Peace returning to Manipur as our volunteers mediate Meitei-Kuki talks: RSS

The Rashtriya Swayamsevak Sangh (RSS) volunteers are making efforts to reduce tension in Manipur by promoting dialogue between the Meitei and Kuki communities, the RSS has said. The Sangh asserts that peace is gradually returning to the state, which has been embroiled in ethnic violence since May 2023.
RSS national publicity and media department head Sunil Ambekar said delegates, who attended a three-day meeting of the 'prant pracharaks' here, shared information on the current situation in Manipur and 'positive' developments unfolding in the state.
'People from all over the country had come to attend the meeting. They also shared information on how 'swayamsevaks' (RSS volunteers) are trying to establish harmony there as quickly as possible, establish peace,' the senior RSS functionary told reporters on July 7, briefing on the outcomes of the meeting which concluded on Sunday.
'For this, they (RSS swayamsevaks) are promoting talks between their Meitei and Kuki communities, and all the people, so that there is a good atmosphere among them. They are trying for this,' he said.
Ambekar said that the situation in Manipur has improved compared to last year.
'Many positive things came to light from their (delegates') experience. It will take some more time (for the situation to return to complete normalcy). But some positive news has been received through them (delegates who attended the RSS meeting),' he added.
Replying to a question on the opposition's claim that there is no normalcy in the state, Ambekar said, "When conditions worsen anywhere, it does not get better in a day. But definitely, if we compare it with the previous years, peace has started returning to some extent.
"The peace process has begun. The dialogues happening between the two sides will progress.'
In a statement later, Ambekar said RSS volunteers are talking to 'both sides' (Meitei and Kuki) in their bid to restore normalcy in Manipur.
'Owing to this, positive changes can be seen on the ground,' he said.
More than 260 people have been killed and thousands rendered homeless in ethnic violence between Meiteis and Kuki-Zo groups since May 2023.
The Centre imposed President's rule in Manipur on February 13 after the then-chief minister, N Biren Singh, resigned. The state assembly, which has a tenure until 2027, has been suspended.
On the issue of "secular and socialist" words added to the Preamble of the Constitution during the Emergency also figured in the RSS 'prant pracharaks' meeting, Ambekar said that RSS general secretary Dattatreya Hosabale recently expressed his views on the issue, recalling atrocities carried out on the 'people in jails and the Constitution' during Emergency.
"The new generation should know about this," the senior RSS functionary said.
The dialogues happening between the two sides will progress.
'The circumstances under which the Constitution was amended were not right. There was no democratic situation then. Therefore, there is no closed chapter in democracy. A debate should happen on issues. It's every generation's right," he told reporters.

The Union Ministry of Law and Justice (Appointments Division) issued the notification on Wednesday, a fortnight after the Supreme Court Collegium on July 28 recommended Sathe's appointment, along with the other two judges. Following this, opposition leaders in Maharashtra raised objections to Sathe's appointment, calling her elevation to the judiciary 'the gravest blow to democracy'. The appointment of three new judges has taken the strength of the high court to 69, against a sanctioned strength of 94. 'The appointment of a political figure raises doubts about the entire process of delivery of justice. It also undermines the principle of separation of power ensured by the Constitution,' NCP (SP) legislator Rohit Pawar had said, and demanded that the decision be reconsidered. Sathe said she had already resigned from the party, while the Maharashtra BJP pointed out that such an appointment had taken place during the Congress regime too. 'I had resigned from all political posts long before this. So that settles it. I don't want to respond to anything else,' said Sathe. The Congress's state unit president Harshwardhan Sapkal said that if someone who held an active position in a political party was appointed as a judge, her judgments could not be impartial. 'Democracy and the Constitution have been systematically sidelined in the country since 2014,' said Sapkal. 'All autonomous institutions are operating under government directives, even the Election Commission of India. But the most serious and worrying development is within the judiciary itself.' Responding to the controversy, the BJP said Sathe had resigned as party spokesperson from the post on January 6 last year, and had posted her resignation letter on social media. Sathe's legal practice has largely been in the field of direct and indirect taxes. She is an alumna of Government Law College, Mumbai. Her father, Arun P Sathe, is a BJP worker with an RSS background. He was BJP in-charge of the eastern region of Uttar Pradesh and was also associated with the Akhil Bharatiya Vidyarthi Sena. Arun Sathe had unsuccessfully fought the Lok Sabha election as a BJP candidate in 1989, from Mumbai North-West constituency, against the Congress's Sunil Dutt. He is the elder brother of former Lok Sabha Speaker Sumitra Mahajan. A similar controversy took place when the central government appointed Arun Sathe to the board of the Securities and Exchange Board of India (SEBI) in August 2015.

'Congress won 10 seats in Haryana by margins ranging from 100 to 1,000 votes. If the EVMs were faulty, how did they win these seats?' he asked. Cabinet ministers Krishan Lal Panwar and Shyam Singh Rana were also present. Saini urged the Congress not to mislead the public and remarked that party leaders should 'explain the truth to Rahul Gandhi and get him treated.' He further said that despite campaigning under the banner of the Constitution, the INDIA bloc was rejected by voters, who chose Narendra Modi as Prime Minister for a third consecutive term. 'In Haryana too, BJP has formed the government for the third time in a row,' he added. According to the CM, Congress's frustration stems from the BJP's development work and welfare measures such as Ayushman health cards, toilets in every home, ration distribution, and free gas cylinders under the Ujjwala Yojana. Prajapati community land rights Earlier in the day, Saini chaired a state-level programme in Kurukshetra to distribute land entitlement certificates to families from the Prajapati community. The event was held simultaneously in all 22 districts, benefiting around 1,00,000 families across 1,700 villages. The certificates, issued under the Gram Shamlat Bhumi Niyamwali, 1964, grant the community collective rights to excavate soil, providing legal authority to continue their traditional craft without hindrance. Officials said this will enable artisans to work closer to home, modernise their methods, and enhance product quality to meet market demand. Saini urged the community to integrate traditional skills with new technology and take advantage of government schemes to boost both income and craftsmanship. The announcement fulfilled a promise he made during the Daksh Prajapati Jayanti celebrations in Bhiwani on July 13. Khattar takes part in Tiranga Yatra in Yamunanagar Union power minister and former Haryana chief minister Manohar Lal Khattar on Wednesday participated in the 'Tiranga Yatra' here, along with party workers and students of the Maharshi Dayanand University. He also urged the people to stay away from drugs and make their families drug-free. Addressing the gathering at MDU, Khattar appraised the students and teachers about the values, cultures and social concerns of importance in life. He called upon the youths to engage in social responsibilities. Speaking on the National Education Policy-2020, the former Haryana chief minister said that special emphasis has been given on nationalism, practical knowledge and social responsibility in the new education policy. Bihar Cabinet approves five new industrial areas

With a view to expand the industrial area network to boost investment and create employment opportunities, the Bihar Cabinet -- chaired by Chief Minister Nitish Kumar -- on Wednesday gave its nod to acquire 2,627 acres of land at a cost of ₹812 crore. A parcel of 991 acres will be acquired at a cost of ₹351 crore in Begusarai district while 500 acres will be acquired at a cost of ₹219 crore in Patna district, S. Siddharth, the Cabinet Secretariat's Additional Chief Secretary, said in a briefing. The Infrastructure Development Authority, Patna will carry out land acquisition for the development of all the five industrial areas in the State, he said. Mr. Siddharth said that 167.34 acres in Siwan at a cost of ₹113 crore, 420.62 acres in Saharsa district at a cost of ₹88.01 crore and 548.87 acres in Madhepura district at a cost of ₹41.26 crore would be acquired by the government. The Cabinet also approved the acquisition of 1,300 acres for the development of an Integrated Manufacturing Cluster under the Amritsar-Kolkata Industrial Project at Dobhi in Gaya district, Mr. Siddharth said, while making it clear that the above industrial areas will be new ones while the IMC at Dobhi is an ongoing project. In another important decision, the Cabinet gave its approval for setting up a factory at ₹35.14 crore to manufacture textile items such as fleece, blanket covers, bed sheets and casements in Gaya. 'The factory would be set up by M/s Prabhavati Textile Mills in an industrial area at Guraru in Gaya to manufacture textiles. The investment would generate direct and indirect employment for 237 skilled and unskilled people of the State,' Mr. Siddharth said. In order to develop and expand the airport network, the Cabinet approved a proposal to carry out Obstacle Limitation Surfaces (OLS) survey for the development of six greenfield airports at Birpur (Supaul), Munger, Valmikinagar (West Champaran), Muzaffarpur, Saharsa and Bhagalpur, Mr. Siddharth said, adding that it sanctioned ₹290.91 crore for payment to the Airports Authority of India (AAI) for the purpose. The OLS survey is a crucial process to ensure the safety of aircraft operations by identifying and mapping potential hazards within a defined airspace around an airport. This survey helps in maintaining clear pathways for take-off, landing, and ground movement of aircraft by defining surfaces that must be free from obstacles. The Cabinet also sanctioned ₹137.17 crore for acquisition of 18 acres for expansion of Gaya airport to install 'CAT I Light' to facilitate the landing of aircraft even during bad weather conditions such as fog, smog and low visibility. With the installation of the facility, the airport will be considered an 'all weather airport'. People who fought during the JP Movement and subsequent Emergency period between March 18, 1974 and March 21, 1977 will get double the amount monthly as pension now, the Cabinet decided. Those who spent one to six months during Emergency in jail will get ₹15,000 while those who spent more than six months will get ₹30,000 as pension. Earlier, they were getting ₹7,500 and ₹15,000 every month respectively. There are altogether 3,354 people getting the JP Senani pension, including Rashtriya Janata Dal chief Lalu Prasad. The Cabinet also gave its nod to amend Rule 14 (telephone facility) of the Bihar Legislature (Salary, Allowance and Pension of members) Rules 2006. Members of the State legislature will not have to furnish bills to claim ₹8,300 per month towards telephone and Internet. Members will now get the amount without furnishing any bills. The Cabinet hiked annual honorariums of booth-level officers (BLO) and BLO supervisors. Now the BLO will ₹14,000 against the existing ₹10,000 while the BLO supervisor will get ₹18,000 against the existing ₹15,000. A sum of ₹38.75 crore has been sanctioned for the purpose.
