The committee recently held discussions with leaders of employee unions and collected representations regarding their concerns. On Tuesday, at Praja Bhavan, the committee briefed Deputy Chief Minister and Chairman of the Sub-Committee for Employee Issues, Mallu Bhatti Vikramarka, on the information related to the problems raised by the employee unions.
The Deputy CM instructed the officials' committee to present the details of the issues raised by the employee unions and the proposed solutions in the next meeting.

Minister for Civil Supplies Nadendla Manohar on Monday pledged to work with honesty, commitment, and dedication to uplift farmers by prioritising the development of large-scale cold storage facilities in the Rayalaseema region, aimed at benefiting growers of commercial crops. Speaking at the swearing-in ceremony of the newly elected chairperson and members of the Railway Kodur Agricultural Market Committee, Mr. Manohar addressed a gathering of farmers and coalition party cadres. He reiterated the government's resolve to protect farmers' interests by curbing middlemen exploitation and ensuring fair prices for their produce. 'As part of our farmer-friendly initiatives, we will engage in thorough discussions with the government and swiftly act to establish cold storage facilities here,' he said. Highlighting the reach and impact of various government schemes in the agricultural sector, Mr. Manohar noted that reforms have significantly transformed farmers' lives, instilling confidence that agriculture can be profitable. 'During the Kharif and Rabi seasons, the State government procured 63 lakh metric tonnes of paddy, crediting ₹12,000 crore directly to farmers' bank accounts within 24 hours,' he said, emphasising that the coalition government has empowered farmers with the freedom to sell paddy to mills of their choice. Mr. Manohar also highlighted welfare programmes like the Deepam scheme, which has benefited three lakh women beneficiaries in Annamayya district alone. The State government is currently spending ₹2,500 crore monthly on social pensions, while also focusing on improving rural infrastructure under the Panchayat Raj system. Acknowledging the financial challenges faced by the government, the Minister affirmed, 'We remain committed to implementing welfare and development programmes.' He urged officials and agriculture market committee members across the State to adopt innovative ideas to enhance market revenues.

'Adivi Talli Baata' project to metamorphose tribal connectivity
Paderu: Stepping on the gas for achieving the larger goals of closing infrastructure gaps in Andhra Pradesh's tribal regions, the state's coalition government is accelerating the Rs 1,000-crore 'Adivi Talli Baata' scheme. Fruition of this ambitious project, which focuses on constructing roads in remote tribal hamlets, is now a priority for Deputy Chief Minister Pawan Kalyan, who helms the departments of Panchayat Raj, Rural Development, and Forest and Environment. Even otherwise, the consolidation of these departments under one Minister has been crucial for the success that the project has achieved till date. A Panchayat Raj official said that the process of obtaining forest clearances—a major obstacle in the past—has been significantly streamlined. This administrative synergy is helping authorities to fast-track road construction in previously inaccessible areas. The 'Adivi Talli Baata' initiative is a direct response to years of advocacy and protests by tribal communities, which have used unique demonstrations like torchlight marches and 'doli' processions to highlight their need for basic amenities. These movements drew attention to the hardships faced by residents in hilly regions, particularly in the Alluri Sitarama Raju district, where a lack of roads has made it difficult to access even essential services like ration shops, primary health centers, and schools. Launched on April 7, the Adivi Talli Baata scheme aims to build over 1,000 kilometers of roads at a cost of approximately Rs 1,000 crore. The project is funded through a combination of Central government schemes like Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Mahatma Gandhi National Rural Employment Guarantee (MGNREGS), along with state funds. In a teleconference on Sunday, Deputy Chief Minister Pawan Kalyan instructed officials to accelerate the pace of construction, while emphasising the government's goal of creating "doli-free" settlements. He directed officials to submit bi-weekly progress reports to ensure continuous monitoring. Officials, while expressing their commitment to the project, highlighted the significant challenges of traversing the difficult terrain, including steep slopes and rocky surfaces that require extensive clearing. Recent monsoon rains have also caused some delays. Despite these hurdles, substantial progress has been made. Out of 128 roads that require forest clearances, permissions for 98 have already been secured. Overall, work has commenced on 186 roads, with 20 more in the tendering phase. The project is expected to provide improved road connectivity to 625 tribal hamlets. Pawan Kalyan acknowledged these difficulties and urged officials to adopt a strategic approach to overcome them. He reiterated Chief Minister N. Chandrababu Naidu's vision for tribal development and thanked the Central government for its support, which includes Rs 555.6 crore allocation under the PM JANMAN scheme. "We have the funds and the support, so the administrative machinery must focus on the 'Adivi Talli Baata' work," said Kalyan. "We are building roads in areas that have never had them before. Continuous supervision is the only way to fast-track these projects." The Deputy CM also stressed the importance of communicating with local communities, mentioning that their cooperation was essential. The project's completion is set to end the long-standing reliance on 'dolis' for medical emergencies and essential services, significantly improving the quality of life for tribal residents.

Bengaluru: In light of the govt planning to make e-khatas mandatory for property registrations from Oct, the rural development and panchayat raj (RDPR) department is gearing up to issue over 97 lakh e-khatas under a large-scale campaign titled 'Eswathu to doorsteps'. Unlike urban areas where digital literacy is relatively high and khata services are often accessed online, the move highlights the challenge of bridging the digital divide in rural regions. RDPR officials say the department manages about 1.5 crore property records — most of it still maintained manually in gram panchayat (GP) registers. Of these, over 97 lakh have been digitised and stored on the department's Panchatantra 2.0 platform. These records will now be used to issue e-khatas across Karnataka's villages, making it one of the largest rural documentation drives in recent times. "Each call will be recorded to improve service quality, and citizens can also lodge complaints if someone demands a bribe to issue an e-khata." The department says it is committed to penalising officials if allegations are supported by call records or related evidence. To avoid technical roadblocks, RDPR minister Priyank Kharge held meetings earlier this week with officials from National Informatics Centre (NIC), the department's data centre, and IT teams. He reviewed operational readiness and directed teams to fix technical issues before launch. "The department is in the process of making the Karnataka Gram Swaraj and Panchayat Raj (Gram Panchayat Taxes, Rates, and Fees) Rules, 2025 accessible to the public," Priyank said. "These rules will facilitate online issuance of e-khatas for over 97 lakh digitised properties available on the Panchatantra 2.0 platform. It will eliminate the need for citizens to visit GP offices for khata-related services." Rural citizens can begin the process by visiting the website where they can view their draft e-khata. They must submit basic details online, including Aadhaar number of the property owner, sale deed number (auto-fetched from the KAVERI system), BESCOM account ID (optional for vacant plots), and a photograph of the property. If the inputs match RDPR's digitised records, the final e-khata will be generated instantly. Discrepancies, if any, will be sent to the local GP official for verification.
