
Delhiwale: Dante's CP, last circle
Things are winding down, giving a sense of an ending. This sentiment besets a Connaught Place (CP) stroller, who finally steps into its Outer Circle, after faithfully journeying through all of the preceding circles.
In Dante's epic poem Inferno, Hell has nine circles, each denoting a distinct tier of sin and damnation. Similarly, Delhi's colonial-era CP has four circles, each encompassing a world of distinctly different sensations. The initial three circles were tracked over the previous weeks. The first runs along CP's core: the Central Park. The second is the popular colonnade, alive with showrooms and street performers. The third lends the shopping district its perennially dishevelled appearance.
The fourth circle has its colonnade dutifully interspersed with points of hyper-liveliness, comprising cafés and restaurants. But these crowded islands are bridged by sterile stretches of long-shuttered storefronts, the silence and solitariness relieved by only a handful of venerable landmarks. The notables among them include Amrit Book Company in N block, which used to be patronised by Dr BR Ambedkar. And Rikhi Ram Musical Instrument Manufacturing Co. in G block, which was famously visited by the Beatles.
Indeed, the two icons are CP's last standing survivors—Amrit since 1936, Rikhi Ram since 1920.
This noted, the Outer Circle also has two long-standing living landmarks. One is the so-named Bangali Babu, a pavement barber in N block—'I have been working here since the time Pandit Nehru was our Prime Minister.' The other is Lalji, a seller of sweet dishes (rasgulla, rabri, rasmalai) in H block—'I've been selling these for 60 years.'
The Outer Circle's most sublime aspect, however, lies in its four-arched passageways. Linking the corridor to the Middle Circle within, each passageway shelters a unique secretive world of its own. The one in G block, for instance, bears a souvenir of the pre-cellphone era. A rusting plaque is engraved with the drawing of a rotary dial landline telephone, informing that 'You can make local calls here.' Most likely, this must have been the site of a telephone booth (PCO!), a public utility now as uncommon as… say, a bookstore selling books on Marx and Lenin.
Incidentally, the Outer Circle houses a rare bookstore selling books on Marxism and Leninism. People's Publishing House is embalmed with the residue of a vanished era. Some volumes trace their publishing origins to a country whose existence ended decades ago—the USSR.
Close by, towards the Regal Cinema building, lurks the extremity of G block. It is the best vantage point to see Connaught Place's most panoramic sunset. This is also where the Outer Circle ends. With this, the four-volume series on Dante's CP also ends.

Cabinet okays Rs822cr loan for Sambhajinagar water supply project
Chhatrapati Sambhajinagar: The state cabinet approved a loan of Rs822.2 crore on Tuesday for the new water supply project in Chhatrapati Sambhajinagar, following more than a year of assurances from various politicians, including chief minister Devendra Fadnavis. The funds, representing the share of the Chhatrapati Sambhajinagar Municipal Corporation (CSMC) in the Rs2,740 crore project, will be provided by the Housing and Urban Development Corporation Limited (Hudco). In May, Fadnavis announced govt would cover the additional interest costs for the "soft loan" extended to the local civic body. The water supply project, valued at Rs2,740 crore, falls under the second phase of the AMRIT scheme of the Centre. The state contributes 45% of the project cost, while the Centre and CSMC bear 25% and 30%, respectively. The cabinet nod for the Rs822.2 crore loan would ensure smooth funding for the project," Save told TOI. Horticulture to be expanded to 2,500 acres in Vizianagaram dist
Vizianagaram: District Collector Dr B R Ambedkar has announced that large-scale fruit and flower plantations will be undertaken in Vizianagaram district under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). He urged eligible farmers to make the best use of this opportunity. He said that during the financial year 2024–25, plantations were undertaken in 855 acres in the district. For 2025–26, the target has been set to expand horticulture crop plantations to approximately 2,500 acres. The scheme is open to SC, ST, small and marginal farmers (those owning less than five acres of land). As part of the initiative for the current financial year, fruit plantations will be encouraged in both rainfed and irrigated lands. The State government is planning to promote 23 types of fruit plantations, 2 types of flower plantations and moringa cultivation across the district. Mango, cashew, custard apple, sweet lime, lemon, guava, Taiwan Guava, Sapota and coconut are some of the fruit varieties to be promoted under the scheme. The government will bear 100% of the maintenance expenses for a period of two to three years, depending on the crop type. Interested SC, ST, and small/marginal farmers with valid job cards under MGNREGS can submit their applications to the respective mandal programme officer, mandal parishad development officer (MPDO), or the Additional Programme officer for MGNREGS. Telangana Dy CM emphasizes boosting non-tax revenue
Hyderabad, June 22 (UN) Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, who chairs the Infrastructure and Capital Sub-Committee, directed officials to give focused attention to increasing the state's non-tax revenue and optimising budgetary allocations. He made these remarks during a high-level review meeting held at the Dr B R Ambedkar Secretariat, attended by Ministers Uttam Kumar Reddy, Komatireddy Venkata Reddy, and senior officials. During the meeting, the Deputy CM emphasised that new welfare schemes worth Rs 33,600 crore are being implemented without halting existing schemes of the previous government. However, he pointed out that no revenue was received from Outer Ring Road or Excise during the 2023–24 financial year, highlighting the need to explore alternate revenue channels, especially non-tax sources and central funds. He instructed officials to rationalize departmental budgets, ensuring equitable distribution of funds. "Some departments are receiving more funds than needed, while others are underfunded. This imbalance must be corrected, and allocations should reflect actual needs and priorities," he stated. Bhatti Vikramarka also ordered the immediate completion of pending major infrastructure projects across all constituencies, stressing that rationalization and the completion of spillover works must be finalised within ten days. He underlined that revenue-generating sectors need special focus, and that all expenditures must be realistic, logical, and need-based. Calling on all departments to work with a public welfare mindset, the Deputy CM said that only balanced departmental development will ensure comprehensive growth for the state. The meeting was attended by Chief Secretary Ramakrishna Rao, Finance Principal Secretary Sandeep Kumar Sultania, and senior officials from various departments, an official statement said on Sunday.
