Rogerstone Community Council addresses 'misrepresented' dog
This was just one of several issues the council addressed at its Annual General Meeting (AGM) at Tydu Community Hall on June 4.
South Wales Police officers attended the meeting to provide updates and discuss ongoing issues, including anti-social behaviour and drug-related concerns at Ty Du View, Tudor Crescent, and High Cross Open Space.
There are now plans to install a gate at Tudor Crescent to deter misuse by electric bike riders, with the gate intended to be compliant with disability access standards.
Other matters discussed at the AGM included the future management of community allotments.
The council is moving towards a tenant-led self-management model, and a meeting with interested tenants took place before the council's July meeting to discuss the next steps.
The council also expressed frustration at the ongoing delay in feedback from Newport City Council regarding the Local Development Plan (LDP).
Despite submitting comments more than 18 months ago on candidate sites affecting Rogerstone, no formal response has yet been received.
The council was informed that a revised timeline is pending discussions with the Welsh Government.
In other planning matters, the council voted to appeal Newport's refusal of a planning application for a gazebo at the Welfare Grounds.
The council will request that the application be reviewed at committee level rather than through delegated decision-making.
The council also began preparations for the 2025 Remembrance Sunday events, and the annual schools competition deadline was extended to allow participation from Rogerstone Primary School.
Members also discussed the continuation of the Sally Mlewa Award.
In terms of governance and financial oversight, the council approved the 2024/25 annual accounts, an annual return and internal audit report, and an annual report, which is now available on the council's website.
The council is also in discussions with Newport City Council to include Rogerstone's open spaces in the city's updated Public Spaces Protection Order, expected later in 2025.
The council agreed to add weed control at the Scout Hut to the groundsman's routine.
Co-option interviews for new councillors are planned for September following strong resident interest.
The next full meeting of the council is scheduled for Wednesday, September 3, in the council chambers at Tydu Community Hall, Welfare Grounds, Tregwilym Road, Rogerstone.
The meeting was chaired by Councillor Larcombe and was attended by members and local residents, many of whom observed following a pre-meeting session on the responsibilities of community councillors.
The meeting provided an opportunity for residents to engage with the council and discuss issues affecting the community.
The council continues to work on behalf of the residents of Rogerstone to ensure the community remains a safe and pleasant place to live.

UK government in charge of future M48 Severn Bridge upgrades
The group, set up by National Highways, has faced criticism over its lack of transparency, democratic oversight and lack of online presence. In response to Asghar's question on which democratic body oversees the group, Skates replied that the Department for Transport in the UK Government is responsible for overseeing National Highways and, by extension, the steering group. While Skates did confirm Welsh Government representation, he did not name the individual involved. The South Wales Argus can reveal that Andy Falleyn, Deputy Director and Chief Highway Engineer at the Welsh Government, sits on the group. Falleyn is a senior civil servant responsible for Wales's strategic trunk roads and motorways. The steering group was formed in late June and includes 14 members: three officials from National Highways, Welsh Government representation, officers from Monmouthshire and Gloucestershire councils, a regional council officer, a transport advocacy director, and members from business organisations. No elected councillors, MSs or MPs are currently listed as participants. Its remit includes enforcing weight restrictions on the Severn Bridge using Automatic Number Plate Recognition (ANPR) cameras. These cameras, operational since June, were only confirmed through a leaked internal slideshow. Their presence is not disclosed on official public sources. Enforcement is said to fall to Avon and Somerset Police's back-office operations, yet questions remain about whether lorry violations are being actively tracked. Plans presented by the group include short-to-medium term maintenance continuing through 2026 and longer-term interventions beginning in 2027. These include continued repair work and possible structural reinforcement of the bridge's cables. National Highways has committed to providing regular briefings to MPs and local councils. Local councillors remain concerned. Sue Riley commented that she knew only one member, Monmouthshire CEO Paul Matthews, and had no understanding of the group's remit or agenda. 'It is certainly not democratic,' she said. Steve Cocks and William Routley echoed similar unease about the growing role of unelected officials in managing vital infrastructure.

Newport operation seizes over 480,000 illegal cigarettes
The BBC report has highlighted the ongoing efforts of the Newport City Council's trading standards officers, who have been working in conjunction with law enforcement to tackle the sale of illegal tobacco and vaping products in the city. As a part of their efforts, the officers have been working with landlords to ensure that only tenants with legitimate businesses are renting their properties. Operation Firecrest, which began in October 2023, has resulted in 87 seizures of illegal tobacco and vaping products throughout the city. The seized goods include 481,790 illegal cigarettes, 26,856 illegal disposable vaping devices, and 199.05kg of illegal hand-rolled tobacco, which is equivalent to 199,050 cigarettes. In total, the seized items are equivalent to approximately six million cigarettes, with an estimated value of around £1.85 million. The BBC accompanied the team as they carried out their work in various parts of the city, including a shopping district where five premises were previously selling illegal tobacco and vapes. All of these premises were taken to court, where magistrates issued closure orders. Two of the premises have changed their use, one is currently vacant, and another was recently closed down. A fifth has reopened, but is now believed to be trading lawfully. As part of another operation in 2023, a network of illegal tobacco sellers in Commercial Street was identified. This led to the removal of a significant amount of products from sale, and a residential address was raided where cannabis and cash were found. Five shops were subject to closure orders, and three individuals were charged with fraudulent trading, to which they later pleaded guilty. Councillor Mark Spencer, Newport City Council's cabinet member for communities and sport, said: "The illegal trade of tobacco and vapes is harmful to our residents and those communities where it is taking place. "We will not tolerate it in our neighbourhoods or our city. "I would like to thank our trading standards officers for their continued fight against these criminals and the partners they work with including the police and National Trading Standards. "Closure orders can only be for a limited period which is why the officers have been working with landlords. "We are grateful to those who have taken their advice in relation to the type of tenants they have and urge others to be vigilant. "We would welcome changes in the legislation which would strengthen the action that can be taken against those involved in the illegal trade and the premises they operate from."

Chancellor Visits Port Talbot to Outline Plans for £143m Funding to Secure Coal Tips
Chancellor Rachel Reeves is set to use a visit to Port Talbot to outline how £143 million of UK Government funding will secure more than 130 disused coal tips in Wales. Disused coal tips present severe risks from landslides or flooding. Last November, a disused coal tip in Cwmtillery, Blaenau Gwent, partially collapsed, forcing around 40 homes and families to be evacuated. The £118 million provided at the Spending Review by the Chancellor comes in addition to £25 million from last year's Autumn Budget, amounting to £143 million to deliver funding to protect existing homes whilst enabling new areas of land to be secured for future house building by the Welsh Government. When combined with funding from the Welsh Government, £220 million has now been earmarked to make coal tips in Wales safe. These areas previously may not have been in scope for new homes due to the presence of these coal tips but by securing tips and minimising the risk of their collapse, new homes could now be built. Chancellor of the Exchequer Rachel Reeves said: 'I know the scars that coal tip disasters have left on Welsh communities. This £143 million investment will protect families and communities from the risks posed by disused coal tips, whilst opening up sites to build new homes for hard-working Welsh families. 'These sites need to be safe, and this funding demonstrates how we are delivering our Plan for Change, putting the safety of working people first and supporting economic growth.' Welsh Secretary Jo Stevens said: 'Ensuring coal tips across Wales remain safe is of the utmost importance. We want to ensure that communities who are close to coal tips can be confident that their homes and businesses are properly protected. 'This £118 million is in addition to £25 million which has already been provided by the UK Government and is an example of how two governments working in partnership are delivering for the people of Wales.' Welsh Government Finance Secretary Mark Drakeford said: 'We welcome the extra investment from the UK Government for this vital work to protect communities living with the legacy of our industrial past. This builds upon previous years of Welsh Government funding and brings combined Welsh and UK Government funding to £220 million. We have long made the case for fair funding to address the impact of coal tips, protect homes, businesses and create new economic opportunities.'
