Donald Trump steals Xi Jinping's favourite foreign policy

FOR AN ECONOMIC and military giant, China is strangely drawn to pint-size diplomacy. Though it is a bully in its backyard, China is cautious farther from home. In such hotspots as the Middle East, it is transactional, self-interested and focused on business deals. China often acts like a middle power, as if competing in the same league as Turkey or the United Arab Emirates.
This approach has survived the rise of Xi Jinping, the most powerful Communist Party chief in decades. At home Mr Xi talks of returning China to global pre-eminence and of building world-class armies to smash any foe. To foreigners Mr Xi frames his country as a peace-loving giant. When Chinese trade missions set off down the ancient Silk Road, they did not seek to conquer new lands, Mr Xi declared in 2023. He was addressing trade partners gathered to mark the first decade of the Belt and Road Initiative (BRI), a big Chinese lending and infrastructure scheme. Chinese travellers 'are remembered as friendly emissaries leading camel caravans and sailing ships loaded with goods', said Mr Xi.
Even in regions stalked by sectarian violence, ethnic hatred and religious extremism, Chinese leaders propose prosperity as a cure-all. In 2016 Mr Xi told the Arab League: 'Turmoil in the Middle East stems from the lack of development, and the ultimate solution will depend on development.' The use of force has brought disaster to the region, Mr Xi went on. Happily, he said, China could offer trade, technology and infrastructure to help Arab governments pursue reforms without jeopardising stability.
Scholars in China praise this as 'Chinese wisdom' and a source of diplomatic strength. Because China is all about business, they aver, their country can sign energy and construction contracts with opposing sides in a civil war, as happened some years ago in Libya. Pragmatic China can play mediator between such foes as Iran and Saudi Arabia, which restored diplomatic relations after China-hosted meetings in 2023.
A new book, 'China's Changing Role in the Middle East. Filling a Power Vacuum?' by Chuchu Zhang of Fudan University, offers a useful survey. At times it is boosterish, for instance when it glosses over the large role that Iraq and Oman played in brokering that Saudi-Iranian rapprochement. But it is commendably frank about narrow interests that sometimes guide Chinese diplomacy. In the book a former Chinese ambassador explains why, just over a decade ago, his country vetoed several UN Security Council resolutions to impose sanctions on Bashar al-Assad's regime in Syria for the alleged use of chemical weapons against its people and other acts. In the ambassador's telling, China vetoed Western-drafted resolutions so it would be taken seriously in the region, arguing: 'If we hadn't, China would have been excluded from any negotiations concerning Syria or other Middle Eastern issues'.
Ms Zhang reports that 'as an inward-looking power' China's 'biggest interest' in Syria's civil war was the presence of hundreds, possibly thousands, of Uyghur militants from China's far-western region of Xinjiang, fighting alongside Islamist rebels. Praising Mr Assad for combating terrorism, Chinese officials called on outside powers to 'abandon the fantasy of regime change' in Syria.
China's default response to hard problems is to call for mediation, and to suggest that meddling by an arrogant, hegemonic West is the root cause. Chinese envoys blame American sanctions for the death of civilians, for instance in Iran during the covid-19 pandemic. Time and again they condemn outside powers for trying to impose Western-style democracy. Officials boast that Chinese investments and deals come without political conditions.
Sceptics would add that China favours opaque contracts that allow rulers to enrich themselves. It is a stingy aid donor, pledging $2m in 2023 to UNRWA, the UN agency that assists Palestinians—less than the contribution from Iceland (population 400,000).
Now, though, Chinese leaders face an American president as transactional as they are, and just as scornful of overseas aid. If anything, Mr Trump sounds more contemptuous of predecessors who toppled dictators in freedom's name. In Saudi Arabia on May 13th Donald Trump praised Gulf Arab rulers for 'forging a future where the Middle East is defined by commerce, not chaos; where it exports technology, not terrorism.' This progress was achieved without lectures from Westerners, Mr Trump went on. 'In the end the so-called nation-builders wrecked far more nations than they built, and the interventionalists were intervening in complex societies that they did not even understand themselves,' he said.
Transactional China meets its match
In February Mr Trump halted graft investigations under the Foreign Corrupt Practices Act, blaming the law for erecting 'excessive barriers to American commerce'. Though Mr Trump loves economic coercion, his special envoy, Ric Grenell, has claimed that his boss frets that 'sanctions penalise American companies'.
Mr Trump's challenge comes at a painful time for China. Its economy is slowing, leaving less money to invest overseas. BRI lending peaked a decade ago and debts are now coming due across the developing world. As a security provider, China is an also-ran in the Middle East. America makes advanced weapons and world-beating semiconductors and airliners, selling billions of dollars-worth during Mr Trump's visit.
China is not out of the game. It remains a huge energy buyer. It has green technologies to sell. It offers an alternative for leaders eager to hedge their bets. Bluntly, though, its values-free foreign policy has been swiped by a richer rival. Its response will be revealing. If China's commitment to peace through development is sincere then it can stick with pragmatism and deal-cutting. If China's real aim is to shove America aside, then watch out. Mr Trump has given China cause to amp up the ideology, and push harder.

Osaka University in Japan is offering support for those looking to move from US universities. This includes waiving tuition fees, providing research funding and helping with travel arrangements. 'We see this as a loss for all of humanity,' said Masaru Ishii, dean of the graduate school of medicine at Osaka University, according to Reuters. Other universities in Japan, including Kyoto and Tokyo, are also exploring similar offers. In China, Xi'an Jiaotong University is actively encouraging students from US institutions such as Harvard to consider transferring. It has promised simplified admissions and full support for those who move. Hong Kong's government has told its universities to attract skilled students and researchers from the US as well. The move comes after President Trump's administration made cuts to research funding, limited visas—especially for Chinese students and proposed higher taxes on top universities. Last week, the US government revoked Harvard University's ability to enrol foreign students, although a court later overturned that decision. According to Jessica Turner, head of London-based analytics company Quacquarelli Symonds (QS), other countries are quickly trying to fill the gap. 'Germany, France and Ireland are becoming more attractive options in Europe,' she told Reuters. 'In Asia-Pacific, students are also looking at New Zealand, Singapore, Hong Kong, South Korea, Japan and mainland China.' The crackdown has hit Chinese students particularly hard. US Secretary of State Marco Rubio said the government would 'aggressively' tighten visa rules for Chinese nationals. There are over 275,000 Chinese students currently enrolled in US universities. Their presence contributes significantly to university income and helps feed talent into US tech firms. In 2023, international students—mostly from India and China added more than $50 billion to the US economy, according to the US Department of Commerce. Many students are now rethinking their plans, just as the academic year nears. Dai, a 25-year-old student from Chengdu, told Reuters she may now choose to study in Britain instead of the US. 'The various policies (by the US government) were a slap in my face,' she said, asking to be identified only by her surname. 'I'm thinking about my mental health and it's possible that I indeed change schools.' Students from the UK and the European Union are also becoming more hesitant about studying in the United States. Tom Moon, deputy head of Oxbridge Applications, a consultancy that supports university applicants, said his firm had been contacted by international students in the US who want to transfer to Canada, the UK or Europe. He said a recent survey found that 54% of clients were now 'less likely' to study in the US compared to earlier in the year. British universities have reported more interest from students currently in the US, according to Universities UK, a group that promotes British institutions. But it's still too early to tell whether this will result in more actual enrolments. Some students, like 18-year-old Canadian Ella Ricketts, are worried about the financial cost of transferring. She currently studies at Harvard on a scholarship. 'When I applied, the only university I considered in Europe was Oxford,' she said. 'But I realised I wouldn't be able to afford the international fees and there weren't enough scholarships or aid available.' If she can't stay at Harvard, she said she would probably apply to the University of Toronto. Interest in US universities appears to be dropping. QS reported that visits to its 'Study in America' online guide had fallen by 17.6% over the past year, with interest from India down by more than half. 'Enrolment trends usually take six to 18 months to become clear,' Turner said. 'But reputational damage lasts longer, especially when students are unsure about visas and work opportunities.' Caleb Thompson, a 20-year-old Harvard student from the US, told Reuters that international students bring value to American universities. 'If America turns these brilliant and talented students away, they will find other places to work and study,' he said.

The surging gold price is boosting Central Asia's economies

Tian Shan—the name for the mountains that cross Kazakhstan, Uzbekistan and Kyrgyzstan—roughly translates as 'Mountains of Heaven". It is fitting for a range that is dotted with gold mines, including Kumtor, one of Central Asia's largest and a symbol of Kyrgyz national pride. Moreover, it is not just the mountains of Central Asia that hold big reserves. Hundreds of kilometres to the west, in Uzbekistan's Kyzylkum Desert, sits Muruntau, the world's largest open-pit gold mine. Now the good times are rolling. The price of gold has more than doubled since 2019. In March it breached $3,000 per troy ounce for the first time. That is good news for both governments and miners in the poor but mineral-rich Central Asian states. The yellow metal is the biggest export for Kyrgyzstan, Tajikistan and Uzbekistan, and one of the biggest in Kazakhstan, the region's largest and richest economy. Indeed, the Uzbek Navoi Mining and Metallurgical Company (NMMC), which operates the Muruntau mine, is the world's fourth-largest gold producer. It accounted for almost one-sixth of the Uzbek state's revenue in 2023, when prices were significantly lower than they are today. The European Bank for Reconstruction and Development forecasts average economic growth of 5.7% for Central Asia this year—well above its forecast of 3.2% for emerging markets in general. The gold boom has made life easier for the region's central bankers. After the Kazakh tenge struck a record low against the dollar in January, the country's policymakers sold some of their gold reserves—the value of which had soared to a record $25.9bn in October—to prop up the currency. Little surprise, then, that the region's leaders are eager to mine still more gold. Under his 'Uzbekistan 2030" strategy, Shavkat Mirziyoyev, the country's president, seeks 50% more production by the end of the decade. Mr Mirziyoyev wants to reduce the government's role in the economy and entice foreign capital. To that end, the state-owned NMMC is reportedly planning an initial public offering (in London, with a rumoured valuation of more than £4bn, or $5.2bn). China has also invested in Central Asian gold-mining as part of its Belt and Road Initiative, focusing on Tajikistan, the region's poorest country. In 2018 it agreed to build a power station in return for the right to develop the Upper Kumarg gold mine. Foreign investors have not always had an easy time in the region. Kyrgyzstan's Kumtor mine had for decades been run by Centerra Gold, a Canadian company. In 2021, amid tax disputes and allegations of environmental damage, it was taken over by the government of Sadyr Japarov, Kyrgyzstan's nationalist president. In ordinary times, that might give overseas investors pause. But gold is alluring, especially when prices are this high.
