Parties in PA yet to deliver on promises
Parliamentary analysts claim that despite receiving salaries and benefits, public representatives in the Sindh Assembly are not playing an active role in solving public problems. Instead, analysts are of the opinion that the government and the opposition will have to play a comprehensive and coordinated role in solving public problems, instead of blaming each other.
Express compiled a report on the manifestos of political parties and the performance of members of the Sindh Assembly. Dr Nasreen Aslam Shah, a former professor of the Department of Social Work at the University of Karachi, said that political parties present their manifestos in every general election, and those held on February 8, 2024, saw the PML-N and its allied parties forming the government at the center, the PPP forming the provincial government in Sindh, and the people electing members of the Sindh Assembly with their votes. However, if the manifestos of the members of the Sindh Assembly and parliamentary parties are reviewed in general, most political analysts believe that the people will not be satisfied with their performance.
Dr Shah stated that the members of the Sindh Assembly belonging to the opposition need to raise a unified voice in the assembly to solve public problems because they can convey the voice of the people to the rulers, while the members of the ruling party should also further strengthen their role in this regard, as the people are not interested in politics but in solving their problems. Hence, the PPP will have to take more steps to fulfill its promises, while the opposition needs to be more politically active to solve public problems.
According to the Sindh Assembly website, the total number of members is 168, including 117 from the PPP, 37 from the MQM-P, 9 independent members supported by the PTI and one member from JI. The number of members supported by the PTI is likely to increase due to the change in reserved seats after the Supreme Court's decision. Further, assembly members receive a monthly salary of Rs153,000 including allowances, while a daily travel allowance of Rs2,000 is also given during the session. The total annual salary expenditure is Rs300 million. However, according to analysts, the salaries of members of the Sindh Assembly remain lower than those of other provinces.
Further, senior journalist and parliamentary analyst, Muniruddin, said that the manifesto of parliamentary parties remained of utmost importance in past elections as the election campaign was run on the basis of this manifesto, but the manifesto had become a mere ritual in the general elections held from 2008 to 2024. The election campaign in 2024 was not based on the manifesto but on accusations.

LJCP reaffirms commitment to equitable justice system
ISLAMABAD: The Law and Justice Commission of Pakistan (LJCP) reaffirmed its commitment to realising an accessible and equitable justice system for all citizens. The LJCP meeting, held at the Supreme Court on Monday was chaired by Chief Justice of Pakistan/ Chairman, LJCP Yahya Afridi. It emphasised the commission's unwavering dedication to judicial excellence and the establishment of a fair and just society in Pakistan. The commission reviewed the implementation status of its previous decisions taken in the 44th meeting, particularly the progress made by the Advisory Committee for law reforms comprising secretary Ministry of Law and Justice and eminent lawyers. The committee acknowledged the need and significance of reforms in family laws and the Code of Criminal Procedure, 1898. The commission applauded the commendable job done by the committee and hoped that in consultation with relevant stakeholders the committee will suggest viable recommendations for improving the service delivery of justice system with regard to family dispute and criminal matters. The commission approved the Annual Accounts of the Access to Justice Development Fund for FY 2024-25, and constituted a Committee to review the LJCP Employees Service Rules of 1992 and suggest reforms to enhance administrative efficiency and enable performance management. Meanwhile, the Governing Body meeting of the Access to Justice Development Fund (AJDF) on Monday was held at the Supreme Court under the chairmanship of the Chief Justice of Pakistan/ Chairman, LJCP. The governing body extended its deepest gratitude to the federal government for a grant of Rs2 billion to the fund. This landmark contribution will be utilised for advancing women-centric facilities in courts, solarisation of judicial complexes, provision of clean drinking water and establishment of e-libraries in courts across the country with special focus on underdeveloped and remote districts, ensuring broader access and inclusivity. In a unanimous decision, the forum verified annual accounts of the Fund for the year 2024-25 and approved significant projects and financial allocations aimed at strengthening justice sector across the country by focusing litigant's facilities. The governing body approved projects of the High Court of Sindh and High Court of Balochistan amounting to Rs631.579 million, with emphasis on establishing Women-centric facilities within court premises. This will provide a safe, accessible, and inclusive environment for female litigants. Approval was granted for projects of the Sindh, Lahore, Balochistan, and Peshawar High Courts under the Underdeveloped Regions (UDR) Window amounting to Rs317 million. These projects include the solarisation of courts to ensure uninterrupted power supply and the establishment of modern e-libraries in remote and underdeveloped districts. The governing body also sanctioned various training programmes for the federal and provincial judicial academies. In addition, standard operating procedures (SOPs) were approved to streamline the provision of free legal aid to deserving litigants, particularly for cases pending before the Supreme Court and High Courts. The forum approved proposed amendments to the AJDF Rules aimed at broadening the scope of the Judicial and Research Window and enhancing the overall effectiveness of the Fund. The chair appreciated the valuable input of the participants and reaffirmed the commitment of the judiciary to ensure that the resources of the fund are utilised for sustainable, inclusive, and accessible justice delivery across the country. Flood warning systems: PTI accuses govt of wasting $188m in World Bank funding
ISLAMABAD: Senior Pakistan Tehreek-e-Insaf (PTI) leader and former National Assembly speaker Asad Qaiser on Monday accused the federal government of wasting $188 million in World Bank funding intended to upgrade Pakistan's flood warning systems in the aftermath of the devastating 2022 floods. The funds were allocated under the Integrated Flood Resilience and Adaptation Project (IFRAP), a World Bank-backed initiative aimed at modernising the country's flood forecasting capabilities, including the installation of advanced radar systems to provide early warnings to at-risk communities. Nearly three years later, however, little progress has been made. 'These radar systems were supposed to revolutionise our meteorological infrastructure and save lives,' Qaiser said. 'But the government hasn't even completed the tendering process. This delay has directly affected our ability to warn communities during the recent monsoon floods.' The 2022 floods – among the worst in history of the country – killed over 1,700 people, displaced millions, and caused an estimated $30 billion in damage. In the aftermath, international lenders pledged significant support, but critics say poor coordination and bureaucratic gridlock have stalled critical recovery efforts. Officials familiar with the project cite a lack of coordination between the Pakistan Meteorological Department (PMD) and the Ministry of Planning and Development, headed by Ahsan Iqbal, as a major cause of the delays. Qaiser said he plans to raise the issue in parliament and directly with the World Bank, criticising what he called a 'troubling silence' from both the lender and the government. 'Implementation has stalled, and the World Bank has yet to publicly respond to the government's failure to deliver on its loan commitments,' he said. Prime Minister Shehbaz Sharif has yet to comment publicly on the issue, despite ongoing flooding across rural areas – including last week's flash floods in Khyber Pakhtunkhwa, Gilgit-Baltistan, and Azad Kashmir, which claimed more than 650 lives. 'This is not just a natural disaster – it's a governance failure,' said a senior Planning Ministry official familiar with the project. While the National Disaster Management Authority (NDMA) has launched Pakistan's first weather satellite and partnered with private weather firms, experts warn that without a functioning radar network, such efforts are insufficient. As the current monsoon season causes further destruction, pressure is mounting on the government – and its international partners – to act on the pledges made after the 2022 crisis. Court seeks arguments on bail pleas of 23 PTI workers
ISLAMABAD: A local court on Monday sought arguments on bail applications of 23 Pakistan Tehreek-e-Insaf (PTI) workers in a case registered against them in connection with the violation of Section 144 on August 15. Duty judge Rizwan Uddin, while hearing the case, sought arguments on PTI's workers' bail pleas today (Tuesday) in a case registered against them at Industrial Area Police Station under different sections of the Peaceful Assembly and Public Order (PAPO) Act and Section 144. The same court in another case registered against 40 PTI workers at Margalla police station issued notices to defence and prosecution for the submission of arguments on the bail applications.
