IMF says US tax, spending bill runs counter to deficit-cutting advice
Kozack told a regular news briefing that there was a broad consensus that the Republican bill will add to US fiscal deficits, while the US needs to start a fiscal consolidation.
"From the IMF side, we have been consistent in saying that the US will need to reduce its fiscal deficit over time to put public debt-to-GDP on a decisive downward path," Kozack said.
"Of course, the sooner that process starts to reduce the deficit, the more gradual the deficit reduction can be over time."
Kozack said that there were many policy options for the US to reduce deficits and debt, adding: "It is, of course, important to build consensus within the United States about how it will address its these chronic fiscal deficits." In recent years, the IMF has recommended that the US raise taxes, including on middle income earners, to close fiscal deficits. The Republican tax bill extends 2017 tax cuts and adds new tax breaks for many Americans.
The IMF advice is at odds with the views of US Treasury Secretary Scott Bessent, who has consistently said that he disagrees with traditional budget forecasts and believes that the so-called "One Big Beautiful Bill Act" will spur additional US economic growth that will boost revenues.
The United States is the biggest shareholder of the IMF.
Bessent, who manages the US stake, has criticized the Fund for straying too far from its core economic stability and surveillance missions.
Kozack said that the IMF was examining details of the US legislation and the likely impact on the economy, and will incorporate its analysis into the late July update of its World Economic Outlook global growth forecasts.
The forecasts also will assess the state of play on US tariffs, after President Donald Trump's July 9 deadline to subject many countries to sharply higher duties unless they agree trade deals.

Washington DC sues to block Trump's federal takeover of its police department
The nation's capital challenged President Donald Trump's takeover of its police department in court on Friday (August 15, 2025), hours after his administration stepped up its crackdown on policing by naming a federal official as the new emergency head of the department, with all the powers of a police chief. District of Columbia Attorney General Brian Schwalb said in a new lawsuit that Mr. Trump is going far beyond his power under the law. Mr. Schwalb asked a judge to find that control of the department remains in district hands. 'The administration's unlawful actions are an affront to the dignity and autonomy of the 700,000 Americans who call DC home. This is the gravest threat to Home Rule that the District has ever faced, and we are fighting to stop it," Mr. Schwalb said. The lawsuit comes after Trump Attorney General Pam Bondi said on Thursday night that Drug Enforcement Administration boss Terry Cole will assume 'powers and duties vested in the District of Columbia Chief of Police.' The Metropolitan Police Department 'must receive approval from Commissioner Cole' before issuing any orders, Ms. Bondi said. It was unclear where the move left the city's current police chief, Pamela Smith, who works for the Mayor. Washington Mayor Muriel Bowser pushed back, writing on social media that 'there is no statute that conveys the District's personnel authority to a federal official.' Chief had agreed to share immigration information Mr. Schwalb had said late on Thursday that Ms. Bondi's directive was 'unlawful,' arguing it could not be followed by the city's police force. He wrote in a memo to Smith that 'members of MPD must continue to follow your orders and not the orders of any official not appointed by the Mayor,' setting up the legal clash between the heavily Democratic district and the Republican administration. Minister for School Education Madhu Bangarappa, who is also the Minister in charge of Shivamogga district, has said that the Karnataka government will safeguard the interests of people displaced due to the Sharavathi dam project, and of the bagair hukum cultivators of the district. Speaking to reporters after hoisting the national flag in Shivamogga on the occasion of the 79th Independence Day on Friday, the Minister said that the government would not evict any cultivator. However, he admitted that in a couple of cases, the officials erred in their action with regard to clearing the encroachment. Mr. Bangarappa stated that the Congress party, before the Assembly polls, had promised the people of Shivamogga that it would resolve the issues concerning people displaced by dam projects. Since the party came to power, the government had been making efforts to fulfil its promise, which include taking the Centre into confidence and appointing an efficient advocate to present the case in the Supreme Court, he said. 'Almost 80% of the work has been completed. The farmers will get the rights over the land they have been cultivating,' he added. On the issue of improving the facilities at McGann Hospital in Shivamogga, the Minister said that he had spoken to the Ministers concerned, and appealed for additional facilities, including a trauma care centre. He said that he would make efforts to develop the hospital into a super-speciality one, as hundreds of patients from Shivamogga and neighbouring districts visit the hospital every day. Besides that, the Minister said that the government was planning to construct a district office complex close to the KSRTC bus stand in the city. The people should get access to all important offices at one place, he added. Earlier in the day, Mr. Bangarappa hoisted the national flag at Nehru Stadium. As many as 29 platoons of policemen, home guards, municipal workers, school children, and NCC cadets took part in the parade. The Minister felicitated meritorious students and achievers in different fields at the event. Students from Nandan Education Trust, Police Public School, and Ananya High School presented dance-drama shows on the occasion. Legislators S.N. Channabasappa, Dhananjaya Sarji, and Balkhees Banu; officers including Deputy Commissioner Gurudatta Hegade, Superintendent of Police G.K. Mithun Kumar, and Zilla Panchayat CEO N. Hemanth; and others were present on the occasion.
