KOLKATA: Bengal CM
Mamata Banerjee
accused BJP-governed states of imposing a "super-Emergency" by targeting and illegally detaining Bengali-speaking people, claiming her govt had received nearly 1,000 such complaints since June.
"I'm extremely sorry, hurt and heartbroken. People are being tortured just for speaking in their mother tongue," she said Wednesday at a rally in Kolkata after leading a
Trinamool Congress
march in steady rain.
"The people of Bengal have chosen me. The people of Bengal will politically detain BJP in elections if they are put in detention camps. There will be retaliation if there are attacks, I will respond. I warn you today," the chief minister said.
Bengali migrant workers have faced detention and deportation in a drive, particularly in
Odisha
and
Maharashtra
, against illegal Bangladeshi immigrants.
The workers claim they have valid documents such as Aadhaar and voter ID cards to prove their Indian citizenship. But authorities have allegedly demanded birth certificates and other documents, which many migrant workers lack.
Bengal is compiling the full number of such detentions, Banerjee said, adding that she would not tolerate Bengali-speakers being labelled as either Bangladeshi or Rohingya.

SC says multiple documents for citizenship in Bihar SIR are voter-friendly

The Supreme Court on Wednesday observed that the availability of multiple documents to prove citizenship under the Special Intensive Revision (SIR) of Bihar's electoral rolls was 'voter-friendly rather than restrictive.' Justice Joymalya Bagchi made the observation during a hearing on petitions challenging the Election Commission of India's (ECI's) June 24 directive ordering the SIR. Senior Advocate A M Singhvi, appearing for one of the petitioners, had raised concerns about the exclusionary nature of the verification exercise. A Bench of Justices Surya Kant and Joymalya Bagchi is hearing multiple petitions contesting the ECI's directive, which mandates that voters not listed in the 2003 electoral roll must furnish documents to prove citizenship. Individuals born after December 2004 are also required to submit citizenship proof of both parents, with additional conditions if a parent is a foreign national. The court noted that the SIR in Bihar permits any of 11 documents to be submitted to establish citizenship, whereas the earlier summary revision in Jharkhand allowed only seven documents for identity verification. While acknowledging concerns around Aadhaar exclusion, Justice Bagchi said the broader set of documents available in Bihar makes the process 'voter-friendly rather than restrictive.' Singhvi, however, questioned the "compelling need" to conduct the SIR in such a short timeframe, arguing that it could lead to mass voter exclusion. He pointed out that many women in Bihar lack matriculation or educational certificates issued by recognised boards, which are among the 11 approved documents. Legal scope of ECI's powers debated Justice Bagchi highlighted that Section 21(3) of the Representation of the People (RP) Act grants the ECI some flexibility to conduct a special revision 'in such manner as it may think fit,' subject to limitations. He posed a question to the legal counsels on whether this provision gave the ECI 'residuary discretion' to introduce additions such as enumeration forms or extra documentation for the revision process. Senior Advocate Gopal Sankaranarayanan, also appearing for the petitioners, countered that Section 21(3) 'cannot take away my right to adult suffrage under Article 326 at any cost,' nor the right to vote under Section 62 of the RP Act. 'This is a battle between a constitutional entitlement and a constitutional right,' Justice Bagchi remarked. Allegations of EC website changes after Rahul Gandhi's remarks Advocate Prashant Bhushan, representing the Association for Democratic Reforms (ADR), submitted that the ECI removed the searchable list of electoral rolls from its website after Congress leader Rahul Gandhi accused the poll body of aiding 'vote theft' on August 4. 'The searchable list was available till August 4,' Bhushan told the court. The Bench also clarified that it would not take up matters related to the SIR in West Bengal, as the state Assembly elections are scheduled for 2026. 'Bengal can wait. Nothing is happening now,' the court said. The hearing is expected to continue on Thursday.

SC calls Bihar SIR ‘voter-friendly'; notes expansion of acceptable ID documents from seven to 11

NEW DELHI: The Supreme Court on Wednesday said that the electoral rolls cannot be static, noting that a one-time exercise is only for the preparation of the list, but there has to be a revision exercise as well. The observation came while hearing a batch of petitions challenging the validity of the Special Intensive Revision (SIR) in Bihar. Gopal Sankaranarayanan, senior lawyer for one of the petitioners, told the top court that the ECI had surprisingly invented a new document requirement for 8 crore voters. "Even if I'm in jail, I can't be removed from the roll without due process. Here, the 65 lakh removed voters were not disqualified on any such grounds. The ECI has carried out mass exclusions. Who gave the ECI authority to do this?" he argued. After hearing these submissions, a bench headed by Justice Surya Kant said, "But the electoral list cannot remain static. A one-time exercise is only for preparing the original list and it must be revised." Sankaranarayanan further added that the ECI has begun the process in West Bengal too, without any consultation. "I appear for the State and for main petitioner ADR. Four constitutional provisions on electoral rolls haven't been addressed yet. The right to be on the roll is sacrosanct," he contended. "The Constitution guarantees my right to be registered as a voter," he added. To this, the apex court observed that the expansion of the number of documents by the ECI is a "voter-friendly" and not "anti-voter" exercise. In response, the apex court said that the ECI's decision to permit 11 documents as proof of identity for the latest SIR in Bihar, compared to only seven documents in the summary revision of electoral rolls carried out in Jharkhand, showed that the process was 'in fact voter-friendly.' 'They are expanding the number of documents of identity. We understand your exclusionary argument may be with regard to Aadhaar, but the expansion of documents from what was followed in a summary revision to an intensive revision is, in fact, voter-friendly and not exclusionary. It gives voters more options. From seven, there are now 11 documents,' the bench, also comprising Justice Joymalya Bagchi, observed.

Panchayat ghar, common service centres to be set up in Punjab

Agency: Fatehgarh Sahib (Punjab), Aug 13 (PTI) Chief Minister Bhagwant Mann on Wednesday virtually laid the foundation stone for the construction of 500 modern 'Panchayat Ghar' and Common Service Centres across Punjab at a cost of Rs 125 crore. Addressing a gathering here, he said a 'Panchayat Ghar' and a common service centre would be built in every village with a population of more than 2,800. The project is being started from the holy land of Fatehgarh Sahib, the chief minister said, adding a 'Panchayat Ghar' will not just be an office but a central hub for discussions and planning for village development. Mann claimed the common service centres would become the backbone of the digital revolution in villages, helping locals access various online services such as applying for government schemes, getting admission to educational institutions, and getting Aadhaar cards or passports. Recounting his government's achievements, the chief minister said 15,947 water channels have been revived across Punjab, and these have reached even the remotest villages. Unemployment is the root cause of several social problems, due to which the state government is focusing on eradicating this malady, and around 55,000 government jobs have been provided to the youth so far, Mann said. 'The jobs have been provided completely on the basis of merit and in a transparent manner." On the menace of narcotics, Mann claimed that while previous dispensations patronised the drug mafia, the AAP government has launched a crusade against this scourge. It is a matter of immense pride and satisfaction that 700 panchayats of Fatehgarh Sahib district have signed pledges to protect their villages from the scourge of drugs, he said, adding the day is not far off when, with the active support and cooperation of the people, Punjab will become a drug-free state. Taking a jibe at opposition leaders, Mann said these political parties are a divided house with every leader desperate to wrest power. 'These leaders have no vision for the state as they are only bothered about satiating their greed for power and vesting it by hook or crook," he alleged. Multiple groups in the Congress and SAD are squabbling for power so that they can 'plunder" the wealth of the state, whereas the incumbent government is honestly working for the development of the state and well-being of its people, Mann claimed. 'Due to the concerted efforts of the state government, Punjab is witnessing a paradigm shift to a progressive state from the regressive one during the previous regimes," he added.
