
Centre-State coordination to make India a global investment destination: NITI Aayog CEO
During a high-level workshop on ease of doing business and investment promotion in New Delhi, he emphasised that there is much to learn from within the country itself, citing the diversity of successful models across states.
Subrahmanyam called for streamlined systems, enhanced accountability, and coordinated efforts between the Centre and states to make India the most attractive and dependable destination for global capital.
The workshop brought together senior policymakers to accelerate business reforms across India. Deliberations were held across seven core reform areas vital to investment facilitation and improving the ease of doing business at the sub-national level.
These included Decriminalisation of Laws; Deregulation and Compliance Burden Reduction; Business Reform Action Plan (BRAP) Implementation; Development of Industrial Infrastructure; Single Window Clearance Systems; Financial and Taxation Reforms; Investment Promotion Strategies.
During the session on decriminalization and compliance reform, several states presented their ongoing initiatives stemming from the Jan Vishwas Act 1.0, highlighting efforts to decriminalize minor business-related offences at the State level.
States also emphasised a shift toward enhancing the "Speed of Doing Business", with a focus on reducing the number of stages in the business lifecycle to enable faster, more seamless operations for enterprises.
The discussion underscored the need to convert minor business offences into civil penalties, while also streamlining compliance mechanisms to reduce the burden on entrepreneurs. States shared examples of removing imprisonment clauses, adopting self-certification regimes, removal of licence renewal and simplifying regulatory touchpoints to encourage ease of compliance and build trust with businesses.
There was also a strong emphasis on aligning state-level actions with the national Business Reform Action Plan (BRAP) framework, ensuring that reforms lead to measurable and comparable improvements.
Industry representatives advocated for the enactment of a national-level legislation to harmonise decriminalization and compounding provisions, across States. They also suggested the introduction of a Trusted Taxpayers Programme for both direct and indirect taxes, to incentivize compliance and promote a more facilitative regulatory environment.
The session on Investment Promotion Strategies stressed the need to institutionalise investment promotion as a continuous, core State function rather than an event-based activity. States presented innovative, sector-specific strategies grounded in local strengths and global demand trends.
Rajiv Gauba, Member, NITI Aayog, noted that ease of doing business is a work in progress and stressed the importance of reforms at the municipal level within states.
He highlighted the potential for collaboration between NITI Aayog and DPIIT to support states in adopting a principle-based approach to decriminalisation.
SCL Das, Secretary, Ministry of MSME, highlighted the need to strengthen the institutional interface of MSMEs with CBIC and State/UT governments.

Nagaland Cabinet to discuss Centre's directive on creation of frontier territory: Minister
The Nagaland government will hold a cabinet-level meeting on Wednesday (July 30, 2025) to deliberate on the Centre's directive to resolve pending issues related to the demand for creation of Frontier Nagaland Territory, Deputy Chief Minister Yanthungo Patton said. The development follows the third Tripartite High-Level Committee meeting held on July 23 in New Delhi, attended by officials from the Ministry of Home Affairs (MHA), the Nagaland government, and representatives of the Eastern Nagaland People's Organisation (ENPO), which has been demanding separate statehood since 2010. 'We have a cabinet meeting tomorrow, and we will discuss the matter there. We shall also discuss with the ENPO leaders tomorrow,' Mr. Patton told reporters here on the sidelines of an official programme. During the New Delhi meeting, several contentious issues were reportedly resolved, barring a few pending ones from the Nagaland government side, ENPO had said in a statement on July 25. The Centre subsequently directed the state government to resolve the pending issues within a fortnight, it said. ENPO, the apex organisation representing eight tribes across six districts – Mon, Tuensang, Longleng, Kiphire, Noklak, and Shamator – has been demanding separate statehood since 2010, citing 'decades of neglect in governance and development'. In April, the organisation had announced a temporary suspension of its statehood demand and agreed to the Centre's proposal for a certain degree of autonomy under the Frontier Nagaland Territory (FNT) framework.

SC seeks Centre, BCI response on PIL for four-year LLB course like B.Tech
The Supreme Court on Tuesday sought the response of the Centre, University Grants Commission and Bar Council of India on a PIL seeking a direction for setting up a legal education commission to review the syllabus, curriculum and duration of the LLB and LLM courses . A bench of Justices Surya Kant and Joymalya Bagchi sought the response of the Centre, UGC, BCI and Law Commission of India on the petition by September 9. The top court directed the registry to list all the pending matters on the issue together on September 9. The PIL filed by Ashwini Kumar Upadhyay urged the top court to direct to the Centre to set up a legal education commission or expert committee to review the syllabus, curriculum and duration of the LLB and LLM Courses and take appropriate steps to attract the best talent in the legal profession. The plea further said, " New Education Policy 2020 promotes four-year graduation courses in all professional and academic courses, but BCI has not taken appropriate steps to review the existing syllabus, curriculum and the duration of the LLB and LLM courses". Live Events It said the injury caused to the students is extremely large because the five-year duration of BA-LLB and BBA-LLB courses is disproportionate to the course material. "The long period puts excessive financial burden on the middle and lower-class families and they are unable to bear such a heavy financial burden. It takes two more years for a student to become the bread-earner in his family," the plea said. "B. Tech through IITs takes four years of non-superfluous education and that too in a specified field of engineering, whereas BA-LLB or BBА-LLB through the NLU's and various other affiliated colleges consumes five years of a student's precious life while providing knowledge of Arts /Commerce, an unrelated and superfluous stream. Hence, the existing five-year course needs to be reviewed by the experts," it said.
