Starling rolls out AI-based 'Spending Intelligence' tool

Starling Bank is putting Generative AI into the hands of its customers with the roll out of a new 'Spending Intelligence' Large Language Model that customers can interrogate to get insights into their spending habits.

Starling's chatbot, built on Google's LLM Gemini, is being rolled out to all customers from today.
Spending Intelligence operates within a search bar on the Starlingg app, enabling customers to post questions about their spending over a specific period of time, such as 'how much did I donate to charity last year?' ot 'what did I spend on groeries last week?'.
Questions can either be typed into the search bar or customers can ask the chatbot verbally.
Starling finance chief Declan Ferguson, says: "Really pleased to be the first UK Bank to putting generative AI in the hands of our customers. This feature, powered by Google's Gemini, is our first step towards a bigger ambition to implement AI within our banking app to all customers."
Speaking at Money20/20 last week, Ferguson said the bank intends to hire another 400 software engineers this year asit accelerates the development of AI across the organisation.

ROME, June 11 (Reuters) - Extreme weather due to climate change may cost Italy more than 5% of GDP in 2050, the country's budget watchdog said on Wednesday, adding that global action to reduce carbon emissions could significantly reduce the impact. In recent years, floods have devastated cities across Italy killing dozens of people and causing billions of euros in damage, as severe droughts damaged crops and livestock particularly in the less developed southern regions. Italy has also recorded the European heat record of 48.8 degrees, registered in Sicily in 2021. "The impact on public finances of extreme events in Italy would increase from an estimated annual value of 0.2% of GDP in 2024 to 5.1% in 2050 in the unchanged policy scenario," the UPB watchdog said in its annual report. It added that this would decrease to 0.9% if global carbon-neutrality targets were met. Achieving carbon neutrality means reaching a zero balance between CO2 emissions and CO2 absorbed from the atmosphere. Under a plan agreed in 2019, the European Union aims to become carbon neutral by 2050. "The projections assume that the number of extreme events in 2050 will be six times greater than in 2024 in an unchanged policy scenario and two times greater in the carbon-neutral scenario," the UPB said. The independent watchdog said climate-related burdens on state finances included subsidies for the transition to less polluting energy sources. Presenting the document, UPB President Lilia Cavallari said the "fragile international environment" makes it more difficult to find shared solutions on major issues, including climate change. "The urgency of coordinating climate change mitigation actions by involving as many actors as possible remains pressing. In this field, isolated measures risk being ineffective as well as more costly," Cavallari said. Since returning to power in January, U.S. President Donald Trump has led a pushback against largely Democratic-led policies to curb carbon emissions.

Nearly a third of smaller UK firms have paused or axed parts of their businesses over the last two years in response to a lack of financing, research suggests. The cost of borrowing has soared since the Bank of England began hiking interest rates in 2022 and many small businesses are unable to obtain financing without shouldering crippling terms. YouGov data analysed by Manx Financial Group suggests 30 per cent of UK small- and medium-sized companies (SMEs) have been forced to cut back. Areas most likely to be paused of cut back include hiring, research and development, product launches, marketing, and market expansion efforts since 2023. Some 38 per cent now anticipate stagnation over the next year, up from 25 per cent in 2022, though 'most' believe they could grow by up to 13 per cent over the next 12 months if they had access to the right external finance, according to Manx. Just under a tenth of SMEs have been unable to secure external finance despite trying, with 33 per cent of firms citing high costs as the major barrier to borrowing. The UK Government defines SME as an organisation with fewer than 250 employees and a turnover of less than €50million (£42.4million) or a balance sheet total less than €43million. In efforts to boost smaller firms, the Govvernment raised the limit at which businesses start paying employer national insurance from £5,000 to £10,500 in December. This means 865,000 employers will pay nothing in national insurance contributions next year, according to the Government. But Manx chief executive Douglas Grant said the Government 'must prioritise targeted measures to unlock credit, boost lender collaboration, and accelerate growth'. And SMEs are unlikely to see a substantial reduction in borrowing costs anytime soon. The Bank of England is expected to hold base rate at its current level of 4.25 per cent next week as concerns about resurgent inflation outweigh signs of economic deterioration. However, current market pricing suggests the rate could fall as low as 3.75 per cent by year end with two more cuts of 25 basis points each. Other factors cited by firms struggling to borrow include inflexible repayment terms, lengthy processes and lenders' poor understanding of SME needs. Grant said: 'Accessing finance remains difficult, and this funding gap threatens not only their survival but also the broader UK economy. 'With SMEs generating around half of all private sector turnover, limited access to credit is a serious drag on national growth, especially during such volatile and uncertain times. 'While some firms have shielded themselves with fixed-rate debt, many others are now facing rising costs without a financial safety net.'
