
Goa vigilance department suspends chief town planner pending ‘disciplinary proceeding'
'Now, therefore, the Governor of Goa, in exercise of the powers conferred by sub-rule (1) of Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, hereby places said Rajesh J Naik, the Chief Town Planner (Planning), Town and Country Planning Department, Panaji – Goa, under suspension with immediate effect,' the order said.
The suspension comes over two months after a petition was filed in the High Court of Bombay at Goa by some environmental activists. The petitioners sought disciplinary action against the chief town planner for allegedly causing loss of several crores to the exchequer by undervaluing assessment fees for the correction of a zone change of a plot under the contentious section 17 (2) of the Goa TCP Act.
The petitioners also sought directions to the state to initiate an inquiry to ascertain the loss caused to the exchequer in the assessment of fees in respect of 120 cases published in the official Gazette for change in zoning under section 17 (2) since April 2024. The activists had also lodged a complaint with the police and vigilance department in February in this regard.
Last month, the state government informed the HC that it found 46 beneficiaries of zone change wherein the fees for correction was underassessed. The state had said that a preliminary inquiry had been initiated by the vigilance department and a report would be submitted to the HC.
Rajesh J Naik did not respond to calls for a comment.
In October last year, members of several citizens' collectives, civil society and villages across the state had staged a protest outside the office of the Town and Country Planning department demanding Naik's resignation. The people had alleged that the chief town planner 'approved, endorsed and signed on' conversion of lakhs of square metres of land in the state under some contentious changes in land use laws, including under section 17 (2) and section 39 (A) of the TCP Act, causing severe damage to the coastal state's ecology.

An urgent appeal was made to the Supreme Court on Wednesday, following its recent directive on relocating stray dogs in the Delhi-NCR region, stating that the civic authorities have already started removing community dogs, even though the official court order had not yet been uploaded. Advocate Garima Sharma informed the bench of Chief Justice of India BR Gavai and Justice K Vinod Chandran that local authorities had already started to relocate dogs, even though the official Supreme Court order from August 11 had not yet been posted online, LiveLaw reported. CJI Gavai noted that he would look into the matter. In her argument, she cited an earlier judgment by Justices JK Maheshwari and Sanjay Karol opposed the 'indiscriminate killing of canines." Earlier today, another matter relating to stray dogs was mentioned before the CJI for urgent listing. The petition was filed by an organisation named Conference for Human Rights (India) in 2024, challenging a Delhi High Court's order in its PIL seeking directions for sterilisation and vaccination of community dogs in Delhi as per the Animal Birth Control (Dogs) Rules, LiveLaw report said. While hearing a suo motu case into rising dog-bite incidents in the national capital region, the apex court on Monday issued strong directions to the Delhi civic body to round up stray dogs, sterilise them, and move them permanently to shelters, noting that the order should be enforced strictly to make New Delhi and its adjoining National Capital Region (NCR) safe. Calling the stray dog menace 'extremely grim", the top court ordered the authorities to permanently relocate all strays from streets to shelters 'at the earliest", and warned of strict action against anyone obstructing the drive. The bench also instructed civic bodies to build shelter capacity for at least 5,000 dogs as an immediate step, hire staff for sterilisation and vaccination, install CCTV in shelters, create a helpline for bite reports, and consider a dedicated task force. Decision is correct: Abu Azmi backs SCs order on relocation of stray dogs
Mumbai (Maharashtra) [India], August 13 (ANI): Maharashtra Samajwadi Party president Abu Asim Azmi on Wednesday backed the Supreme Court's order to relocate stray dogs, stating that the decision was 'very correct" as dog bites often lead to serious medical treatment, including 14 injections.'This decision is very correct… People with pet dogs often find their dogs biting people on the road. People love dogs and often carry them in their cars. When a dog bites, 14 injections are needed… However, when we bring a goat into our house, they become very sad, even though the goat never bites…" Azmi told ANI. Earlier in the day, Chief Justice of India (CJI) BR Gavai stated that he would examine the ongoing issue related to the relocation of the dogs after an advocate mentioned the matter and said that different benches of the Supreme Court had issued conflicting directions. The matter relating to stray dogs was mentioned before a bench headed by the CJI for urgent listing, to which the CJI said, 'I will look into this."Advocate Nanita Sharma said two benches of the apex court have passed different orders on the stray dogs issue.'This is with regard to the community dogs issue… There is an earlier judgment of this court, of a bench of Justices JK Maheshwari and Sanjay Karol, which says there cannot be indiscriminate killing of canines and that compassion for all living beings has to be there," the lawyer was referring to the recent order passed by a bench headed by Justice JB Pardiwala, where the court had ordered relocation of the stray dogs in Delhi to dog shelters and another order passed by a Justice JK Maheshwari-led bench in May 2024, whereby the petitions relating to the stray dog issue were relegated to the respective High Courts. Justice Maheshwari had said, 'Under all circumstances, there cannot be any indiscriminate killings of canines and the authorities have to take action in terms of the mandate and spirit of the prevalent legislation(s) in place".Sharma today mentioned the petition filed by an organisation named Conference for Human Rights (India), challenging a Delhi High Court's order in its PIL seeking directions for sterilisation and vaccination of community dogs in Delhi as per the Animal Birth Control (Dogs) Rules.
