Uber defends bike-taxi aggregation in Karnataka high court, questions state ban

Bengaluru: Uber India Friday argued before the high court that if motorcycles are permitted to operate as taxis, there should be no legal barrier to their aggregation through platforms like Uber.

The submission was made during a hearing on a batch of appeals concerning the legality of bike taxis in the state.
Senior advocate Srinivasa Raghavan, representing Uber, contended that aggregators play a key role in improving last-mile connectivity and alleviating traffic congestion. He said both the operation and aggregation of two-wheelers for commercial use are supported by existing legal provisions, including Section 93 of Motor Vehicles Act, 1988, which governs aggregator licensing.
Raghavan said the state govt lacks the authority under Motor Vehicles Act and even the Constitution to impose a ban on two-wheeler aggregation.

Panaji: The high court has dismissed a petition filed by a Margao resident challenging the acquisition of his land at Sirvodem, Margao, for the rehabilitation of hutments to fix the missing link of the ring road in Margao. The HC said that the acquisition proceedings were completed by state govt and that the man objected to the acquisition of his land at the final stage of the proceedings. The division bench, comprising justices Bharati Dangre and Nivedita Mehta, said that the acquisition of the land for the public purpose of fixing the missing link of the ring road is a matter of policy and not of law. It said state govt is the authority that must carry out the plan for which the land was acquired and govt is in the best position to judge which land can be exempted from acquisition. The court held that it cannot exercise the power of writ under Articles 226 and 227 of the Constitution. The petitioner stated that he couldn't file objections under the Land Acquisition Act as he was out of India during the relevant time. In the meantime, the land acquisition officer conducted an inquiry and inspection and found that hutments were coming up on the proposed ring road site. He stated that hutment dwellers could easily be accommodated on lands belonging to govt of Goa, such as in Margao (Sonsoddo), Davorlim, and Verna near the industrial estate, many of which are barren and uninhabited. He also told the court that there is a plot at Loutolim measuring 5,000sqm, which was acquired by the Goa Industrial Development Corporation and allotted to govt of Goa, for the implementation of a housing scheme. This plot can be utilised for the rehabilitation of slum dwellers who illegally reside on the land reserved for dealing with the missing link of the road, he said. He requested that his property be dropped from the proposed acquisition proceedings.

For years now, animal activists and pet owners in Bengaluru have highlighted the lack of animal transportation services in the city. With the number of animal ambulances of Bruhat Bengaluru Mahanagara Palike and Department of Animal Husbandry and Veterinary Services few and far in between, the introduction of 'pet services' on cab/auto aggregator apps, has come as a much-needed relief. Major aggregators like Uber and Rapido launched pet services in October 2024, while Namma Yatri started it earlier this month, following growing demand from the community, according to a spokesperson of the aggregator. A spokesperson from Rapido claimed that almost 2,000 pet rides are booked daily in the city. Frequent takers of the services say that while there is a fare difference of around ₹15 - ₹20 in autorickshaws and anything around ₹100 - ₹200 in cabs, between normal rides and pet rides, it has become a convenient option for them. 'I first came across the services of a pet autorickshaw when I had to drop my pet cat off at a boarding service a few kilometres away from my house. Now it has become my go-to for my pet's veterinary appointments and small outings. I end up paying about ₹20 extra on short rides, and I do not mind it at all. Before coming across these services, I always had to depend on other family members or haggle with auto drivers to take my pet out,' said Rukmini Kashyap, a resident of Jakkur. Animal activists say that these services have made it easier to get urgent care for animals during the golden hour. 'Just like humans, even for animals, it is critical to get care during the golden hour when they are injured. We struggled for a long time with no options for small animal transportation, as the government animal ambulances are hardly ever available on time. The price on these apps is a little higher, but something is better than nothing. The rides are fairly available on time,' said Arun Kumar, a long-time animal activist and pet owner. 'While these services are available, we still have to end up bearing the costs even while rescuing animals from public spaces. The need of the hour is increasing the number of government ambulances, including two-wheeler and three-wheeler ambulances,' he added. 'Recognising the need' Aggregators said that they launched pet ride services after many pet owners repeatedly complained about the difficulties they face while transporting their pets. 'Uber launched Uber Pet in Bengaluru in October 2024 to address the growing need for pet-friendly transportation options. Recognising the important role pets play in their families, Uber designed this service to make travel more accessible and convenient for pet owners and their companions. The goal is to provide a seamless, stress-free experience for pet parents whether traveling to the vet, a pet-friendly café, or other destinations, while also creating additional earning opportunities for drivers,' a spokesperson from Uber said. To add on to the experience, some aggregators have also tied up with other animal services. 'We have extended the (pet service) experience by partnering with pet clinics and stores to offer added benefits such as discounts and care consultations,' said a spokesperson from Rapido.

4,200 auto drivers attend road safety awareness drive

Around 4,200 autorickshaw drivers from the city participated in a road safety awareness programme organised by the city police on Wednesday. The initiative aimed to educate drivers on traffic rules, the Motor Vehicles Act, and other key safety measures. Participants were divided into 16 batches, with separate sessions held for each group. During the programme, police personnel presented CCTV footage of recent accidents in the city, analysed their causes and discussed preventive strategies. Topics such as defensive driving, the importance of vehicle insurance, and ways to reduce road mishaps were also covered. Commissioner of Police Shankabratha Bagchi attended the session for the 15th batch of drivers. He emphasised the importance of maintaining a healthy relationship between the police and the autorickshaw drivers' community. He also announced that through Corporate Social Responsibility (CSR) support, the police would soon provide uniforms to drivers and organise free health camps for them.
