We refer to Mr Victor Lim's letter 'Include all previous passport numbers in new passports' (May 6).
In 2006, the Immigration and Checkpoints Authority (ICA) introduced the biometric passport with enhanced security features to comply with the standards and recommendations of the International Civil Aviation Organisation (ICAO).
This ensures that the Singapore passport remains a highly secured travel document which gives Singaporeans access to many countries without the need for a visa.
In line with the ICAO's recommendation, every passport should carry a passport number that is unique and unrepeated.
This is important for agencies to share information on lost and stolen Singaporean passports as part of the global effort to curb passport abuse.
For Singaporeans who want their previous passport number to be indicated in their new passport, ICA can include the number in the current passport. Such requests are assessed on a case-by-case basis.
Alternatively, Singaporeans who need their previous passport numbers for verification purposes overseas can access digital records of their previous passport numbers via the MyICA portal on the ICA website, under the 'MyTransaction' tab.
The list can be downloaded and printed for reference.
Mr Lim also encountered difficulties overseas while using his Apec Business Travel Card (ABTC), which still bears his old passport number.
As each ABTC is tagged to a unique passport number, card holders must renew their ABTC if they have been issued a new passport. This can be done via the MyICA portal under the category 'replacement due to change of particulars'.

You'll soon be able to fly directly to Okinawa again as Scoot will launch three new flight routes, including one to the Japanese prefecture. The other two new flight services are to Chiang Rai and Tokyo's Haneda Airport, the low-cost airline announced in a press release yesterday (Aug 12). Scoot said the new routes will be rolled out progressively between December 2025 and March 2026, starting with three weekly flights to Okinawa from Dec 15, followed by five weekly flights to Chiang Rai from Jan 1, 2026, and daily flights to Tokyo-Haneda from March 1, 2026. The aircraft used for these services will be the Airbus A320 family aircraft, Embraer E190-E2 and Boeing 787 Dreamliners respectively. The new route to Okinawa will also be the only direct flight between Singapore and the prefecture, following Jetstar Asia's exit last month. Prices for a one-way economy ticket for Okinawa and Tokyo-Haneda will begin from S$190, and S$128 for Chiang Rai, inclusive of taxes. As of Aug 12, the new flights are already available for booking on Scoot's website and mobile app. They will also be progressively available on other platforms. In addition to the new routes, Scoot will be increasing their flight frequencies to several other destinations to support air travel during the upcoming holiday season. Some destinations include Bangkok, Chiang Mai, Ipoh, Jeju, Taipei, Tokyo-Narita and Sapporo. Beyond Asia, flight frequencies to Vienna, Austria, will also increase from three to four weekly flights from March 2026. Scoot said that the upcoming increase in services to some cities "will support stronger demand for air travel during the year-end and new year holiday periods". In 2024, Japan saw a record-breaking number of travellers from Singapore, with 691,100 visitors to the country. Thailand is also a popular travel destination for Singaporeans, especially Bangkok. And from December, Scoot will double its flight frequency to Chiang Mai, from seven to 14 each week. The Japanese government has set a goal of increasing the annual number of foreign visitors to 60 million and their consumption to 15 trillion yen (S$130 billion) in 2030. However, the system is receiving mixed responses. The Himeji municipal government in Hyogo Prefecture considered introducing a double pricing system for Himeji Castle, a World Heritage site, and raising admission prices only for foreign visitors. But the city eventually decided to modify the plan and will split the admission into two types, one for Himeji residents and the other for visitors from outside the city. A double-pricing system has the risk of distancing visitors because it may be effectively taken as a price hike. Those considering introducing the system are forced to take careful responses. The Japanese government plans to draw up a 'Tourism Nation Promotion Basic Plan', which will serve as the guideline for the country's tourist promotion measures, by the end of fiscal 2025.
