DUTA writes to Murmu, calls for review of UG curriculum framework

The Delhi University Teachers' Association (DUTA) on Monday submitted a petition to President Droupadi Murmu, calling for the withdrawal of the draft University Grants Commission (UGC) guidelines on faculty appointments and seeking a 'comprehensive review of the UGCF (Undergraduate Curriculum Framework) model with full stakeholder consultation'.
The UGCF is the structure aligned with the National Education Policy (NEP) 2020, under which Delhi University has implemented the Four-Year Undergraduate Programme (FYUP), whose first batch will enter its final year in July. Several students from the batch have already dropped out citing a lack of infrastructure and unclear prospects.
'Flawed implementation of FYUP'
DUTA remarked upon the 'flawed implementation' of the FYUP and said that it is being implemented without a 'comprehensive assessment of its feasibility or impact.'
The teachers' body chief, A.K. Bhagi of the RSS-affiliated National Democratic Teachers' Front, said the reduced credit for core subjects under UGCF has led to a 'dilution of academic depth'. He added that faculty members are being 'increasingly overburdened' due to growing teaching and administrative responsibilities, with no corresponding recruitment or infrastructural expansion in sight.
DUTA 'rejected' the draft regulations, saying, 'Since the UGC Pay Review Committee has not been set up, there's no need for the draft regulations at the moment.' Nearly 2,000 faculty members have endorsed the petition.
The draft UGC regulations, announced by Union Education Minister Dharmendra Pradhan in January, aim to transform the process of recruiting and promoting faculty members across higher education institutions.

Prime Minister Narendra Modi on Thursday sought the UK's cooperation to bring to justice economic offenders and fugitives from India who are currently living in England. India and the UK also agreed to ramp up joint efforts against organised crime, serious fraud, and illegal migration with a new framework signed between the Central Bureau of Investigation (CBI) and the National Crime Agency (NCA) of the UK. On the matter of extradition of economic offenders, 'our agencies' will continue to work together in close coordination and cooperation, Modi said at a joint press briefing with his UK counterpart Keir Starmer in London. The agreement seeks to increase cooperation in tackling corruption, serious fraud, organised crime, and irregular migration through enhanced intelligence-sharing and operational collaboration. Economic offenders such as Nirav Modi, Lalit Modi and Vijay Mallya are currently fugitives in the UK. On Tuesday, India's Foreign Secretary Vikram Misri had said that New Delhi has continued to make the case for some of the fugitives to be rendered to India. 'Obviously, there is a legal process that such requests and such issues go through in the other country, and we continue to follow up very closely with our partners in the UK on these matters,' Misri had said. Earlier, Modi and Starmer had a one-on-one meeting as well as delegation-level talks at the UK PM's country residence at Chequers in Buckinghamshire. The talks lasted three hours. Apart from the signing of the India-UK Comprehensive Economic and Trade Agreement (CETA), the two sides agreed to negotiate a Double Contribution Convention, which will come into effect along with the CETA. The Convention will facilitate professionals and the service industry in both countries by promoting competitiveness and reducing the cost of doing business for commercial entities, Misri said at a press briefing in London. The two leaders called for accelerated implementation of the Technology and Security Initiative (TSI), which focuses on telecom, critical minerals, artificial intelligence (AI), biotechnology and health technology, semiconductors, advanced materials, and quantum. The TSI completed one year on Thursday. Modi and Starmer noted that five more UK universities were working to open campuses in India under the New Education Policy (NEP). Southampton University opened its campus in Gurugram on June 16, the first foreign university to open its campus in India under the NEP. Referring to the India-England test cricket series, Modi said: 'I would be remiss not to mention cricket when India and the UK are coming together, especially during a Test series.' He said that for both India and England, cricket is not just a game but a passion, and also a 'great metaphor for our partnership'. 'There may be a swing and a miss at times. But we always play with a straight bat. We are committed to building a high-scoring solid partnership,' he said in the context of the India-UK Vision 2035 document and other agreements signed on Thursday. On the TSI, the two sides have in the past year, since it was inked, completed several initiatives, including the successful first phase of the world's first UK-India Critical Minerals Supply Chain Observatory. Phase-II, supported by £1.8 million of new funding, will deliver the world's largest digital data infrastructure on the critical minerals value chain, and establish a new satellite campus at the Indian School of Mines in Dhanbad. The future agenda includes establishing a UK-India Critical Minerals Guild to transform financing standards and innovation.

Union Law Minister Arjun Ram Meghwal acknowledged in the Rajya Sabha Thursday that 'certain groups' were advocating for the removal of the words 'socialist' and 'secular' from the Preamble to the Constitution, but said that the government did not have any current plan or intention to do so. In a written reply to a question raised by Samajwadi Party MP Ramji Lal Suman, the minister said: 'The Indian government has not formally initiated any legal or constitutional process to remove the words 'socialist' and 'secular' from the Preamble of the Constitution. While there may be discussions or debates in certain public or political circles, no formal decision or proposal has been announced by the government regarding amendments to these terms.' The minister's statement comes a month after RSS general secretary Dattatreya Hosabale said at an event that a discussion was merited on the words 'socialist' and 'secular', which were added to the Preamble during the Emergency. SP MP Suman had sought Meghwal's response on whether 'office-bearers of some social organisations' were creating an 'atmosphere' for the removal of the two words from the Preamble. Making a distinction between the call by the RSS leader and the government's position, Meghwal said: 'Regarding the atmosphere created by office-bearers of some social organisations, it is possible that certain groups are expressing opinions or advocating for reconsideration of these words. Such activities can create a public discourse or atmosphere around the issue, but this does not necessarily reflect the official stance or actions of the government.' The minister also cited a Supreme Court decision in November 2024 in Dr Balram Singh and others Vs Union of India, in which the court dismissed petitions challenging the 42nd Constitutional amendment. 'The court clarified that 'socialism' in the Indian context signifies a welfare state and does not impede private sector growth, while 'secularism' is integral to the Constitution's basic structure,' Meghwal said. Asked about the government's stand on the issue, the minister said: 'The government's official stand is that there is no current plan or intention to reconsider or remove the words 'socialism' and 'secularism' from the Preamble of the Constitution. Any discussions regarding amendments to the Preamble would require thorough deliberation and broad consensus, but as of now, the government has not initiated any formal process to change these provisions.' Though it was a starred question and Meghwal was present in the Upper House, it was not taken up as the proceedings were adjourned due to disruptions when Question Hour began. On June 26, Hosabale, while speaking at the launch of a book on the 50th anniversary of the Emergency imposed by the Indira Gandhi government in 1975, called on the Congress to apologise for the Emergency and asserted that there should be a discussion on removing the words 'socialist' and 'secular' added to the Preamble through the 42nd amendment in 1976. 'No attempt was made to remove them (socialist and secular) later. So, there should be a discussion on whether they should remain. I say this in a building (Ambedkar International Centre) named after Babasaheb Ambedkar, whose Constitution did not have these words in the Preamble,' he said at the event. A.P. Cabinet approves ₹80,000 crore investment proposals

Proposals involving over ₹80,000 crore worth of investments were ratified, with the potential to generate more than 1.5 lakh new jobs across sectors, in a landmark e-Cabinet meeting chaired by Andhra Pradesh Chief Minister N. Chandrababu Naidu at the State Secretariat here on Thursday. The State government approved a series of investment, infrastructure, and policy decisions aimed at rapid industrial growth and inclusive development, informed Kolusu Parthasarathy, Minister for Information & Public Relations, at a press conference after the Cabinet meeting. He said that the resolutions reflected the coalition government's dual commitment to welfare and development, laying strong policy foundations for the State's economic future. Electronic Components Policy A major highlight was the approval of the Andhra Pradesh Electronic Components Manufacturing Policy 4.0 (2025–30), which aims to attract significant domestic and global investments in the electronics ecosystem. The State will offer a host of incentives including upfront and matching subsidies, interim support, and plug-and-play manufacturing facilities in identified zones such as Sri City, Orvakal, Kopparthi, and Hindupur. Land allotments Several land allotments and incentive packages were cleared for IT and infrastructure development in Visakhapatnam. These include: 0.45 acres to Phenom People Pvt. Ltd. for an IT campus at Rushikonda with ₹207 crore investment and 2,500 job potential, 3.6 acres to Sify Infinit Spaces Ltd. at Madhurawada and 50 acres at Paradesipalem for a ₹16,466 crore project, employing 600, an extent of 30 acres to Sattva Developers Pvt. Ltd. for a ₹1,500 crore IT park to create 25,000 jobs, 10.29 acres to ANSR Global Corporation Pvt. Ltd. for a ₹1,000 crore campus promising 10,000 jobs, and 30 acres to BVM Energy and Residency Pvt. Ltd. for a ₹1,250 crore project generating 15,000 jobs. Land Regularisation Scheme The Cabinet also approved amendments to the Land Regularisation Scheme (LRS-2020) and sanctioned further land pooling up to 1,941 acres in Anakapalli and across the Visakhapatnam-Vizianagaram-Anakapalli region under the 2016 land pooling regulations. Water infrastructure and septage management projects under AIIB funding were also cleared. Several key industrial investment proposals were ratified, including those from Sreeja Mahila Producer Company Ltd., JSW AP Steel Ltd., Greenlam Ltd., Axxelent Pharma Science Pvt. Ltd., Agastya Energy Industries Private Limited (AEIPL), Renew Photovoltaics, Laurus Labs, and Ace International. Power projects Energy sector decisions involved approvals for biogas, solar, wind, and pumped storage power projects, including cancellations of delayed ones and project reallocations. In a notable green energy push, the Cabinet cleared the Amaravati Green Hydrogen Valley declaration. In Kadapa district, JSW Neo Energy Ltd. received the approval to shift 400 MW of its sanctioned solar capacity to Sunnapuralapalle and nearby villages. Urban development gained momentum with approvals for Phase-1 of metro rail projects in Visakhapatnam worth ₹11,498 crore and Vijayawada amounting to ₹10,118 crore, with tenders for 40% of the project cost set to be floated.
