Why some Canadians are buying second passports in the Caribbean, according to experts

Canadians are increasingly exploring citizenships through real estate investment – not for better visa access but for lifestyle, flexibility and future security, according to experts.
Five countries in the eastern Caribbean are no longer marketing their endless beaches as the only selling point. Instead, the drive to get citizens abroad to purchase a home or make a donation in exchange for a passport has been a popular trend.
Islands that offer citizenship by investment (CBI) programs include Antigua and Barbuda, Dominica, St. Kitts and Nevis, St. Lucia and Grenada.
Eric Major, CEO of Latitude Consultancy, a U.K.-based global firm that specializes in citizenship and residency-by-investment, explained to CTVNews.ca that the Caribbean's CBI program first launched in St. Kitts and Nevis in the mid-1980s and has matured into pathways for acquiring second citizenship.
These programs typically allow applicants to either invest in government-approved real estate or make a donation to a national fund.
'Canadians and Americans seem to be favouring the real estate route,' said Major. 'It's actually a place they wouldn't mind spending time in.'
According to Major, clients have to disclose a lot of information about them. 'You have to hire a licenced firm like ours,' he explained. 'The application is four inches thick. It includes (a) medical exam, background checks, proof of funds and now even an interview to confirm identity.'
Major said the government takes three to nine months to review before making a decision to approve or deny an application. In this process, a due diligence firm is hired to validate the applicant's information.
Once approved, applicants must complete their investment – which usually has a minimum threshold and ranges between US$270,000 to US$300,000 for real estate – before receiving their certificate of registration and ultimately a passport.
While there have been concerns with the idea of 'buying citizenship,' Major said these programs are a vital economic tool for small island nations. 'In some cases, it accounts for as much as 50 per cent of their GDP,' he noted.
'The reality of these islands is that, other than tourism, there's very few things that they could offer to generate economic activity,' Major said.
For most global applicants, this process results in a better passport. Major said most of the applicants for these programs come from countries with poor passports in terms of visa-free travel.
'The Caribbean passports offer visa-free travel to 150-plus countries, including the EU, U.K. and Singapore,' Major said. 'That's appealing if you're from countries like Nigeria, Pakistan or Vietnam.'
But Canadians are different. 'Canadians already have strong passports,' Major said. 'So, their motivations are usually one of three things: lifestyle, tax planning or a Plan B (like) security if things become unstable at home or abroad.'
Jennifer-Harding-Marlin, a licenced citizenship-by-investment lawyer with JH Marlin Law based in St. Kitts and Nevis, said, 'There's a lot of Canadians and Americans that are looking to get another citizenship. More people are looking for a holiday destination that's outside of traditional Florida or Cuba. Countries in eastern Caribbean are becoming more popular.'
No legal red tape
For Canadians considering CBI programs in the Caribbean, there's no legal red tape when it comes to holding multiple passports. In fact, Canadian law permits dual and multiple citizenships without restrictions.
Major said the federal government doesn't limit the number of nationalities a citizen can acquire, which makes programs like those offered by these five Caribbean nations appealing for Canadians looking for a lifestyle upgrade, an offshore home or a backup plan in uncertain times.
Where Canada does take notice is the realm of taxation, Major said.
'Having a passport doesn't make you a taxable person. What makes me liable for tax in Canada is if I spend a certain amount of time there, typically six months or more.'
Red flags might be raised by the federal government if individuals maintain bank accounts, driver's licences or other personal ties in the country, Major explained.
Harding-Marlin said citizenship by investment and residency by investment are two different routes.
Residency by investment (RBI), also known as 'golden visas,' allows foreign nationals to obtain legal residence status, not full citizenship, in a country by investing in real estate, businesses or government bonds.
'It's important to get proper tax advice when deciding to relocate or changing your tax status,' she said.
New Caribbean measures
According to the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA), a new draft legislative framework proposes a minimum 30-day physical presence requirement for successful applicants within the first five years of acquiring their citizenship.
The rule, released July 1, would apply to all five participating countries.
If an applicant or citizen does not meet the 30-day requirement without a valid reason, the country can charge them a fine of up to 10 per cent of their investment amount and start the process to take away their passport following that country's laws, the proposal said.
Canada's investment immigration
Major said Canada should look into bringing back investment-based citizenship programs.
'With this world of visas, including passports, golden visas and investment visas, there's a lot of developments happening there,' he said referencing Caribbean programs. 'We're hopeful that Prime Minister Carney is going to revitalize the old Canadian Immigrant Investor Program.'
The program, which allowed wealthy individuals to gain permanent residency in exchange for significant financial investment, was scrapped in 2014 under a previous government.
But Major believes renewed interest in the wake of geopolitical alliances, trade tensions and economic uncertainty could put pressure on Ottawa to re-enter the space.
Major added that the demand for second citizenships is no longer driven by emerging markets. 'Our number one source of market for second citizenship is Americans,' he said, calling the sector 'a growing industry (with) lots of interesting developments.'
Harding-Marlin said it could bring in revenue and attract wealthy individuals, business owners and experts in their fields.
'Canada could potentially seek the benefits that other countries are seeing through their citizenship investment programs,' she said.

KEY COMMERCIAL UPDATES In May 2025, Excelerate completed its acquisition of an integrated LNG and power platform in Jamaica, including the Montego Bay and Old Harbour LNG terminals, the Clarendon combined heat and power plant, and small-scale LNG storage and regasification sites across the island. The Company has begun optimizing these assets to drive near-term EBITDA growth through improved performance and expanded commercial activity. Excelerate is also deepening its presence in Jamaica and the broader Caribbean to enhance the overall return profile of the transaction. In July 2025, Excelerate finalized an agreement to purchase an LNG carrier. The vessel, which was renamed the Excelerate Shenandoah, will be used to service the previously announced mid-term Atlantic Basin supply deal. The LNG carrier also represents Excelerate's first owned asset to be selected as an FSRU conversion candidate. In July 2025, Excelerate signed a definitive agreement with Petrobras to install a reliquefaction unit on the floating regasification terminal Experience, located in Guanabara Bay, Brazil. The reliquefaction unit is expected to be installed during the next planned dry dock for the Experience. Once installed, this technology will help eliminate all excess cargo losses due to boil off and lower Excelerate's Scope 1 emissions, while upgrading the performance and life expectancy of the floating LNG terminal. LIQUIDITY AND CAPITAL RESOURCES As of June 30, 2025, Excelerate had $426.0 million in unrestricted cash and cash equivalents and the Company had no letters of credit under its revolving credit facility. All of the $500 million of undrawn capacity under the revolving credit facility was available for additional borrowings as of June 30, 2025. QUARTERLY CASH DIVIDEND UPDATE On July 31, 2025, Excelerate's Board of Directors approved a quarterly cash dividend equal to $0.08 per share, or $0.32 per share on an annualized basis, of Class A common stock, representing approximately a 33 percent increase from the prior quarter. The dividend is payable on September 4, 2025, to Class A common stockholders of record as of the close of business on August 20, 2025. With even greater confidence in its forward cash flow outlook following the Jamaica acquisition, Excelerate is now targeting a low double-digit annual dividend growth rate commencing in 2026 and continuing through 2028. REVISED 2025 FINANCIAL OUTLOOK Excelerate has revised its full year 2025 guidance range. On July 29th, the Company announced that it had raised its full year 2025 Adjusted EBITDA guidance to include the anticipated contribution from the Jamaica acquisition from May 14, 2025 through December 31, 2025. As announced, the Company expects Adjusted EBITDA to range between $420 million and $440 million for the full year 2025. Maintenance capex for 2025 is now expected to range between $65 million and $75 million. Committed Growth Capital for 2025 is now expected to range between $95 million and $105 million. The increase to Committed Growth Capital is primarily driven by the purchase of the LNG carrier, the Excelerate Shenandoah, in the third quarter. Castle on B.C. island listed for sale, dungeon included

A half-constructed castle on B.C.'s Cortes Island is on the market again. (Image credit: Roman Krzaczek) Sitting on two acres on a B.C. island, a five-storey castle with a dining hall, eight bedrooms, three turrets and a dungeon is on the market for $440,000. But there's a catch: it's only half-finished. Instead of a turnkey palace, the person who buys the Cortes Island property will be purchasing a project. Realtor Roman Krzaczek says one of the reasons he got the listing is because he sees the property's potential and he hopes would-be buyers will feel the same. 'I personally, I get excited about stuff like this. It's so unique, it's so different and quirky and it's beautiful,' he told CTV News. 'Unfortunately, he didn't finish but hopefully somebody will appreciate it enough to finish it,' Krzaczek said, adding that Triller's family is unable to complete the project, but hopes to find buyers who won't tear the partially crumbling castle down. Krzaczek never met Triller, but says he's heard stories from locals about how the self-described 'King of Cortes' would put on a crown and welcome people to the property for food and celebrations in the 1990s and 2000s. 'He was a big character with a big heart,' Krzaczek said. The list price includes the castle, what was once Karl's home, the land, and a workshop. It has water and power, but no septic system. The property is located about a 15-minute walk form the boat launch at Cortes Bay. This is the second time Krzaczek has listed the property, and while it's attracted more interest this time around, that interest hasn't yet translated into a firm offer. Cortes Island has a year-round population of roughly 1,000 people and is a popular destination for summer vacationers.

Back-to-school shopping: Why tariffs could mean higher prices this year

Retail experts expect back-to-school shopping to be hit by tariff costs, but the picture is complicated. Expect to see items that come through the U.S., such as electronics and clothes, to see big increases in prices, especially goods from Southeast Asia, due to President Donald Trump's tariffs, according to retail analyst Bruce Winder. 'Tariffs are certainly having an impact on back-to-school shopping in a way that's a bit unique,' Winder told CTV News. Many sellers loaded up on inventory in anticipation of tariffs, and those sticker prices aren't likely to climb higher. But Winder says some big brands in Canada may up their prices here to match an increase in the U.S. — a process known as harmonizing prices that leaves customers in both countries paying more. 'I think you're going to see a little bit of inflation across the board everywhere,' said Winder. Another factor? Some brands potentially taking advantage of customer tariff psychology to raise prices. 'They did that during the pandemic, they sort of realized the consumer was in the mindset that prices would increase, and they snuck up prices a little bit,' Winder said. His best advice is to shop around and check all the deals and sales in advance — doing your homework before your kids are assigned any at school. If the impact of tariffs is uncertain, certified financial planner Adam Chapman says parents should control what they can: 'buy the things your kid needs and stop there.' Chapman says parents are, perhaps unknowingly, using the tariffs to justify 'turning wants into needs.' 'One of the best things that most parents can do is… wait until your kids actually arrive in the classroom and you actually know what's actually needed,' he told CTV News. The vast majority of Canadian parents — 89 per cent — feel school supplies have been climbing in price, according to a new study from online shopping reward program The study doesn't mention tariffs, with 76 per cent of parents blaming inflation for climbing prices. Seventy-five per cent of those surveyed shop sales or use deal sites to help lower back-to-school costs. That tracks with what one Ottawa kids' consignment store is seeing this back-to-school season: more sales. 'It's definitely been a lot busier than last year,' Elizabeth Ferguson of The Thrifted Mini told CTV News. 'We're looking at a bigger increase in sales, and a lot of new people, fresh faces that are coming in.' She often hears parents citing tariffs as a reason for shopping second-hand, as well as a preference for supporting a local business, buying sustainably, and choosing products that are already in Canada.
