Amrut scheme stalled as Centre delays guidelines to states

Time of India07-05-2025
Chennai: Despite allocating around 10,000 crore for the Atal Mission for Rejuvenation and Urban Transformation (Amrut) 2.0 extension scheme meant for civic work across the country, the Union govt is yet to issue guidelines to states on how to frame projects.Launched in Oct 2021, the five-year Amrut 2.0 aims to ensure water supply and sewerage coverage in 4,900 towns. In TN, 28 cities and towns have so far received approvals for projects worth 14,688 crore, including 4,942 crore in central assistance. As per the norms, guidelines are issued soon after the fund allocation in the central budget, which are to be followed by civic bodies creating model projects to receive the funds.Municipal administration and water supply (MAWS) department officials said they have been waiting for five months now for the guidelines and the delay has resulted in holding back key water and sewerage projects in at least 28 cities in the state."In core city areas, most sewer pipelines belong to the British era, and their capacity has reduced due to urbanization. This is also causing reverse flow. With the Amrut funds, we plan to replace them. Apart from this, we also need to showcase model projects to receive allocations for the specific projects," an official told TOI.Officials said they have prepared a city water balance plan for all 158 urban local bodies (20 corporations and 138 municipalities). For cities with a population of more than 10 lakh, the Union govt will provide a 33% project share, the state will provide 20%, and the local body will provide 47%. For cities with less than 10 lakh population, the Union govt will contribute the maximum share of 50%, followed by 20% by the state and 30% by the local body.K Senthilkumar, a civic activist, said govts make big announcements in the budget, but it takes nearly a year for the funds to trickle down to local bodies. "Many areas of Chennai, including new corporations such as Tambaram and Avadi, neither have end-to-end water supply nor sewage lines," he said.State officials said they will provide representations to issue fresh guidelines for projects that can be carried out in the extension scheme.

Modi distorting history, alleges Ramakrishna

Rajamahendravaram: CPI state secretary KRamakrishna accused Prime Minister Narendra Modi of distorting Indian history by ignoring the Indian National Congress and Communists' role in the fight against British colonial rule. Addressing the media here on Saturday, he criticised Modi for spreading falsehoods about the RSS, which initially rejected the national flag and Dr BRAmbedkar's Constitution post-independence. Ramakrishna alleged the BJP still lacks faith in the Constitution, citing Modi's earlier remarks about amending it if the party won 400 Lok Sabha seats. He noted the BJP's recent electoral setback forced it to form a coalition with parties like the TDP. Ramakrishna questioned Modi's claim of reducing poverty by 25 per cent, asking why free rice distribution continues for millions if poverty has declined. He accused the Modi government of favoring industrialists like Adani and Ambani through its policies. On the Polavaram Project, Ramakrishna alleged collusion between the central and state governments to deceive the poor. He claimed the Modi government's policies harm project evacuees, with plans to reduce the dam's height to lower compensation, potentially turning it into a barrage. He highlighted the plight of tribal communities in submerged areas, enduring floodwaters for three months called the state-promoted Banakacherla project a 'hoax,' warning against private control of irrigation projects. He questioned the feasibility of its ₹2 lakh crore cost, with Rs 1 lakh crore from private sources. While supporting the free bus scheme, he stressed the need for 3,000 more buses and 10,000 staff for effective implementation. The CPI demanded land allocation and Rs 5 lakh for home construction for the alleged EVM misuse aided Modi's rise and announced a national CPI meeting in Chandigarh to counter the 'autocratic policies' of both governments. CPI leaders KVVPrasad, Tatipaka Madhu, KRambabu, and V. Kondal Rao attended the press conference.

Historical, cartographic inaccuracies in Kerala's Class IV Social Studies textbook spark outrage

KALPETTA: Inaccuracies in the Social Studies textbook prescribed to fourth graders and the initial digital draft of the teachers handbook under the Kerala syllabus have sparked outrage among educators, who warn that they risk distorting children's understanding of India's history and freedom struggle. Chapter 2, titled India Ente Rajyam (India My Nation), of the textbook, is littered with errors. An activity suggests that Sarojini Naidu was the first woman president of the Indian National Congress (INC). In reality, it was Annie Besant. Sarojini was in fact the first Indian woman to preside over an INC session. Similarly, the book says that Subhash Chandra Bose formed the Indian National Army, though historical records show it was first launched in 1942 by Captain Mohan Singh with support from Rash Behari Bose's Indian Independence League. The errors extend to maps as well. In one activity, a map of India fails to mention Assam and Jharkhand, yet students are asked to name the states by observing it. The teachers handbook compounds the blunders. The early draft erroneously claimed that Subhash Chandra Bose 'fled to Germany fearing the British.' Following criticism, the State Council of Educational Research and Training (SCERT) edited the handbook and uploaded a revised version, but the printed textbooks distributed to students remain unchanged. 'My students first spotted the errors in the map,' a government school teacher from Kalpetta, Wayanad, said. 'It was while doing the prescribed activity that students themselves noticed the names of Assam and Jharkhand missing from the map. Later, on closer inspection I found more mistakes. Chapter 2 is considered the first structured lesson for students on our country's history and independence movement.
