The death of Chittibabu, who formed a ‘human shield' to protect Stalin in jail
Chittibabu was imprisoned in the Madras Central Prison, a notorious site of brutality during the Emergency. It was there that he received a brutal lathi assault after shielding a young M.K. Stalin from attack inside a prison cell. He never recovered. 'I was beaten mercilessly, and former Mayor Chittibabu, who formed a shield to protect me, later succumbed to the injuries,' Mr. Stalin recalled a decade ago.
Chittibabu's death remains one of the most chilling episodes of the Emergency in Tamil Nadu. His wife, Rajalakshmi, filed an affidavit before the Justice M.M. Ismail Commission seeking justice. Her counsel, T.P. Radhakrishnan, even sought the suspension of the Inspector General of Prisons and the Jail Superintendent pending inquiry. Justice M.M. Ismail, however, stated he lacked the authority to suspend them, but he could forward the representation to the government. Convincing the Commission of the cause of death was no easy task.
Advocate N. Shanmugam, who also represented Rajalakshmi, relied heavily on Chittibabu's prison diary — 'every word of which rang true,' reported The Hindu in August 1977. 'The diary of Mr. Chittibabu was unassailable evidence. Unlike other convicts, the MISA detenus never knew when they would be released or what offence they were being held for. They had no legal recourse and depended solely on government mercy. The events noted by Mr. Chittibabu were not exaggerated. All the detenus were beaten. The medicines administered to them bore evidence of this. None of these incidents occurred in other prisons in Tamil Nadu,' he told the Commission.
Yet, the Commission remained unconvinced. It demanded concrete evidence linking the beating to Chittibabu's death. 'Mr. Justice Ismail said on material available, it was impossible to conclude that the beating in the jail had anything to do with the ultimate ailment and cause of Mr. Chittibabu's death. There was no evidence that he had been singled out and hunted. Medical opinion had said he died of a massive heart attack,' according to The Hindu Archives.
Still, on May 7, 1977, the Commission recorded the testimony of Rajmohan, one of two convicts serving life terms in Tiruchi jail. Rajmohan testified that both he and co-convict Vedayyan had written to DMK president M. Karunanidhi, claiming that the Chief Warder, Surulirajan, had admitted to them that Chittibabu was beaten and died as a result. They also claimed to have sent a letter to the Commission of Enquiry — though it never reached the authorities. That letter, notably, did not name Surulirajan.
Jail doctor L.K. Rangachari told the Commission that Chittibabu had been admitted and discharged from the prison hospital twice. On several occasions, he was referred to the Government Hospital. In one report, Dr. Rangachari noted that Chittibabu had a history of diabetes, myocardial infarction, piles, umbilical hernia, and anal and urethral strictures. He added that 'the protrusion of the umbilicus could have been caused by pressure on the abdominal portion of the body by beating or kicking.' Chittibabu had also complained of anal and urethral pain. 'It might have been possible that they were caused by pressure on the abdomen by beating or kicking,' the doctor said.
Two years ago, Mr. Stalin inaugurated a 500-m bridge in his Kolathur constituency, naming it the 'Mayor Chittibabu Bridge' — a gesture he said was made 'with gratitude.'

Governor's statement exposes ‘insult' faced by him during convocation: K.N. Nehru
Municipal Administration and Water Supplies Minister K.N. Nehru on Thursday alleged that Governor R.N. Ravi was functioning like an agent of Nagpur (the headquarters of the RSS), instead of discharging his duties as the Governor of a State. Mr. Nehru said the Governor's customary speech on the eve of Independence Day clearly exposed the 'insult' he had faced during the convocation of Manonmaniam Sundaranar University, where a student refused to receive her PhD certificate from him. 'The Governor, without any political decency, had used his Independence Day message to level allegations against the government,' he said. 'The fascist BJP regime at the Centre has sent poisonous snakes in the name of Governors to States ruled by parties other than the BJP. Mr. Ravi sought to create a lot of problems for the democratically elected government, and we crushed his designs through the Supreme Court,' he said. Mr. Nehru said Union Home Minister Amit Shah would 'laugh' at Mr. Ravi's claim that the Union government had allocated lakhs of crores of rupees to Tamil Nadu, as the Union Budget did not even have a reference to the State. 'Tamil Nadu's economy has become very strong, and has achieved 11.19% growth after a gap of 10 years under the DMK-led government. He [Governor] is desperate because the DMK's alliance partners have announced their decision to boycott the tea party hosted by him on the occasion of Independence Day,' Mr. Nehru claimed. He added that the per capita income in Tamil Nadu was the highest in the country, and that the State had succeeded in creating more women entrepreneurs and start-ups.

TN Guv expresses concern over issues including women's safety; DMK hits out at Ravi
Chennai, Tamil Nadu Governor R N Ravi on Thursday expressed concern over issues including 'rise' in sexual offences against women and children, saying "our sisters and daughters are afraid and feel insecure in coming out of their house." TN Guv expresses concern over issues including women's safety; DMK hits out at Ravi In his address on the eve of the 79th Independence Day, the Governor also rued the "educational and social discrimination of the poor and marginalised, alarming rise in suicides" and fast spreading drug abuse among youth. The ruling DMK reacted sharply, saying enough official data has already been shown to disprove Ravi on these issues and charged him with making accusations to malign the party-led government. "In recent years, there is a sharp increase in the incidents of sexual offences, specially POCSO rape cases in our State. According to the official data, there has been over 56 per cent increase in POCSO rape cases in 2024," Ravi said. The Raj Bhavan released the excerpts of his address. Incidents of molestation of women have 'jumped' by over 33 per cent, he claimed. "Our sisters and daughters are afraid and feel insecure in coming out of their house. We know that the nation is striving towards women-led development with increasing participation of women in all aspects of our national life," he said. In Tamil Nadu, women are enterprising and aspirational. "As a Chancellor of the State Universities, I am witness to the rise of women in education. In most Universities, women gold medallists far outnumber the men. However, if our sisters and daughters are scared to come out of their houses to pursue their dreams and enterprise, it will cast a dark shadow over our future. Unprecedented rise in sexual offences and violence against women is unacceptable, deplorable and must be curbed with a heavy and harsh hand," he added. Responding, DMK senior leader and state Municipal Administration Minister, K N Nehru, recalled an incident on Wednesday where a student at a state-run university refused to accept the certificate from him during the convocation ceremony, accusing him of acting against TN's interests. Referring to a Tamil saying, Nehru indicated the Governor was frustrated over the episode. "On the other side, DMK's allies have boycotted the Independence Day tea party hosted by him. So he has issued the statement out of frustration," Nehru said in a party statement. "Many allegations made in the statement have been countered already with facts," he said, referring to Ravi's remarks made in the address. Ravi lacked 'decency' since he made allegations in the address meant for the Independence Day, he said. Tamil Nadu topped the socio-economic indices and had even reached a 11.19 per cent growth rate. "The governor has made lies and allegations. It is useless to present facts to counter them. Because he is not functioning as a governor..." Nehru said. Will not publish or circulate D'Cunha Commission report on Bengaluru stampede, Karnataka govt assures HC
The Karnataka High Court Wednesday directed the state government to ensure that the Justice (Retd) Michael D'Cunha Commission report on the June 4 stampede outside Chinnaswamy Stadium in Bengaluru is not published or circulated until the next date of hearing and the government assured the court of the same. The division bench of Justice Jayant Banerji and Justice Umesh M Adiga recorded the submission by Advocate General K Shashikiran Shetty and adjourned the hearing of the petition filed by DNA Entertainment Networks Private Limited to September 4, allowing the Karnataka government time to file its objections. Eleven people were killed in the stampede, which occurred during a celebration to mark the Indian Premier League (IPL) victory of Royal Challengers Bengaluru (RCB) cricket team. The Commission's findings held the event organisers and senior police officers responsible for the tragedy. As a result, the government decided to file criminal charges against officials from RCB, DNA Entertainment, and the Karnataka State Cricket Association. DNA, the event management partner of Royal Challengers Sports Private Limited, which owns RCB, filed the plea arguing the Commission violated the provisions of the Commissions of Inquiry Act, 1952, in the procedure adopted in conducting the inquiry. Senior advocate B K Sampath Kumar argued that DNA had not been granted the opportunity to cross-examine those witnesses who had deposed against them. Kumar alleged that DNA had not been given a copy of the report, when extracts from it had been circulated in the media, adding that the reputation of DNA was being tarnished 'every second'. The AG Wednesday stated that the Commission is a fact-finding body, and there is no question of damage to anyone's reputation. Kumar had previously stated before the court that the time provided for the inquiry was one month and the report was ready only by July 11, which was beyond the period. 'Nowhere is the power for the one-man Commission to say such-and-such action should be taken against any individuals. It is only to point out who is responsible, what were the lapses, etc,' he had said. At the time, AG Shetty had expressed doubts regarding the legal maintainability of the petition by DNA. The high court had then directed the judicial report to be placed before it in a sealed cover.
