Tax reforms: a re-election strategy?

Yes, although not fully implemented except during the tenure of former Finance Minister Miftah Ismail, there are strong reasons to believe that reducing taxes on salaried individuals could generate enough political support to tilt election outcomes in favour of policymakers. Ultimately, isn't that what they aim for?
Last week, India's Finance Minister, Nirmala Sitharaman, unveiled the country's budget under pressure from politicians and investors to sustain growth. A major highlight that won public support for the Bharatiya Janata Party (BJP) was the significant reduction in tax rates for the middle class, with increased exemption limits for lower- and middle-income earners.
In contrast, Pakistan, under the pretext of International Monetary Fund (IMF) policies, continues to put extraordinary burdens on its shrinking salaried, lower-to-middle urban class. This segment is unfairly penalised for being part of the formal sector, while the government attempts to recover losses from colossal economic mismanagement, weak enforcement, and the protection of traders, real estate, and agriculture as untouchable sectors. Efforts to tax traders and agriculture have so far failed despite some superficial progress, while the real estate sector remains a mixed bag of benefits and drawbacks.
To compare, someone earning $2,000 per month (Rs550,000) in Pakistan faces a 35% marginal tax rate, whereas their counterparts in India, the US, and Bangladesh pay 25%, 22%, and 20%, respectively. Similarly, a person earning $3,000 per month (Rs800,000) pays 37% in Pakistan, compared to 25%, 22%, and 25% in those countries. Progressive economies like Vietnam and Hong Kong have even lower tax rates.
Without delving into the debate of what taxpayers are meant to receive in return—such as free education, healthcare, security, and infrastructure—it is reasonable to tax the salaried class. In the US, nearly 50% of federal revenue comes from individual taxes (direct taxes). This is despite lower tax rates. Ironically, Pakistan's middle-to-upper-class incomes would be considered minimum wage in certain US states and by some employers.
The need is for a fair taxation system. Pakistan has overly relied on indirect taxes like sales tax, customs duties, and excise taxes while ignoring the vast black economy that thrives in agriculture, trade, wholesale, retail, blue-collar services, and real estate. The high cash circulation in these sectors is proof of widespread tax evasion. This imbalance significantly hinders Pakistan's progress.
By 2047, on its 100th birthday, Pakistan will be the world's third most populous country. With no real efforts toward population control, the country will need a robust private sector to create enough jobs for its youth. Overburdening formal industries, services, and corporate employees with excessive taxes while neglecting the real economic challenges is not a sustainable strategy.
If this year's budget provides a clear direction to reduce corporate and salary taxes by 1% annually for the next nine years, and the government remains committed to this plan, it would boost purchasing power, leading to increased domestic consumption and GDP growth. Simultaneously, this would pressure the government to generate 20-30% annual revenue growth from traders, wholesalers, retailers, and real estate, ensuring their contribution aligns with a fair share of GDP.
Adopting such a tax policy could drastically shift electoral odds in favour of the ruling party. Policymakers seek re-election—so why not earn it? Politicians must integrate the urban salaried class into their policies, as this segment will dominate in a few decades due to declining agricultural employment.
The World Bank has already stated that with Pakistan's dismal investment-to-GDP ratio, the economy cannot grow beyond 3-4%. A new perspective is needed. Last year alone, losses from PESCO, LESCO, QESCO, and SEPCO amounted to Rs96 billion, Rs48 billion, Rs38 billion, and Rs29 billion, respectively. These four companies contributed Rs210 billion in losses, while Rs368 billion was collected in salary taxes. If these entities had been breaking even, tax rates could have been slashed in half. How naive of us to wish for such reforms.

Citizens across the city are finding it difficult to get professional butchers to perform the Sunnah of Hazrat Ibrahim (AS). Professional butchers have increased their rates by 30 to 50 per cent this year. Babu Qureshi, a professional butcher from Liaquatabad, explained that the rates for slaughtering animals vary depending on the area and the weight or size of the animal. He noted that professional butchers typically stop taking bookings three days before Eidul Azha. This year, the minimum charge for slaughtering a large, lighter-weight animal on the first day of Eid ranges from Rs20,000 to Rs30,000 and above. On the second day, the rate drops to around Rs18,000, and on the third day, it decreases further to approximately Rs15,000. Rates for heavier animals with excess weight are negotiated before the slaughtering. Professional butchers have taken bookings for multiple animals at the neighbourhood level instead of single animals. Last year, professional butchers charged Rs15,000 to Rs25,000 or more for slaughtering a large animal. This year, the rates for goats and sheep range from Rs8,000 to Rs15,000. On the second and third days, the rates for small animals decrease by 30 to 50 per cent. Qureshi added that professional butchers have prioritised bookings in upscale neighbourhoods where compensation is generally higher. In contrast, many middle- and lower-income areas are turning to seasonal butchers due to the limited availability of skilled professionals. Seasonal butchers-who work on a daily wage basis and take up butchery only during Eid-have stepped in to fill the gap. They offer their services at 30 to 50 per cent lower rates than the professional butchers. These seasonal butchers often work in groups and are more in demand in middle-class areas, where they get better wages. Rush for sharpening People are seen purchasing new tools and getting the old ones sharpened for the preparation of meat after the slaughter. As a result, shops sharpening knives and cleavers are overloaded with huge footfall of citizens. At Al-Karam Square, Mohsin Ali, the owner of a shop that sells and sharpens such tools, said that a wide variety of knives, cleavers (Bugdah) and skewers are in great demand. The prices of new tools for household use have increased by Rs100 to Rs400. Different types of knives are sold for Rs400 to Rs2,500 or more, while the price of a Bugdah ranges from Rs800 to Rs3,000. Most people opt to sharpen their old tools, with sharpening services costing Rs150 to Rs200 per tool. Some individuals purchase tools worth up to Rs3,000 for preparing sacrificial meat. Slaughtering accessories fly off shelves Exponential quantities of date palm mats and baskets were sold for Eidul Azha sacrifice purposes, with vendors reporting brisk sales in the days leading up to the festival. Amir Uddin, a vendor selling mats, baskets, and wooden chopping blocks at Gharibabad, explained that date palm mats are typically used to spread sacrificial meat, while baskets are used for distributing it. This year, on Eid, mats of different sizes were sold for Rs500 to Rs1,000, and baskets were sold for Rs200 to Rs400. Meanwhile, chopping blocks were sold at Rs100 per kilogram, with the smallest ones selling for Rs500 to Rs800. These items are made of wood and are essential for meat distribution and storage. People who perform the Sunnah of sacrifice purchase these items to facilitate the distribution of meat among family, friends, and the needy. Temporary stalls were set up across various city areas to sell these products, providing temporary employment and additional income for many people, including street vendors and artisans who craft these traditional items.

ISLAMABAD: The prices of sacrificial animals have registered an increase of 75-100 per cent this year as compared with the prices of past year, revealed a survey carried out by Business Recorder. Animal traders have stated various reasons for such a huge increase in the prices including increased input costs, transportation costs, government fees and others. While the buyers have condemned animal traders for unilaterally increasing prices manifold, saying in the past they had some valid reasons but this year there is no smuggling to Afghanistan, petrol/ diesel prices are stable for the past one year, fodder prices have also not increased and the authorities have better managed animal market ridding the traders of extortion. According to buyers, on this Eidul Adha the prices of animals across major cities like Lahore, Karachi, and Islamabad have skyrocketed, resulting in leaving many buyers frustrated, with rates rising by up to 75 to 100 per cent compared to last year. Last year, a smaller heifer could be purchased for Rs100,000-125,000, but this year even a low-weight one is priced at Rs200,000 or more. Buyers are increasingly voicing concerns about the lack of official regulation in animal pricing, which has led traders to set prices arbitrarily, forcing consumers to haggle for a better deal. Animals are primarily sourced from larger markets in Punjab and Sindh, with medium-sized traders incurring additional costs for transportation to metropolitans like Karachi and Lahore, including fuel, taxes, and maintenance at the local markets, which include expenses for lighting and security. Once all these costs are accounted for, traders add their margin, which can range from Rs15,000 to Rs50,000 for smaller animals and up to Rs200,000 for larger ones. A bull with three maunds of meat was priced between Rs 120,000 to Rs150,000 last year, whereas, this year, the price ranges from Rs150,000 to Rs200,000. Mosques have fixed the price of one share in a cow or bull between Rs40,000 to Rs50,000 against Rs35000 to Rs50,000 per share last year. Cattle farms in major cities such as Karachi, Lahore, Rawalpindi, and Islamabad cater to the demand for large animals, with prices ranging from Rs0.5 million to over Rs10 million for some elite bulls. The goat market has also seen similar price increases. Medium-weight goats, which were previously sold for Rs30,000 to Rs35,000, are now priced between Rs60,000 and Rs75,000. Rates of some goats are reaching up to Rs300,000 depending on their breed and build. Rams and sheep are also experiencing a price surge, with prices ranging from Rs40,000 to Rs200,000 or more, influenced by factors like weight and appearance. Camel prices have also increased, with traders noting a growing interest in camel sacrifices over the past two years. Camels brought in from different parts of Sindh are now priced at Rs400,000 and above. According to a preliminary data compiled by Pakistan Tanners Association (PTA), in 2024 around 6.8 million sacrificial animals were slaughtered on Eid-ul-Adha of which 2.9 million cows, 3.3 million goats, 385,000 sheep, 165,000 buffalos and 98,700 camels. The PTA estimated total value of the animals at $1.8 billion or Rs500 billion. The value of sacrificial animals' hides in 2024 was estimated at around 30 million. Copyright Business Recorder, 2025

ISLAMABAD: The government and the International Monetary Fund (IMF) have reportedly reached an understanding that electricity tariffs will be increased through annual rebasing from July 2025 if the power sector's revenue requirements exceed the allocated subsidy envelope of Rs 1.036 trillion for fiscal year 2025–26, well-informed sources in the Finance Ministry told Business Recorder. This understanding was reached during discussions between Pakistani authorities and the visiting IMF mission held from May 14 to 24, 2025. 'Within the Rs 1.036 trillion envelope, sufficient subsidy will be allocated to ensure zero circular debt flow in FY26. The Petroleum Development Levy (PDL)-financed Prime Minister's package—amounting to Rs 182 billion—will be counted toward the FY26 subsidy,' the sources added. Reduced hydropower, costly fuels: Govt warns of potential hike in power bills Both sides also agreed that any additional financial needs will be met through tariff adjustments during the July rebasing exercise while maintaining a progressive power tariff structure, the sources maintained. According to sources, the IMF emphasized the importance of fiscal discipline, with subsidy levels expected to remain within 0.8% of GDP. These subsidies will be linked to credible targets for stock clearance and loss reduction. The Power Division has been directed to take all necessary steps to implement the measures agreed upon with the IMF. The government had earmarked Rs 1.190 trillion for the power sector for FY2024–26. However, the Power Division has also secured approval for additional subsidies to keep the circular debt flow within the limit agreed with the Fund. The Finance Division has revised and communicated provisional Indicative Budget Ceilings (IBCs), allocating Rs 636.136 billion for sector subsidies under the recurrent budget for FY2025–26, up from the earlier allocation of Rs 400 billion. As the detailed breakdown of the revised subsidy for FY2024–25 is not available, it remains unclear whether the full allocation has been utilized by the Power Division or if deviations occurred. Sources within the Power Division believe that subsidies for FY2025 may exceed Rs 1.2 trillion, driven by growing support for residential consumers and persistent circular debt obligations. 'A sharp increase in protected consumer categories—those consuming less than 200 units per month—is driving higher subsidy needs, as more consumers adjust their consumption or install solar panels to stay within the protected threshold,' the sources said. Cross-subsidy pressures are also rising, as declining industrial and commercial consumption reduces the contribution of higher-paying users to the overall system. The government also plans to clear up to Rs 541 billion in circular debt stock during FY2025, as part of a broader six-year debt reduction strategy. 'Subsidy allocations remain a contentious issue, particularly concerning the treatment of PDL proceeds and their role in budget financing,' the sources continued. Tariff rebasing and further adjustments remain under government consideration to close the subsidy gap. However, political sensitivities and lobbying from industrial stakeholders are limiting policy flexibility. The successful implementation of the Circular Debt Workout and Action Plan (CDWAP) and the ongoing restructuring of Pakistan Holding Limited's (PHL) debt are seen as critical to reducing future interest costs and stabilizing circular debt flows. Additionally, the Finance Division has directed the Power Division to strictly follow mandatory instructions issued to all Principal Accounting Officers (PAOs), heads of departments, and related entities when preparing budget estimates for each cost center and account head.
