Coastal resilience: Cuddalore, Thoothukudi to get bioshields
CHENNAI: The government has announced a series of initiatives to improve climate literacy, prevent marine pollution and explore the possibility of setting up carbon neutral markets in the state.
Minister for Environment and Climate Change Thangam Thennarasu made the announcements while replying to the demand for grants for his department in the Assembly on Saturday. Among the coastal initiatives, the state government plans to create bioshields in Cuddalore and Thoothukudi at a cost of Rs 10 crore to enhance coastal resilience, protect natural ecosystems and support local livelihoods. Similarly, in a Rs 4-crore pilot project under TN-SHORE, the state government will set up three material recovery facilities for plastic waste in Chennai, Ramanathapuram, and Thoothukudi at Rs 1 crore. Separately, trash booms will be introduced to prevent plastic waste from reaching the ocean through rivers at a cost of Rs 4 crore. The waste will be recovered and recycled.
Since Tamil Nadu faces numerous challenges, including emission of greenhouse gases, waterbody encroachments and air pollution, the government is planning to restore Sanjeevi hills in Rajapalayam by removing invasive species and planting native trees at a cost of Rs 5 crore. Additionally, waterbodies in Rajapalayam will be restored at a cost of Rs 16 crore.
Thennarasu said abandoned mines, degraded landscapes and polluted waterbodies will be reclaimed to make way for green spaces and environmental tourism at a cost of Rs 10 crore. As their first step, the government will focus on areas like the mines in Madukkarai.
A sum of Rs 24 crore has been allocated to expand environmental clubs in schools, organise nature camps, and conduct state-level competitions. Infrastructure to support green practices, including solar lighting, rainwater harvesting, composting units, and plastic-free zones, will be developed under Green Schools programme.

The BJP hit back accusing Mann of insulting the widows of those killed in the Pahalgam terror attack with his 'cheap political commentary'. Mann hit out at the BJP for allegedly seeking votes in the name of Operation Sindoor for the Ludhiana West assembly bypoll. 'BJP is seeking votes in the name of 'sindoor'. The BJP, meanwhile, slammed Mann for his remarks, with Union minister Ravneet Singh Bittu saying the chief minister has 'insulted' the widows of those killed in the Pahalgam attack with his 'cheap political commentary' on a matter of sensitive national security. 'I never expected that Bhagwant Mann would stoop so low by mocking the widows of Pahalgam using the disgraceful phrase 'one nation, one husband',' Bittu said. Accusing the AAP of politicizing the army's brave actions and undermining the sacrifices of soldiers and their families, he said, 'The Indian Army carried out a commendable operation. But the decision to give them the green signal was taken by Prime Minister Narendra Modi, a leader in whom the nation has complete faith'. Bittu demanded an unconditional apology from Mann for his 'crass' remarks. 'You may be a former comedian, but that does not give you the right to mock the widows of martyrs or the valour of our armed forces,' Bittu said. State Congress working president and the party candidate for Ludhiana West assembly bypoll Bharat Bhushan Ashu condemned the 'communally insensitive and insulting remarks' by Mann and said 'sindoor' is not only women, but all Hindus across the country during puja and other religious occasions and is applied on Lord Hanuman's idols. 'It has become a trend to make fun of and mock the Hindu customs and rituals and Mann has proved to be no exception', Ashu said, adding CM should learn about Hindu customs and culture before making such 'outrageous and blasphemous' remarks that has 'hurt the sentiments of Hindus across the country'. Saying that such remarks are unacceptable, Ashu demanded that Ṁann must tender an unconditional apology. Earlier in the day, when Punjab Congress chief Amrinder Singh Raja Warring was asked by reporters that the BJP is allegedly seeking votes in the name of Operation Sindoor, he said it should not happen that 'the BJP starts distributing 'sindoor' door to door', otherwise they will face the ire of Punjabi women. Warring, who is also the Ludhiana MP, said, 'It is the right of the husband of the woman and not that of BJP people that they go distributing sindoor. When women apply sindoor, they do it wishing the best for their husbands and for remaining 'suhagan' always. Bittu ji please be careful, because you do things like this only, and you may venture out with sindoor'. Responding to warring, Bittu said it was a shame that the widows of Pahalgam attack were being mocked by the Congress leader. 'Our mothers and sisters lost their husbands in Pahalgam when they were shot dead right before them and their sindoor was snatched away by Pakistanis forever. Elon Musk's Starlink to get licence to operate in India soon, says Jyotiraditya Scindia
'Currently, two companies—OneWeb and Reliance—have received licences for satellite connectivity. The process for Starlink is also nearly complete. The LOI has been issued. And I believe it (Starlink) will get the licence soon,' Scindia said. In an exclusive interview with ThePrint on Tuesday, Scindia said that the Department of Telecommunications (DoT) earlier issued a Letter of Intent (LOI) to Starlink. The final approvals are pending from the Indian National Space Promotion and Authorisation Centre (IN-SPACe). New Delhi: Elon Musk's satellite internet venture, Starlink, is 'almost licensed' to operate in India, Union Minister of Communications and Minister for Development of North Eastern Region Jyotiraditya Scindia has said. 'The next step involves securing approval from IN-SPACe. All three licence holders must undergo this process before beginning operations,' he added. In the meantime, Scindia said, OneWeb and Reliance received spectrum allocations on a 'minimal exploratory basis' to begin testing their services. Once licensed, Starlink will likely follow a similar path. 'After this, TRAI (Telecom Regulatory Authority of India) will provide policy norms for administrative spectrum allocation, which will govern commercial rollout,' Scindia said. The minister emphasised that satellite internet would be vital to bridging India's last-mile connectivity gap, particularly in remote areas, where laying fibre optic cables or installing towers remained unviable. 'In India, there are many regions where no telecom tower can reach and laying OFC is impossible. Satellite is the only option there,' Scindia said. 'It is not about platform competition; it is about giving consumers a choice.' 'As the minister of communications, it is my responsibility to provide a bouquet of services to consumers. BharatNet 2.0: Expanding ground connectivity Scindia said the Modi government's Rs 1.39 lakh crore BharatNet 2.0 programme, which aimed to connect 2.5 lakh village panchayats and an additional 3.8 lakh villages on demand, would complement the space-based rollout. Key upgrades in the new phase include a shift from a linear to a ring topology, network downtime, and ensuring service redundancy. The project includes a 10-year OPEX (operating expenses) component alongside capital expenditure to ensure long-term sustainability. 'We have moved away from just CAPEX-focused design. Under the ring topology, even if one connection fails, the network reroutes itself. And with OPEX, maintenance becomes the service provider's responsibility,' he explained. 'BharatNet will now connect not just rural India to the nation but also to the world.' Operation Sindoor & national security On matters of national security, Scindia referenced recent military actions in Jammu and Kashmir under Operation Sindoor, asserting the prerogative to give a firm response to threats. 'Those who thought of wiping off the 'sindoor' of our sisters and mothers have been, themselves, wiped out,' he said, underscoring the assertive posture taken by the Modi government. India, he further said, had never believed in initiating conflict. 'But if innocent citizens are targets, the response to a brick will be with a stone,' he stated. 'Every person on that delegation went as an Indian. Difficulties arise when the country is not the priority. For some elements, their interests come first. In such cases, neither you nor I need to say anything—the people of India already have,' he said. Revival of BSNL & 5G roll-out Scindia credited the turnaround of BSNL (Bharat Sanchar Nigam Limited) to the leadership of Prime Minister Modi, along with the hard work of the BSNL employees. According to Scindia, the installation of 93,000 4G towers, out of a target of 1,00,000, is already complete. Once stabilised, these towers, using the same software core, will be upgraded to 5 G. 'I take no personal credit. The Prime Minister showed the vision, and the BSNL family delivered,' he said. Meanwhile, as of 1 January this year, MTNL was fully merged into BSNL and will now function as a shell entity for debt resolution and asset management. 'Operationally, MTNL (Mahanagar Telephone Nigam Limited) is under BSNL. We will negotiate and settle its debt with banks,' he said. Spam calls, cybersecurity & consumer protection The Union minister also outlined ongoing efforts to curb cyber fraud, spam calls, and mobile misuse. Scindia highlighted the blocking of 1.3 crore spoof calls in a single day over the last few months, along with the deactivation of more than three crore fake mobile connections and 25–30 lakh WhatsApp-linked numbers suspected of misuse. He also reported the launch of a new telecom consumer portal and app to report stolen phones, SIM misuse, and cloned accounts. 'Our responsibility is to ensure both connectivity and safety.
