Govt collected Rs 22.21 lakh crore cess during FY2020-25
The minister did not explain the excess utilisation of taxes over total collection. However, economists said that the same could be due to borrowings by the central government to compensate the states for losses due to implementation of GST.
'The benefits of such expenditure also percolate to the states,' said the minister to a question if the government is considering including them in the divisible pool of taxes shared with the states. Article 270 of the Indian Constitution excludes the surcharge on taxes and duties and any cess levied for specific purposes under any law made by Parliament from the distribution between the Union and states.
The minister tabled a chart in parliament showing various cess and surcharge collected from 2020-21 till 2024-25, and the estimated collection for 2025-26. From 2020-21 to 2024-25, the total cess and surcharge collected was Rs 19.4 lakh crore, a third of which has been collected through GST compensation cess. Road and infra cess, which also includes additional duty of excise on petrol and diesel (which were known as road cess before introduction of road and infrastructure cess), accounted for 30% of the total collection of cess and surcharge, health and education cess, and agri infra development cess accounted for 16% each.
Cess and surcharge collected through corporate and income tax accounted for Rs 4 lakh crore during 2020-21 to 2024-25.

The Prime Minister also expressed that Shah still has more work to do in the future, and the alliance partners honoured him for his efforts and contribution." The visit is part of routine coordination between central and state leadership, especially with the upcoming civic elections. The BMC polls, significant for all major political parties, are expected to be announced soon. During the visit, Shinde was accompanied by key members of the Shiv Sena and was expected to meet several other senior leaders in Delhi. He stressed that these visits are part of his regular duties as deputy, especially when Parliament is in session. KSLU to get dedicated administrative building after 15 yrs
Hubballi: After more than 15 years since its establishment, Karnataka State Law University (KSLU) in Hubballi is set to have its own dedicated administrative building. The construction of the G+3 structure is under way on 2.4 acres, at an estimated cost of Rs 39.5 crore. The building is expected to be completed by May 2026. KSLU, established in Jan 2009, currently operates from a former PWD guest house that was repurposed into an administrative office. Spread over a 55-acre campus, the university offers undergraduate and postgraduate courses in constitutional law, intellectual property rights, business and trade law, criminal law, and international law. While around 1,200 students study on the campus, the university has a total student strength of approximately 45,000 across the state. The total built-up area of the four-storey structure will be 94,761 sq. ft. The ground floor will be 24,440 sq. ft, first floor 20,321 sq. ft, second floor 22,255 sq. ft, and third floor 20,321 sq. ft. The second floor will accommodate the finance section, ICT section, syndicate zone and cabins, student welfare and development section, academic zone and toilets. The third floor will feature the engineering section, SC/ST records cell, planning and management office, NSS office, administrative section, and toilets.

Turning to ‘spiritual powers' to fight ‘vote jihad' led to Mahayuti's victory: CM Fadnavis
Chhatrapati Sambhajinagar: Chief minister Devendra Fadnavis on Wednesday said he and Shiv Sena chief Eknath Shinde turned to the 'spiritual powers' in the state to counter the 'vote jihad' experiment observed during last year's Lok Sabha election in May which led to their unprecedented victory in the assembly poll later in Nov. "An experiment was conducted in the name of 'vote jihad' during the Lok Sabha poll. Some people united to defeat nationalist thoughts. When we unearthed their conspiracy, I and Shinde Saheb, appealed to the spiritual powers in Maharashtra," he said. Fadnavis was speaking at an event organised by spiritual leader Ramgiri Maharaj at Shani Devgaon village in Vaijapur taluka of Chhatrapati Sambhajinagar. The BJP-Shiv Sena-NCP's Mahayuti alliance suffered a setback in Maharashtra during the Lok Sabha election but made a remarkable comeback six months later in the assembly poll.
