How small businesses are navigating rising uncertainty in 2025
Small businesses make up nearly half of all private-sector jobs in the U.S. They help drive local economies, spark innovation, and keep communities running. Because of their impact, their mood often reflects bigger shifts in the economy.
Right now, that mood isn't great. The NFIB Small Business Optimism Index has consistently dropped from January to April 2025. Rising labor costs, persistent inflation, and tighter access to credit are creating major planning challenges for many small business owners.
To understand how small businesses are responding to these challenges, Gateway Commercial Finance, an invoice factoring company, analyzed the latest data from the National Federation of Independent Business (NFIB), the U.S. Bureau of Labor Statistics (BLS), and the Fed Small Business Credit Survey. This study highlights key trends in small business optimism, hiring, and financial health.
The mood on Main Street: Optimism and uncertainty
In March 2025, the NFIB Small Business Optimism Index dropped 3.3 points to 97.4. This is the sharpest monthly decline the index has seen since June 2022, bringing it below its historical 51-year average of 98. It fell another 1.6 points in April 2025, marking the fourth consecutive monthly dip. The downturn was driven primarily by weakened expectations for future business conditions and unfilled job openings.
Business owners are less certain about what will happen next. In February 2025, the NFIB Uncertainty Index jumped to 104, its second-highest level in more than 50 years. This kind of uncertainty makes planning tough. Many small businesses are slowing down decisions about hiring, spending, and growth. When the future looks shaky, most choose to wait things out.
Labor market pressures: Hiring, quits, and layoffs
According to the BLS Job Openings and Labor Turnover Survey, staffing trends at small businesses (10 to 49 employees) have shifted in early 2025. Small business owners are treading carefully when it comes to growing their teams, but that doesn't mean hiring has stopped. Some are bringing on new people and finding ways to adapt in a shifting labor market.

Job openings are down. Some employers could be holding off on creating new positions while they wait for more economic clarity.Hiring is steady. Small business financial health and credit access
Financial health is still a weak spot for many small businesses. Fewer are reporting revenue or job growth, based on the most recent Fed Small Business Credit Survey. These numbers haven't bounced back to where they were before the COVID-19 pandemic.
Access to credit isn't helping much either. While the share of businesses applying for new credit has returned to pre-2020 levels, approval rates have slipped. Before the pandemic, 62% of applicants received full approval for financing; that figure now sits at just 52%. This drop in access to capital may further constrain investment, hiring, and long-term planning for many small businesses.
Navigating uncertainty with cautious resilience
Small businesses continue to be an important part of the U.S. economy, but many are moving carefully as uncertainty persists. With optimism declining, hiring trends shifting, and credit access tightening, owners are prioritizing stability over aggressive growth. The latest data points to a period of adjustment-not acceleration, but not retreat either. How small businesses respond in the months ahead will help shape the bigger economic picture.
Methodology
For this study, we leveraged the April 2025 NFIB Small Business Economic Trends report, the U.S. Bureau of Labor Statistics' JOLTS Estimates, and the annual Fed Small Business Credit Survey to understand small business optimism and uncertainty, job openings, hiring, turnover, and employment and revenue growth.

GoPro Stock Is on the Move After Earnings. Here's Why.
Key Points GoPro posted another decline in revenue, and extended its streak of bottom-line losses. The company is struggling with the "yesterday's news" aspect of its hardware products. 10 stocks we like better than GoPro › GoPro (NASDAQ: GPRO), one of a clutch of 2025-edition meme stocks that surged in price earlier this summer, hasn't been going very far this week. On Monday evening, the company published its latest quarterly earnings report, and this sapped any energy left in that meme rally. The following day, the stock suffered a nearly 4% decline, and in reading that earnings report, we can see why. A fuzzy picture Firstly, in line with several previous quarters, GoPro again reported a significant decrease in revenue. Its top line eroded by 18% year-over-year to land at $153 million. That was due largely to sales of its core product, action cameras, sliding by 23% to roughly 500,000 units. Subscription and service revenue, a relatively small but critical contributor to the top line, went sideways at $26 million. On a brighter note, GoPro managed to trim its net loss under both GAAP and non-GAAP (adjusted) standards. The adjusted net shortfall was $12 million, or $0.08 per share, exactly two-thirds narrower than the $36 million loss in the year-ago period. Yet it remained stubbornly in the red on the bottom line. Despite the rather negative investor reaction, GoPro actually posted a mixed quarter with those headline figures. After all, it beat the consensus analyst estimate for revenue (of just over $146 million), although it slightly missed for adjusted net loss ($0.07). But as any seasoned investor is aware, the law of gravity frequently applies with stocks. What comes up must come down, and for a stock that flies high -- like GoPro did when it was tagged with emotion-driven meme stock status in mid-July -- the fall to earth can be sharp and sudden. GoPro's decline hasn't (yet) been steep and it's still up 20% year to date; likely the revenue beat and only slight bottom-line miss have something to do with that. The trend isn't a friend But since I'm a fundamentals-focused investor and analyst, I think it's important to tease out the dynamics behind GoPro's numbers. It wasn't so long ago that the company's innovative adventure cameras were all the rage, propelling the stock's popularity. Before the COVID pandemic, people were getting out into the world, and social media sites like Meta Platforms' Instagram offered suitable venues for broadcasting footage of mountain bike rides, ski runs, exploratory walks in foreign cities, etc. What happened to reverse that trend? In a word, smartphones. The world is now packed full of these devices, which are affordable to folks of even modest means. Wrap a smartphone in a reasonably tough, weatherproof case -- which isn't a considerable investment these days -- secure it somehow to your person, and instantly you have an action camera to document that cool axe-throwing session or bungee jump. Across its history, GoPro's cameras have won praise for their utility, ruggedness, and the quality of their output. Yet it's hard to justify spending, say, $360 for a HERO13 (without accessories) when that ever-convenient iPhone can deliver results that at least approach what you'd get from the GoPro. Plus, in this cluttered modern life of ours, who needs yet another device or subscription service? Artificial hopes? In my view, management has been doing what it can to get the growth train running. Years ago it did a fine job establishing that subscription and service revenue stream, which is holding steady (and producing plenty of the green stuff with that $26 million quarterly figure). More recently, just after the meme stock rally in the company began, it announced an opt-in artificial intelligence (AI) training program. In it, U.S. subscribers to GoPro services can volunteer to make their content available for AI developers to build and enhance their models. The company said it will share 50% of the license fees generated by such efforts, meaning it's in front of a new revenue source. Yet as exciting and high-potential as AI is, I doubt this and any other valiant revenue-boosting effort will turn around GoPro's fortunes. Dedicated action cameras are looking like the hot technology of the past, and since the company is still centered on this hardware, I think more declines are on the way -- ditto for those red bottom-line numbers. US Apartment Building Permits Fall 23 Percent From Pandemic Boom
Redfin reported on Aug. 15 that building permits for apartment construction in the United States declined by 23.1 percent since the COVID-19 pandemic period, ranging from 2020 to 2023. Using data from the Census Bureau, Redfin's analysis shows that developers across the United States had previously obtained permits to build an average of 12.8 multi-family housing units for every 10,000 people over the past year (between July 2024 and June 2025). That number represents a drop from the average 16.7 units per 10,000 reported during the pandemic period.

FACT FOCUS: No, taxpayers will not receive new stimulus checks this summer
Don't splurge just yet. Rumors spread online Friday that the U.S. government will soon be issuing stimulus checks to taxpayers in certain income brackets. But Congress has not passed legislation to authorize such payments, and, according to the IRS, no new stimulus checks will be distributed in the coming weeks. Here's a closer look at the facts. CLAIM: The Internal Revenue Service and the Treasury Department have approved $1,390 stimulus checks that will be distributed to low- and middle-income taxpayers by the end of the summer. THE FACTS: This is false. Taxpayers will not receive new stimulus checks of any amount this summer, an IRS official said. Stimulus checks, also known as economic impact payments, are authorized by Congress through legislation and distributed by the Treasury Department. Republican Sen. Josh Hawley of Missouri last month introduced a bill that would send tax rebates to qualified taxpayers using revenue from tariffs instituted by President Donald Trump. Hawley's bill has not passed the Senate or the House. The IRS announced early this year that it would distribute about $2.4 billion to taxpayers who failed to claim on their 2021 tax returns a Recovery Rebate Credit — a refundable credit for individuals who did not receive one or more COVID-19 stimulus checks. The maximum amount was $1,400 per individual. Those who hadn't already filed their 2021 tax return would have needed to file it by April 15 to claim the credit. The IRS official said there is no new credit that taxpayers can claim. Past stimulus checks have been authorized through legislation passed by Congress. For example, payments during the coronavirus pandemic were made by possible by three bills: the Coronavirus Aid, Relief and Economic Security Act; the COVID-related Tax Relief Act; and the American Rescue Plan Act. In 2008, stimulus checks were authorized in response to the Great Recession through the Economic Stimulus Act. The Treasury Department, which includes the Internal Revenue Service, distributed stimulus payments during the COVID-19 pandemic and the Great Recession. The Treasury's Bureau of the Fiscal Service, formed in 2012, played a role as well during the former crisis. Hawley in July introduced the American Worker Rebate Act, which would share tariff revenue with qualified Americans through tax rebates. The proposed rebates would amount to at minimum $600 per individual, with additional payments for qualifying children. Rebates could increase if tariff revenue is higher than expected. Taxpayers with an adjusted annual gross income above a certain amount — $75,000 for those filing individually — would receive a reduced rebate. Hawley said Americans 'deserve a tax rebate.' 'Like President Trump proposed, my legislation would allow hard-working Americans to benefit from the wealth that Trump's tariffs are returning to this country,' Hawley said in a press release. Neither the Senate nor the House had passed the American Worker Rebate Act as of Friday. It was read twice by the Senate on July 28, the day it was introduced, and referred to the Committee on Finance. ___
