Madhya Pradesh bans protests, slogans in state assembly. Here's why

Hindustan Times27-07-2025
With the Madhya Pradesh Assembly set to convene on Monday, a political storm has already erupted over Speaker Narendra Tomar's new directive banning protests, slogan-shouting, and symbolic demonstrations within the legislature complex. The move is intended to maintain decorum and ensure that healthy debates take place in the Madhya Pradesh assembly.(PTI)
The move that, as per the Secretariat, aims to maintain decorum, has triggered fierce backlash from the opposition Congress, which is calling the directive "authoritarian."
"This is a murder of democracy. The government is neither allowing assembly proceedings to be broadcast live, nor permitting protests, and now even banning slogan-shouting," Leader of Opposition Umang Singhar said in a X post.
The directive, issued under Standing Order 94(2), prohibits symbolic displays, including masks, props, placards, horns, and even gestures seen as disruptive.
Move aims to curb theatrics?
In the last few sessions, Congress turned the Assembly into a dramatic platform for protest. Black masks symbolising government secrecy, fake snakes coiled around demands for jobs, skeleton costumes to decry corruption, and gold bricks waved as a critique of alleged scams — the visuals were striking and often made headlines.
A lone BAP Party MLA even staged a fast at the feet of Gandhi's statue, drawing inspiration from the Mahatma himself. But according to the new directive, all of that is now off-limits.
Assembly principal secretary A P Singh told PTI that a circular containing the standing instruction was issued about a week ago. It was intended to maintain decorum and ensure that healthy debates take place in the House and nobody gets hindered from attending the proceedings, he said.
Opposition demands accountability
LoP Singhar pointed to Article 194 of the Constitution, which guarantees state legislators the freedom to raise public concerns, speak freely in the House, and demand accountability.
"Instead of encouraging transparency, like broadcasting Assembly proceedings live, the Speaker, under the government's pressure, is now preventing legislators from even raising public issues," said Singhar.
"Article 194 of the Constitution grants special powers to legislators, allowing them to raise matters of public interest in the House, express their views, and seek answers from the government," he added.
Hemant Katare, Deputy Leader of the Opposition, went further, calling the directive "authoritarian" and a deliberate attempt to shield the BJP-led government from scrutiny.
"The government presents fabricated data in the Assembly. These new rules are a way to avoid being exposed," Katare said.
BJP's stance
BJP MLA and former Protem Speaker Rameshwar Sharma defended the order, saying the Assembly was meant for serious constitutional discussion, not for "wrestling and chaos."
He said that protests belong in places like Roshanpura or Dussehra grounds, not the Assembly. "The House is not a theatre," he added.

BJP's Dr. Vinusha Reddy was chosen as sole Indian delegate for the prestigious US leadership exchange program

Kurnool: Dr. Vinusha Reddy, BJP spokesperson from Andhra Pradesh, has been officially selected by the US Embassy in New Delhi as the only Indian delegate for the 2025 International Visitor Leadership Program (IVLP) — the US State Department's premier exchange initiative for emerging global leaders. The program, running from August 9 to August 30, will focus on the theme 'Women in Politics and Civil Society,' with participation from representatives of 20 countries including Japan, Germany, Argentina, Ukraine, South Africa, and Taiwan. During the program, Dr. Reddy and fellow delegates will travel across multiple American cities — including Washington D.C., Boston, Manchester and Concord (New Hampshire), Columbia (South Carolina), and Salt Lake City (Utah) — engaging with U.S. lawmakers, civic organizations, and women leaders. Key components of the itinerary include a leadership workshop by Gallup, a session with the Congressional Caucus for Women's Issues, and policy discussions with organizations advocating for equal pay and gender parity in political life. A medical practitioner and author, Dr. Vinusha Reddy runs a hospital in Kurnool and penned the acclaimed book 'India Before & After 2014: Why Bharat Needs BJP?' She also represented India at the 2023 BRICS Political Parties Plus Dialogue Summit in South Africa, where she played a pivotal role in drafting the summit resolution alongside BJP leader Annamalai Kuppusamy. Her IVLP selection comes as India intensifies focus on women's representation, with the central government's proposed 33% reservation for women in the 2029 Lok Sabha and assembly elections. Speaking to The Hans India ahead of her visit, Dr. Reddy expressed gratitude to the BJP and Prime Minister Narendra Modi for championing women's leadership. 'This is not just a personal honour but a recognition of the BJP's commitment to empowering new voices, especially women,' she said. With former Indian IVLP alumni including Indira Gandhi, Atal Bihari Vajpayee, Morarji Desai, and Prime Minister Modi, Dr. Reddy joins a prestigious legacy of Indian leaders contributing to global dialogue and diplomacy.

SC agrees to examine plea to repeal Bodh Gaya temple law

The Supreme Court on Monday agreed to examine a plea for repealing the Bodh Gaya Temple Act, 1949 and replacing it with a central law for the proper control, management and administration of Mahabodhi temple in Bihar. The Mahabodhi Temple Complex in Bihar's Bodh Gaya, a UNESCO World Heritage site, is one of the four holy areas related to the life of Lord Gautam Buddha. Bodh Gaya is a place where Lord Buddha is believed to have attained enlightenment. The plea, which has also challenged the validity of the 1949 Act, came up for hearing before a bench of Justices M M Sundresh and N Kotiswar Singh. The petitioner's counsel said a plea with identical prayers was pending in the apex court. The bench issued notice to the Centre and others seeking their responses on the petition and tagged it for hearing along with the pending plea. The plea has sought to declare the 1949 Act as unconstitutional alleging it was "inconsistent" with Article 13 of the Constitution. Article 13 relates to laws inconsistent with or in derogation of the fundamental rights. The petition has also sought a direction to the authorities concerned to remove encroachments made in the premises of the Bodh Gaya temple for the exclusive worship of Buddhists around the world in order to manage, control and administer the religious, faith, belief and worship in the interest of justice. On June 30, the apex court refused to entertain a separate plea challenging the vires of the 1949 Act and asked the petitioner to moved high court concerned. The 1949 Act relates to the better management of the temple. The Mahabodhi Temple Complex comprises a 50-metre high grand temple, the Vajrasana, the sacred Bodhi tree and six other sacred sites of Buddha's enlightenment, surrounded by numerous ancient votive stupas, well maintained and protected by inner, middle and outer circular boundaries. A seventh sacred place, the Lotus Pond, is located outside the enclosure to the south. Both the temple area and the Lotus Pond are surrounded by circulating passages at two or three levels, and the area of the ensemble is 5 metres below the level of the surrounding land.

Confirmed! Documents, biometric data reveal Pakistani nationality of slain Pahalgam terrorists after Op Mahadev

Pahalgam attack: Days after the three terrorists involved in the devastating Pahalgam attack were eliminated under Operation Mahadev, security agencies have gathered documents including biometric data, confirming that they were Pakistani nationals, officials said on Monday. As per the evidence collected, none of the slain terrorists were locals, confirmed officials, reported PTI. The documents collected by the security agencies which helped officials confirm the Pakistani nationality of the terrorists include: biometric records of Pakistan's National Database and Registration Authority (NADRA), voter identity slips issued by the Election Commission of Pakistan digital satellite phone data, including logs and GPS waypoints Not just the voter slips and other documents, personal items were also discovered that offered more clues to their identities — including candy wrappers from 'CandyLand' and 'ChocoMax', both popular Pakistani brands made in Karachi. Officials also said that the post-encounter investigation, including ballistics weapon-to-cartridge match and statements of two detained Kashmiri helpers, further corroborated the terrorists' involvement in the Pahalgam attack. The slain terrorists were identified as Suleman Shah alias "Faizal Jatt", an A category terrorist, mastermind and lead shooter; his close associate Abu Hamza alias 'Afghan', an A-grade commander and the second gunman; and Yasir alias 'Jibran', also an A-grade commander and the third gunman. All the three slain terrorists had their addresses in Kasur distirct's Changa Manga and Koiyan village near Rawalakot, Pakistan-occupied Kashmir (PoK). The officials said the NADRA-linked Smart-ID chips – a micro-SD recovered from a damaged sat-phone contained the NADRA biometric records (fingerprints, facial template, family tree) of all three men — traced their addresses to those regions. While speaking at the Lok Sabha last week, Home Minister Amit Shah said that Operation Mahadev involved the questioning of around 1055 individuals within a span of over three hours. "Based on the inputs gathered, composite sketches were prepared. Subsequently, on June 22, two individuals — Bashir and Parvez — were identified as those who had harboured the terrorists,' said Shah.
