plug-in system for Christmas, and that he hoped the products would be out of the gray area by then. In July, as a heat wave broiled much of Europe, feelings about air-conditioning suddenly became a political litmus test. Marine Le Pen, the far-right leader in France, declared that she would deploy a 'major air-conditioning equipment plan' around the country if her nationalist party eventually came to power. Marine Tondelier, the head of France's Green party, scoffed at Le Pen's idea and, instead, suggested solutions to warming temperatures that included 'greening' cities and making buildings more energy efficient. In France, only an estimated 20 to 25 percent of households are equipped with air-conditioning, according to the country's Agency for Ecological Transition. — Aurelien Breeden and Josh Holder Read more. Reuters investigated the airline industry's claims about the nascent sustainable aviation fuel projects it has announced in recent years. 'While airlines have announced 165 SAF projects over the past 12 years,' they report, 'only 36 have materialized.' Higher temperatures have caused tropical bird populations to decline by up to 38 percent since the 1950s, according to a study highlighted by Carbon Brief. In 2020, California passed a law mandating that homeowners in some wildfire-prone areas take extra precautions to protect their homes.
