
Bank Islam Brunei unveils development project in support of 12th National Development Plan goals
BANDAR SERI BEGAWAN: Bank Islam Brunei Darussalam Berhad (BIBD) participated in the official launch ceremony of the 12th National Development Plan (RKN12) at the Ministry of Finance and Economy.
Minister at the Prime Minister's Office and Minister of Finance and Economy II Datuk Seri Setia Dr Awang Mohd Amin Liew Abdullah was the guest of honour.
In support of the national priorities outlined in the 12th National Development Plan, BIBD showcased its BIBD Connects Temburong initiative, an infrastructure project that exemplifies the bank's commitment to equitable growth and community development across all districts.
Launched in October 2024 and expected to be completed by mid-2025, the BIBD Connects Temburong facility will serve as a central hub offering banking services, business spaces for micro, small and medium enterprises (MSMEs) and a communal venue for local events.
Designed with sustainability in mind, the multi-storey building will incorporate green technologies such as solar-powered lighting and rainwater harvesting – supporting both environmental protection and economic activity in the district.
BIBD Assistant Managing Director 1 Mohammad Yusri Wahsalfelah said, 'BIBD Connects Temburong reflects our belief that national development must be inclusive, sustainable and people-focused. This project goes beyond infrastructure, creating opportunities for local businesses and communities to grow together.
'As we support the 12th National Development Plan, we are proud to contribute meaningfully towards Brunei Vision 2035 by building resilient eco-systems in every district.'
As an Islamic financial institution that is Bruneian at Heart, BIBD's commitment to national development goes beyond the provision of financial services.

Welfare of armed forces veterans remains priority amid pension dispute
KUALA LUMPUR: Putrajaya remains committed to safeguarding the welfare of armed forces veterans who retired before Jan 1, 2013, despite the Court of Appeal's ruling on pension adjustments. Deputy Defence Minister Adly Zahari said while the case is currently before the courts, the ministry will continue to implement measures to assist both pensionable and non-pensionable veterans. "At the government level, once a matter has been brought to court, whether it involves the ministry or the government, we will abide by any decision made by the court. "While the case is still in court, we continue to consider all aspects of the welfare of our defence personnel," he said in Dewan Rakyat, today. Adly said this included extending cost-of-living aid to non-pensionable veterans, who under current regulations are not entitled to such allowances apart from their savings in the Armed Forces Fund Board (LTAT) "Although the issue of cost-of-living aid for pensionable personnel is not being deliberated in court, we decided to also extend this aid to non-pensionable personnel. "Non-pensionable veterans would normally receive nothing apart from their savings in LTAT. "However, out of goodwill, under the Madani government led by the Prime Minister (Datuk Seri Anwar Ibrahim) and the Defence Minister (Datuk Seri Mohamed Khaled Nordin), we provide them with a monthly cost-of-living allowance of RM500," he said. He said this in response to Datuk Khlir Mohd Nor (PN-Ketereh) who enquired why the ministry did not discuss the issue of pension adjustments for armed forces veterans who retired before January 2013 in the Malaysian Armed Forces Council (MAT). Adly said the ministry also provides cost-of-living aid to over 6,000 pensionable veterans, in addition to assistance for non-pensionable personnel. This includes an extra RM300 monthly for those whose pensions fall below the poverty line of RM1,198, and further support for veterans with disabled family members or school-going dependents. "Therefore, our cost-of-living assistance is not limited to non-pensionable personnel as pensionable veterans are also taken into account and we know that the most important priority is ensuring the welfare of our veterans and their families.," he said. In June this year, the Court of Appeal allowed the appeal by the government and three others to overturn a High Court ruling that had previously favoured 50 retired armed forces personnel in a pension adjustment dispute. On Feb 5 last year, the High Court ruled that all military personnel who retired before Jan 1, 2013, are entitled to have their pensions adjusted to the rates and methods applied to the retirees who retired after Jan 1, 2013. The 50 military personnel of various ranks filed an originating summons in the High Court on Nov 17, 2022, seeking a declaration that the government had violated the provisions in Federal Constitution read together with Section 187 of the MAF Act 1972 for their respective failures to implement new pension adjustments for the MAF retirees who retired before Jan 1, 2013. Lawyer Mohamed Haniff Khatri Abdulla who represented the retired personnel said he would study the court's grounds of judgment before deciding whether to bring the matter up to the Federal Court.

OCBC Al-Amin, CGC ink RM100mil portfolio guarantee-i deal
KUALA LUMPUR: OCBC Al-Amin Bank Bhd has signed a RM100 million Islamic portfolio guarantee-i (PG-i) agreement with Credit Guarantee Corporation Malaysia Bhd (CGC) to support the growth of Bumiputera and women-led enterprises. Prior to this, OCBC Al-Amin had already disbursed a total of RM268 million in PG-i schemes with CGC since 2017. The latest PG-i tranche comes without the need for collateral for up to 50 per cent of the approved financing amount. Maximum financing is RM600,000 for a tenure of up to seven years. OCBC Al-Amin chief executive officer Syed Abdull Aziz Syed Kechik said the bank will channel RM100 million in financing to foster inclusive economic growth by empowering Bumiputera and women entrepreneurs. "Through targeted financial solutions and strategic partnerships, we aim to enhance access to financing and market opportunities for SMEs led by these communities. "We look forward to nurturing sustainable business growth, driving innovation and unlocking the full potential of Malaysia's diverse business community," he said. CGC president and chief executive officer Datuk Mohd Zamree Mohd Ishak added that the partnership will create a more inclusive and resilient entrepreneurial landscape. He said the new RM100 million PG-i tranche reflects a push to channel financing where it can generate meaningful economic impact. "By focusing on Bumiputera and women-led MSMEs, we are not only addressing financing gaps but also empowering segments that are vital to Malaysia's future growth," he added. Syed Abdull Aziz added that the PG-i is available to SMEs via OCBC Al-Amin's Entrepreneur Fund-i. Malaysia's ICM hits RM2.6t, makes up 63% of total market
by AUFA MARDHIAH MALAYSIA'S Islamic capital market stood at RM2.56 trillion as at end-April 2025, representing 63% of the country's total capital market size of RM4.04 trillion. Bursa Malaysia Bhd CEO Datuk Fad'l Mohamed (picture) said the strength of Shariah investing continues to underpin Malaysia's broader market performance, with key indicators showing consistent growth. 'As at end-July, Shariah market capitalisation totalled RM1.3 trillion, accounting for 66.1% of the exchange's total market capitalisation of RM1.9 trillion,' he said. He added that Shariah-compliant securities made up RM1.6 billion, or 64.4% of the average daily trading value (ADV), of RM2.4 billion during the same period. Fad'l also noted that 860 out of 1,065 listed companies on Bursa Malaysia — or 81% — were classified as Shariah-compliant, reflecting the segment's broad and growing base. 'These are not merely statistics but a testament to the importance and continued relevance of Shariah investing in driving market participation and long-term value creation,' he said. Malaysia's Islamic capital market (ICM) has long maintained a significant presence in the financial system, contributing 63.04% to the overall capital market as at end-2024. The ICM expanded 8.5% year-on-year (YoY), growing to RM2.63 trillion by end-2024 from RM2.43 trillion in 2023. This growth was underpinned by both Shariah-compliant securities and sukuk, which recorded total market capitalisation of RM1.31 trillion and total outstanding amount of RM1.32 trillion, respectively. The number of Shariah-compliant securities rose from 811 to 822 over the same period, accounting for 79.11% of the 1,039 listed securities on Bursa Malaysia. Their market capitalisation increased by 11.71% to RM1.31 trillion or 62.96% of the total market capitalisation by end-2024. Effective April 2024, companies seeking listing on Bursa Malaysia are no longer required to submit applications to the Shariah Advisory Council SC (SAC) should they wish for their securities to be classified as Shariah compliant. Instead, the securities of companies seeking listing on the Main Market, ACE Market and LEAP Market of Bursa Malaysia will be reviewed by the SAC for the purpose of determining their Shariah status, according to information at the Securities Commission Malaysia (SC) website. The Shariah compliance review by the SAC will provide clarity and certainty to investors on the Shariah status of such securities — prior to listing on Bursa Malaysia — thus, enhancing investor confidence to invest in Shariah-compliant securities, it added.
