The UN envoy to Libya Hanna Tetteh warned of a worsening situation in Tripoli if political and security leaders fail to implement necessary preventive measures to address the root causes of conflict, reduce tensions, and preserve the country's security and sovereignty. In an online briefing to the African Union's Peace and Security Council from Tripoli last Thursday, Tetteh noted that the armed clashes that took place on May 12 and 13 in the capital highlighted the ongoing instability and fragility in Libya. Tetteh also addressed the African Union, urging it to 'support the Libyan people in achieving their political aspirations to end the transitional period and establish more lasting stability.' 'The primary focus now is to concentrate all efforts on conflict prevention, advancing the political process, ensuring an effective reconciliation and transitional justice process, and putting an end to the prolonged transitional phase.' Tetteh added. She also spoke about municipal elections in Libya, expressing hope that the country would proceed toward holding its national elections. She emphasized that such a step is essential for ending the extended transitional period and restoring peace, security, and stability. The UN envoy reiterated her intention to present a proposed roadmap to the UN Security Council in August, outlining practical steps to achieve the goal of holding elections as soon as possible. Tetteh concluded by stating that 'the success of a Libyan-led and Libyan-owned roadmap, facilitated by the United Nations, also requires the support of the African Union, as well as the Security Council, other international organizations, and the member states of the International Follow-up Committee, commonly referred to as the Berlin Process.'

The African Union's (AU) Peace and Security Council has reiterated the AU's firm commitment to Libya's sovereignty and territorial integrity, expressing full support for a nationally led political process and national reconciliation. In a communiqué issued following a summit-level meeting of heads of state and government, the Council affirmed its solidarity with the Libyan people and called for inclusive and transparent presidential and parliamentary elections as soon as possible. It also stressed the need to unify Libyan institutions and reinforce political and social cohesion. The statement voiced deep concern over Libya's volatile security situation, particularly the armed clashes in Tripoli last May. It called for an immediate and unconditional ceasefire, the disarmament of all non-state armed groups, the protection of civilians, and accountability for violations. The Council welcomed ongoing regional and international efforts to support Libya's political transition and urged all Libyan stakeholders to engage in a comprehensive national dialogue to bring an end to the prolonged transitional phase. It firmly rejected any foreign interference in Libya's internal affairs and demanded the immediate and unconditional withdrawal of all foreign forces, fighters, and mercenaries from Libyan territory. The Council also reaffirmed its support for the 5+5 Joint Military Commission and emphasized the importance of reunifying Libya's military institutions and implementing disarmament, demobilization, and reintegration (DDR) programs. Expressing concern over ongoing violations of the UN arms embargo and mismanagement of Libya's frozen assets, the AU called for stronger monitoring mechanisms and accountability measures. On the humanitarian front, the Council expressed grave concern over the abuse and violations faced by African migrants and refugees in Libya, demanding the closure of inhumane detention centers. It also called for the activation of the AU-UN-EU Tripartite Task Force on Migration and stressed the need to accelerate the opening of the African Union Liaison Office in Tripoli and the appointment of a continental Special Envoy on Migration.
