Kiru hydel corruption case: CBI files chargesheet against former J&K Governor Satyapal Malik, 7 others
The Central Bureau of Investigation (CBI) has filed a chargesheet against former Jammu and Kashmir Governor Satyapal Malik and seven others in connection with alleged corruption in the award of ₹2,200-crore civil works for Kiru hydropower project, officials said Thursday (May 22, 2025).
The agency has filed its chargesheet after three years of probe before a special court naming Mr. Malik and his two aides Virender Rana and Kanwar Singh Rana, they said.
The other persons named in the chargesheet included the then Chenab Valley Power Projects Private Limited (CVPPPL) managing director M.S. Babu, its directors Arun Kumar Mishra and M.K. Mittal, managing director of construction firm Patel Engineering Limited Rupen Patel and private person Kanwaljeet Singh Duggal, the officials said.
In a message on 'X' on Thursday (May 22, 2025), Mr. Malik said he was admitted in the hospital and not in a condition to talk to anyone. The former Governor said he was getting calls from many well-wishers which he was unable to take.
The CBI had conducted searches at the premises of Mr. Malik and others in connection with the case in February last year.
The case pertains to the alleged malpractices in the award of the contract worth about ₹2,200 crore of civil works of the Kiru Hydro Electric Power (HEP) Project to a private company in 2019, the CBI had said after the registration of the FIR in 2022.
Mr. Malik, who was the governor of Jammu and Kashmir from August 23, 2018 to October 30, 2019, had claimed that he was offered a ₹300-crore bribe for clearing two files, including the one pertaining to the project.
He denied allegations of corruption against him after the agency conducted search operation last year.
Mr. Malik said his residence was raided by the CBI instead of investigating the people he had complained about and who were involved in corruption.
'They will not get anything except four-five kurtas and pyjamas. The dictator is trying to scare me by misusing government agencies. I am a farmer's son, I will neither be afraid nor bow down,' he had posted online.
The central agency had filed the FIR against Navin Kumar Choudhary, the then chairman of the CVPPPL, and other officials including Babu, Mittal and Mishra, besides construction firm Patel Engineering.
'Though a decision was taken in the 47th board meeting of CVPPPL for re-tender through e-tendering with a reverse auction after the cancellation of the ongoing tendering process, the same was not implemented (according to the decision taken in the 48th board meeting) and the tender was finally awarded to Patel Engineering Limited,' the FIR has alleged.

Internet cut as Meitei leader's arrest sparks protests in Manipur
Internet services were snapped and prohibitory orders clamped across Manipur's central valley Sunday after protests broke out overnight following the CBI's arrest of a leader of the Meitei group Arambai Tenggol. Asem Kanan Singh, the self-styled 'army chief' of Arambai Tenggol, was detained Saturday evening from the Kwakeithel area in Imphal West by security forces along with four other members of the outfit. In response, Arambai Tenggol announced a 10-day 'total shutdown'. In a statement, the CBI said it arrested Asem at Imphal airport over his involvement in 'various criminal activities related to Manipur violence in 2023' and that he has been taken to Guwahati in connection with the investigation. 'It may be recalled that CBI is investigating Manipur violence cases as per the direction of Hon'ble Supreme Court of India. The trial of the Manipur violence cases have been shifted from Manipur to Guwahati in view of the law and order situation in Manipur. The said arrested member of Arambai Tenggol has been brought from Imphal to Guwahati and he will be produced before the competent court for police remand. Investigation is continuing,' the CBI said. According to officials, Asem was also allegedly involved in the February 2024 abduction of an Additional SP of Imphal West from his home. On Saturday night, as reports of the detention spread, protests erupted with protesters torching tyres and blocking roads in different parts of Imphal city. Confrontations between security forces and protestors were also reported at the Kwakeithel area, leaving multiple protesters injured. Internet and mobile data services, including VSAT and VPN services, were suspended in the early hours of Sunday in the districts of Imphal East and West, Kakching, Thoubal and Bishnupur for five days through an order issued by Manipur Home Commissioner N Ashok Kumar. The order cited the apprehension that 'some anti-social elements might use social media extensively for transmission of images, hate speech and hate video messages inciting the passions of the public which might have serious repercussions for the law and order situation in the state of Manipur.' Internet services were last snapped in these districts in September last year after protests following a renewed escalation of violence in the state. Following the latest protests, prohibitory orders under section 163 of the BNS were imposed across the valley districts citing 'apprehension of serious breach of peace, disturbance to public tranquility, riot or affray in the area, and grave danger to human lives and properties due to unlawful activities of anti-social elements.' In Bishnupur district, a total curfew was imposed with effect from 11 pm of June 7. Meanwhile, the Centre is expected to hold talks on Monday with one of the Kuki-Zo groups under Suspension of Operation (SoO) agreement with the government. The meeting will be held with Advisor to MHA on North East A K Mishra. Sources said the meeting will largely focus on how to take the talks forward and discuss ways to arrive at a framework. 'Issues related to existing ceasefire agreements are not on the table yet. The demands pushed by the Kuki groups since the onset of violence will also be taken up later,' a government source said. Meitei groups are opposed to the government engaging SoO groups in talks. On Sunday, despite the heavy deployment of security forces, including the Army, in and around Imphal city, protesters enforced road blockades in several areas. At Keishampat in Imphal West district, a 13-year-old boy sustained injuries when a tear gas shell, which was allegedly fired by security forces, exploded. Also on Sunday, an all-political party delegation comprising 26 MLAs and Rajya Sabha MP Leishemba Sanajaoba met Manipur Governor Ajay Kumar Bhalla. Congress MLA Okram Surjakumar said the delegates requested the Governor to make public the reason behind the arrest of the Arambai Tenggol leader. 'The Governor clarified that the AT leader was arrested in connection with a CBI related case. However, the four other members who were arrested with the leader are under verification and would be released after the verification process is over,' said Surjakumar. The NIA, meanwhile, said in a statement that it has arrested two more insurgents in connection with an attack on an IRB post in the Manipur border town of Moreh in January 2024 in which two police personnel had been killed, taking the total number of arrests in this case to three.

Telangana phone tapping case: Former SIB chief returns from US
Telangana's former Special Intelligence Bureau (SIB) chief T. Prabhakar Rao, a key accused in the phone tapping case, returned from the United States on Sunday. He is likely to appear before the Special Investigation Team (SIT) on Monday as per the undertaking given to the Supreme Court. The retired Indian Police Service (IPS) officer, who has been in the United States for 14 months, returned to India as directed recently by the apex court. He recently gave an undertaking to the Supreme Court that he will return to India soon after receiving emergency travel documents and cooperate with the investigation. The SIT hopes to make progress in the case relating to the alleged tapping of phones of politicians, businessmen, journalists and even judges under the previous government of Bharat Rashtra Samithi (BRS). The Supreme Court on May 29 ordered the authorities to return the passport to Prabhakar Rao to enable him to return to India. The apex court had also directed Prabhakar Rao to give an affidavit of undertaking that, within three days of the receipt of the passport/travel document, he will return to India. A bench of Justices B.V. Nagarathna and Satish Chandra Sharma had passed the order on a petition by Prabhakar Rao, challenging the Telangana High Court order dismissing his petition for anticipatory bail. The bench also barred police from taking any coercive step against him till further orders. Prabhakar Rao's counsel had submitted to the court that he had to apply for special permission to return to India. The court was told that he had gone to the US when the First Information Report (FIR) was registered against him. The retired IPS officer was subsequently declared an absconder, and his passport was also revoked. Stating that Prabhakar Rao has been hounded by the present government in Telangana, the lawyer also brought to the court's notice that a red-corner notice has been issued against him. The Nampally criminal court in Hyderabad last month issued proclamation orders against Prabhakar Rao for evading proceedings for over a year. Prabhakar Rao, who was heading the SIB when the BRS was in power, was declared an absconder by the SIT probing the case. He had allegedly constituted a team within SIB with his trusted aides, including Praneeth Rao, for surveillance of rival political leaders, their families and dissidents within the ruling party, businessmen, journalists and even judges. The allegations under the previous government of the BRS came to light in March last year with the arrest of Deputy Superintendent of Police Praneeth Rao following a complaint from his superior, Additional SP D. Ramesh, with the SIB. The police have so far named six accused in the case - Praneeth Rao, Additional SPs Thirupathanna and Bhujanga Rao and former DCP P. Radha Kishan Rao.
