MC apathy turns prime Panchkula sectors into dumping grounds

Reckless dumping of garbage on roadsides and in public spaces has made life deplorable even in the poshest sectors of Panchkula, where residents say they are being forced to live amid filth despite spending crores to settle here. Residents complain that illegal dumping sites have cropped up across almost every sector, be it markets or residential streets, making for a depressing sight every time they step out.
The civic apathy is also reflected in Panchkula's sliding standing in the annual Swachh Survekshan rankings.
On the one hand, MC is planning to implement cleanliness models of Indore and other top-performing urban cities in the country to improve its cleanliness rankings, on the other hand it continues to turn a blind eye to the stinking mess right under its nose.
Residents say they have flooded the MC's WhatsApp helpline with complaints, photos and location. But in most cases there is no action. Monsoon is only compounding their misery, as the garbage, growing in size and stench, gets scattered further, blocking drains and exacerbating health concerns.
Garbage piles are new landmarks across Panchkula, with areas like Sectors 3, 12, 12-A, 15, 16, 17, 20, Haripur village, Mansa Devi temple road and Industrial Area, Phase 1, the worst hit.
SK Nayar, president of the Citizens' Welfare Association, warned that during rains, garbage clogs drains, causing waterlogging, while also becoming a breeding ground for mosquitoes and germs that spread diseases like dengue, malaria and typhoid.
Mohit Gupta, a resident of Sector 25, said many households and markets employed private garbage collectors, who dumped waste at random locations, where it remained for days. 'Their lack of civic sense is making life miserable for others,' he added.
He complained that even designated dumping spots, once covered with tin sheets, were not properly maintained, allowing waste to spill onto roads.
In the trans-Ghaggar area, waste from a weekly vegetable market near the Sector 25/26 dividing road lies uncleared for days, with nearby colonies adding to the pile. ITBP jawans training in the area also face foul smells daily.
Mayor Kulbhushan Goyal assured relief soon, sharing that MC was planning a month-long Swachhta Abhiyan, wherein all wards will be provided additional manpower and machinery to clear garbage and horticultural waste.
'The campaign will focus on the collection of household and horticultural waste. A tender, valued at approximately ₹42 lakh, has been floated,' he added.

Panchkula : In what will prolong the inconvenience for residents, the Panchkula municipal corporation is going to miss its Aug 31 deadline for clearing the legacy waste from the dumping ground in Sector 23. Dec is the new deadline for the bioremediation of the entire waste. A fresh tender to clear 1.70 lakh tonnes of waste was allotted to an agency. Work started this April with Rs 11.50 crore. However, officials told TOI that 1.25 lakh metric tonnes of garbage is yet to be lifted. The project entailed clearing the site of waste accumulated over the past 15 years. "The pace of work slowed down due to the rains. Little progress could be made. Wet garbage does not get bioremediated and gets stuck in the machine, so it will not get completed by Aug 31. We will clear it by Dec," said an MC official. It must be recalled that the city scored 99% in the category of remediation of dumpsites during the recent Swachh Survekshan. The official credited it to the removal of garbage from a dumping ground in Jhuriwala, followed by a huge pile of dump from Sector 23. The second phase work was also assigned to the existing contractor. The issue of the dumping ground has remained a significant political flashpoint, particularly during the last Lok Sabha and assembly elections. Frustrated with alleged govt apathy and years of neglect, residents launched major protests, demanding a permanent solution. The area surrounding the dumping ground in Sector 23 reeks of an unbearable, foul stench, making it very difficult for residents to keep their doors and windows open to let the air in. The area is frequented by stray cattle, dogs, and other animals and insects. It presents a poor picture of the city, which got its worst-ever national ranking of 219 in the Swachh Survekshan in the segment of cities with a 50,000 to 3 lakh population. Chandigarh: As people settled, expanded and thrived in Chandigarh over the decades, so did dogs. With time, humans and dogs not only formed a solid bond but also frequently got on each other's wrong side — resulting in dogbite cases. In 2019, 13,000 dogbite cases were reported in the city, which increased to more than 40,000 in 2024. By the end of July this year, dog bite cases stood at 23,000. Strangely though, increase in the number of dogbite cases is accompanied by decrease in the number of stray dogs. According to the 2018 census conducted by the UT animal husbandry department, the stray dog population at the time was nearly 13,000 (12,922). While official figures for the latest census (2024-2025), completed earlier this year, are yet to be made public, UT officials peg the dog population at around 9,500. As per an MC survey conducted in 2023 on the directions of the Punjab and Haryana high court, the population of stray dogs stood at 9,500. Over the last 10 years (2015-2025), the MC claims to have sterilised nearly 31,000 stray dogs in the city. That raises difficult questions for residents and authorities, who are divided on how to deal with the problem. On the other hand, there are some who believe that dogs are too dangerous to be let loose. Pankaj Gupta, chief spokesman, FOSWAC, advocates implementation of the Supreme Court judgement on Delhi in Chandigarh as well. "Stray dogs have made city residents' lives a living hell. The situation is very dangerous, especially for the elderly and children. Packs of six to 10 dogs roam the streets and attack people," he asserted. Personal views on the subject apart, the issue of finances and logistics remains. "Feeding 9,000 stray dogs in a shelter could cost anywhere between Rs 10 lakh to Rs 30 lakh per day, depending on the quality of feed. Besides, a large chunk of land will be required. Sterilisation has helped reduce the stray dog population in the city," an MC official said. The Animal Birth Control (ABC) centre in Raipur Kalan can only handle 310 dogs at a time. As for dog bite cases, canines of City Beautiful cannot be held solely responsible, the official pointed out. Berhampur: The Berhampur Municipal Corporation (BeMC) has launched a week-long mass cleanliness-cum-sanitation drive under the 'Har Ghar Tiranga, Har Ghar Swachhata' campaign. The drive, which started on Aug 9 and will continue until Aug 14, will be conducted at vulnerable garbage points covering all 42 wards. A toilet cleanliness drive was also conducted in Golapalli Sahi and Mango Market on Monday. "Our aim is to make the drive a mass movement with the involvement of people," said Kalyani Sanghamitra, BeMC deputy commissioner (sanitation). Besides focusing on cleanliness, the civic body also conducted different competitions among school and college students, and members of women self-help groups (SHGs) based on the theme of 'Independence Day'. "A 'jhoti' competition on Har Ghar Tiranga was held among the SHG members, where they showcased their artistic skills," she said. The Har Ghar Swachhata campaign assumed significance, particularly in Berhampur, as its ranking in Swachh Survekshan 2024-25 dropped to 75 and 64 at the national and state levels, respectively. Sanghamitra Dalei, mayor of BeMC, said they would try to retain their earlier position in the cleanliness survey in the coming years and sought the cooperation of the people. The Gajapati administration has decided to distribute around 1 lakh national flags as part of the 'Har Ghar Tiranga' campaign. "We have provided the flags to block development officers. They will distribute them through the SHG members," said Timan Bara, district project officer, Odisha Livelihood Mission (OLM). The distribution will begin on Wednesday.
