Bengaluru stampede: Two senior IAS officers under scanner over RCB felicitation mishandling

The Karnataka government is now scrutinising the involvement of two senior IAS officers in the organisation of a felicitation event for IPL champions Royal Challengers Bengaluru (RCB) on June 4, which preceded a stampede that claimed 11 lives outside the M Chinnaswamy Stadium, Indian Express reported.
According to the report, the investigation includes a close look at miscommunications and decisions made by top officials, including the former political secretary to Chief Minister Siddaramaiah.
The Indian Express report also reveals that these officers were instrumental in persuading the Congress-led state government to approve an official state felicitation at the Vidhana Soudha, even as the Bengaluru police had raised red flags over crowd control and security clearances.

The felicitation, scheduled for 4 pm on June 4, was followed by a separate fan event organised by the RCB and the Karnataka State Cricket Association (KSCA) at the stadium, where the stampede occurred.
DPAR secretary Sathyavathi G, who oversaw the Vidhana Soudha event after receiving approvals from the chief secretary and CM, had publicly stated that a victory parade would follow the felicitation. This was despite the absence of a police green light for such a parade. Video recordings from her media address on June 4 show her urging fans to skip the Vidhana Soudha event due to security sensitivities and instead attend the stadium celebration.
However, the report also suggests that her public remarks contradicted a meeting held earlier that day, where the city police commissioner reportedly objected to the parade.
Police have since filed criminal complaints against RCB, KSCA, and event manager DNA Networks, alleging that social media messages promoting an open-access parade were shared without police clearance as early as 7 am on June 4, contributing to crowd chaos at the stadium.
The role of K Govindaraju, the CM's former political secretary and a seasoned sports administrator, is also under scrutiny. Reports say he was pivotal in pushing through approvals for the celebrations. Following the tragedy, he was dismissed from his post on June 6, the report further added.
Three senior IPS officers, including Police Commissioner B Dayananda, were suspended on June 5 for failing to keep the CM informed of unfolding developments, including the fatalities.

Lucknow (Uttar Pradesh) [India], June 14 (ANI): In a historic move, the Yogi Adityanath-led government is set to hand over appointment letters to 60,244 newly selected police constables under the Uttar Pradesh Police Constable Direct Recruitment--marking the largest recruitment drive of its kind in the state's history. The distribution event is scheduled for Sunday, June 15, with Union Home Minister Amit Shah slated to present the appointment letters to the selected candidates. This is the first time a massive recruitment drive in the Police department has been conducted so smoothly in Uttar Pradesh. The Yogi government has ensured a seamless recruitment process and is setting a new benchmark by providing timely appointments and high-tech training to selected candidates, the Chief Minister's office said in a press release. Under CM Yogi's leadership, the recruitment of 60,244 constables has been completed as part of the government's vision to build a stronger, more modern police force. This massive recruitment drive has been lauded nationwide for its use of unprecedented technological innovation and transparency. Under the Direct Recruitment 2023, a total of 48,196 male and 12,048 female candidates have been selected. The process was conducted by the Uttar Pradesh Police Recruitment and Promotion Board. The examination received 48.17 lakh applications, including 15.49 lakh from women. Conducting an exam of this scale was a significant challenge for both the administration and the recruitment board. However, with tight monitoring and advanced technology, the challenge was met successfully. Only government or aided schools in urban areas were selected as exam centres, and all previously blacklisted centres were excluded. To secure the process, double-lock strongrooms were used to store question papers, with 24-hour CCTV surveillance, biometric and facial recognition, and real-time Aadhaar verification in place. Only gazetted officers were deployed for exam duties, with no involvement of private individuals. The written exam was conducted in 10 shifts over five days, and the OMR sheets were scanned under CCTV surveillance. Results were declared in record time, with 1.74 lakh candidates qualifying for the next stage. Document verification (DV), physical standard tests (PST), and physical efficiency tests (PET) were conducted across all 75 districts and 12 PAC battalions using strict monitoring and RFID technology. The final list of 60,244 selected candidates was released on March 13. Candidates from every district of the state were selected--Agra had the highest number (2,349), while Shravasti had the fewest (25). Additionally, 1,145 candidates from other states like Bihar, Madhya Pradesh, Rajasthan, Haryana, and Delhi were also selected. Representation was ensured across general, EWS, OBC, SC, and ST categories. The Yogi government has not only focused on recruitment but has also strengthened the training infrastructure. All selected candidates are undergoing high-tech training, and training centres' capacities have been expanded to ensure quality instruction. Conducted by the UP Police Recruitment and Promotion Board, this recruitment process is now being seen as a model of technological excellence and administrative efficiency. It has played a crucial role in turning youth aspirations into reality and exemplifies the government's commitment to 'Sabka Saath, Sabka Vikas.' CM Yogi Adityanath has consistently prioritised transparent recruitment and connecting youth with government employment opportunities. New Delhi [India], June 14 (ANI): Haryana Chief Minister Nayab Singh Saini on Saturday said that the people of Punjab have decided to follow Prime Minister Narendra Modi's policies. He criticized past governments and the present AAP government in Punjab 'for betraying the trust of the people and pushing the state backwards in terms of development'. Saini expressed confidence that the BJP will form the government in the Punjab assembly polls in 2027. The Chief Minister made the remarks while addressing the media in Ludhiana. Saini alleged that both the Aam Aadmi Party and the Congress are deeply involved in corruption. He alleged that promises made by AAP to the people of Punjab have not been fulfilled, resulting in continuous distrust among the people. He said people are determined to oust the AAP government in the near future. Saini asserted that the BJP stands out with its 'Saaf Niti, Sahi Niyat aur Sashakt Natritave' (Clear policies, clean intentions, and robust leadership). In contrast, neither Congress nor AAP have clear policies or the will to serve, he alleged. Answering a query, he said Bhakra Beas Management Board (BBMB) is an independent institution. He reminded that Punjab, the land of the Gurus, has a legacy of immense sacrifices for the protection of faith and community, along with the principle that no one should be left thirsty. 'Yet, the Punjab government has selfishly stopped Haryana's share of drinking water and misled the people on this issue,' he alleged. The Chief Minister highlighted that under the Pradhan Mantri Ujjwala Yojana, lakhs of women in Haryana received free gas connections, whereas people in Punjab were deprived of such benefits. He said during the Congress time, LPG connections were difficult to obtain, but the BJP government ensured doorstep delivery to the poor. Similarly, under the Pradhan Mantri Awas Yojana, the Haryana government provided houses to the needy, while the Punjab government failed to do so, though its leaders built homes for themselves. They care nothing about the poor, he remarked. The Chief Minister emphasized that the Haryana government procures 100 percent of crops at Minimum Support Price (MSP) and said that Punjab government has failed to extend the benefits of central schemes to its farmers. Over the last over 10 years, Haryana has paid Rs. 15,500 crore as crop damage compensation and has also provided subsidies on agricultural equipment and irrigation schemes, Saini said. He said that every central scheme launched by PM Modi has been fully implemented in Haryana. The state government has also provided free treatment up to Rs. 5 lakh under the Ayushman Bharat scheme, benefiting lakhs of families. 'Our government has fulfilled every promise it made,' he said.
