US tariff hike will hit Kerala's exports hard, State to study crisis in depth: CM Pinarayi Vijayan

Kerala Chief Minister Pinarayi Vijayan on Monday (August 11, 2025) warned that the recent tariff hike announced by the United States will cause severe damage to India's economy, with Kerala facing particularly heavy losses.
Speaking after inaugurating the State-level crop assessment project of the Land Utilisation department and launching the updated Land Resource Information System (LRIS) website, Mr. Vijayan said the State government will conduct an in-depth study to assess the crisis.
He pointed out that the US is the second largest importer of agricultural products from Kerala, accounting for more than 20% of the State's exports of cashew nut, rice, vegetables, processed fruits and cereal flours.
'Kerala also leads the country in the number of seafood processing units and the additional duty will directly hit our seafood exports,' he said, adding that the impact on the State's export dependent sectors could be substantial.
Mr. Vijayan also urged farmers to take the newly introduced Samuchita Crop Determination (appropriate crop identification) scheme seriously, as it will guide cultivation towards better productivity by assessing soil quality, water availability and climate change impacts.
'By identifying the right crop for each area, we can improve yields, protect soil health, and minimise agricultural losses,' he said.
The project uses GIS technology and field surveys to prepare panchayat-level crops maps, recommending suitable crop varieties for each area.
The initiative, implemented on a pilot basis in 10 grama panchayats, saw the release of the first-of-its kind survey number based crop map for Anjarakandy panchayat in Kannur. The map analyses local land productivity, suitable crops, marketing and entrepreneurial opportunities and sector challenges, providing a template for rational use of natural resources and sustainable agricultural management.
LRIS 2.0 unveiled
Mr. Vijayan also unveiled LRIS 2.0, an ungraded web-based database containing 13 categories of land related information, including land use, soil, water, and transport networks. The improved interface aims at assisting departments in precise planning project execution.
The event held at the North Malabar Chamber of Commerce hall, was presided over by Minister for Registration, Archaeology and Museums Kadannappally Ramachandran.

New Delhi/Thiruvananthapuram: The Parliament's Public Accounts Committee (PAC) has delivered a scathing critique of the National Highways Authority of India's (NHAI) functioning in Kerala, urging a comprehensive audit of its operations. PAC Chairman and Congress's Alappuzha MP said the decision has been made that a CAG audit has to be conducted in the wake of the detailed perusal that was done by the PAC. The recommendations were outlined in the PAC's latest report, tabled in Parliament. The committee called for broad-based consultations during the design phase of highway projects, involving Members of Parliament, other public representatives, and state-level experts. The report noted that the NHAI itself had admitted to a design flaw at Kooriyad in Malappuram district. The PAC has recommended strict action against officials responsible for such lapses. Further, the committee urged that companies found negligent should be blacklisted and barred from receiving future contracts. The PAC also flagged serious concerns over the awarding of subcontracts at substantially reduced amounts compared to the original tenders. Citing a striking example, the report revealed that the Kadambattukonam–Kazhakootam stretch of the National Highway was awarded for Rs 3,684 crore, but subcontracted for just Rs 795 crore. An overall review of Kerala's highway projects showed that, on average, subcontracts accounted for only 54 per cent of the original tender value. This sharp difference, the committee warned, could compromise quality and accountability. The PAC recommended that the Ministry of Road Transport and Highways conduct a detailed evaluation of subcontracting practices. It also stressed the need for the NHAI to have an internal mechanism for preparing and approving project designs, ensuring quality control from inception to execution. In a significant reform proposal, the PAC suggested creating a dedicated regulatory authority to determine toll rates. Such a body, it argued, would ensure greater transparency and fairness in toll collection, addressing public grievances over high or arbitrary charges. The report's findings are expected to intensify scrutiny of highway development in Kerala, where land acquisition challenges, design disputes, and quality concerns have often delayed projects. Incidentally, the NH-66 project has been under scrutiny since May this year, when stretches of the under-construction highway collapsed in three districts. Both state Public Works Minister P.A Mohammed Riyas and Chief Minister Pinarayi Vijayan faced criticism, notably from Venugopal, who conducted an on-the-spot inspection when the under-construction highway collapsed. Venugopal then accused Vijayan of claiming credit for the project until its collapse and then avoiding a site visit despite being in Malappuram for two days at the time. In June, in an effort to control the political damage, Vijayan and Riyas rushed to Delhi and secured an assurance from Union Road Transport and Highways Minister Nitin Gadkari that the damaged stretches would be rebuilt and the entire project would be completed on time -- to be handed over as a "New Year gift" for Kerala. Now, with PAC asking for an immediate CAG audit, this is going to be one which will see the erstwhile political rivals taking on one another on the issue.

ECI summons West Bengal Chief Secretary to Delhi over State's refusal to act against erring officials

The Election Commission of India has summoned West Bengal Chief Secretary Manoj Pant to the Commission's headquarter in Delhi by 5 p.m. on August 13. The summon came a day after the Chief Secretary in his letter to the Commission stated that the Government has removed two of five personnel off active duty but not suspended or registered FIR against the officials as directed by the ECI. Sources at the State Secretariat said that the Chief Secretary will be travelling to Delhi on Wednesday (August 13, 2025) morning. The summon to the top bureaucrat of the West Bengal government to Nirvachan Sadan, the headquarters of ECI, indicates a deadlock as far as the action against five personnel including four officers of West Bengal Government is concerned. On August 5, the ECI directed the West Bengal Government to suspend four officials — two Electoral Registration Officers (EROs) and two Assistant Electoral Registration Officers (AEROs) — and a casual data entry operator for allegedly committing irregularities while preparing electoral rolls in Baruipur Purba and Moyna Assembly constituencies in South 24 Parganas and Purba Medinipur districts respectively. The five officials were charged with fraudulent registration of 127 voters using forged documents in the Baruipur Purba and Moyna Assembly constituencies. The Commission has put a deadline for the Chief Secretary to respond by 3 p.m. August 11. The Chief Secretary wrote to the Commission on August 11 stating that two of the five officials against whom the Commission has directed action for alleged irregularities have been withdrawn from electoral revision and election related duties. The State government, however, did not suspend or register FIR against any of them as asked by the poll panel. In a letter to the Election Commission of India, State's Chief Secretary Manoj Pant said that the West Bengal Government has started an internal enquiry into the issue. Mr. Pant in his letter said disciplinary measures on state government officers who have 'consistently demonstrated sincerity and competence' would be 'disproportionately harsh'. On August 6 West Bengal Chief Minister Mamata Banerjee had questioned the ECI directive to punish the officials and said that she will not allow any State government official to get punished at the directions of ECI. Ms. Banerjee had argued that only after elections are announced the ECI takes over the State's administrative machinery. After the summon to the Chief Secretary by the ECI, the Chief Minister reportedly urged the officials to work without any fear.
