Kiru hydel corruption case: CBI files chargesheet against former J&K Governor Satyapal Malik, 7 others
The agency has filed its chargesheet after three years of probe before a special court naming Mr. Malik and his two aides Virender Rana and Kanwar Singh Rana, they said.
The other persons named in the chargesheet included the then Chenab Valley Power Projects Private Limited (CVPPPL) managing director M.S. Babu, its directors Arun Kumar Mishra and M.K. Mittal, managing director of construction firm Patel Engineering Limited Rupen Patel and private person Kanwaljeet Singh Duggal, the officials said.
In a message on 'X' on Thursday (May 22, 2025), Mr. Malik said he was admitted in the hospital and not in a condition to talk to anyone. The former Governor said he was getting calls from many well-wishers which he was unable to take.
The CBI had conducted searches at the premises of Mr. Malik and others in connection with the case in February last year.
The case pertains to the alleged malpractices in the award of the contract worth about ₹2,200 crore of civil works of the Kiru Hydro Electric Power (HEP) Project to a private company in 2019, the CBI had said after the registration of the FIR in 2022.
Mr. Malik, who was the governor of Jammu and Kashmir from August 23, 2018 to October 30, 2019, had claimed that he was offered a ₹300-crore bribe for clearing two files, including the one pertaining to the project.
He denied allegations of corruption against him after the agency conducted search operation last year.
Mr. Malik said his residence was raided by the CBI instead of investigating the people he had complained about and who were involved in corruption.
'They will not get anything except four-five kurtas and pyjamas. The dictator is trying to scare me by misusing government agencies. I am a farmer's son, I will neither be afraid nor bow down,' he had posted online.
The central agency had filed the FIR against Navin Kumar Choudhary, the then chairman of the CVPPPL, and other officials including Babu, Mittal and Mishra, besides construction firm Patel Engineering.
'Though a decision was taken in the 47th board meeting of CVPPPL for re-tender through e-tendering with a reverse auction after the cancellation of the ongoing tendering process, the same was not implemented (according to the decision taken in the 48th board meeting) and the tender was finally awarded to Patel Engineering Limited,' the FIR has alleged.

Farmers of Haryana, Punjab and Uttar Pradesh will pay tributes to former governor and union minister Satyapal Malik, who died last week, at a ceremony in Yamunanagar on August 18. The Yamunanagar ceremony will be organised by the local unit of Bharatiya Kisan Union's Charuni faction. Born in Baghpat in a Jat family, Malik supported the 2020-21 farmers' movement against the now scrapped three agricultural laws, while being the governor of Meghalaya. In March 2021, Malik extended his support to the farmers' agitation at the Delhi borders and also urged Prime Minister Narendra Modi and Union home minister Amit Shah to not offend the protesters. Later, he also openly supported the women wrestlers' agitation against sexual harassment at the national capital. BJP accuses Siddaramaiah, Shivakumar of abetting RCB stampede
Bengaluru: The opposition BJP accused the govt of "abetting" the stampede that occurred during Royal Challengers Bengaluru's (RCB) IPL victory celebrations at M Chinnaswamy stadium on June 4, and demanded a CBI investigation. CBI arrests two senior CPWD engineers for taking bribe
Five persons, including two senior engineers of the Central Public Works Department (CPWD), were arrested by the CBI on Monday for allegedly taking bribes to clear pending bills of a private contractor involved in executing works at Chanakyapuri in Delhi. Four more engineers, who have been booked, are being questioned, the central agency said. The CBI identified the arrested persons as Jai Prakash, executive engineer (Civil); Prabhat Chaurasiya, assistant engineer (Civil); as well as Shubham Goel, and his father Rajesh Goel, the owner of Shubham Electricals. 'The CBI registered a case on August 11 against 12 persons, including the four arrested accused. The agency had received information that Shubham would be paying a bribe of Rs 6 lakh to Jai Prakash on August 11. Accordingly, a trap was laid and both were caught along with money,' a CBI spokesperson said, adding that CPWD has awarded multiple contracts to Shubham Electricals. The agency said that searches were conducted at 10 places during which Rs 55 lakh in cash was recovered. The CBI alleged in the FIR that on August 1, it received a tip-off stating that Shubham has informed his father that CPWD has sought a payment of Rs 1.52 crore against some of the company's pending bills. He also allegedly asked Rajesh on how much bribe money is to be given to various CPWD officers. 'His father directed that 3% of total bill is to be given to the executive engineer, 2% to the assistant engineer and the junior engineer, 1% to the CPWD accounts section, 1% to computer operators and clerks, and rest 1-2% to the superintending engineer for the award of the tender,' the FIR stated. It accused CPWD engineers of taking bribes from private contractors engaged in executing works in Chanakyapuri in lieu of extending undue favours in awarding contracts, allowing poor quality construction materials and clearing inflated bills, as well as causing wrongful loss to government exchequer.
