Chennai: Fort St George recently transformed into a venue for a pop-up market that sold biscuits, shoes, sarees, soaps, and idli podi made by prison inmates. Set up by the Tamil Nadu prison department outside the Namakkal Kavignar Maligai in the secretariat, the pop-up store operating out of a bus attracted close to a thousand people, both staff and public, in the last three days. The products sold there were exclusively made by prisoners, including lifetime convicts, as part of their correctional services sessions. "The market usually functions from the Puzhal prison camp and police commissioner's offices, but now, we wanted to expand them to other govt offices and places of public gathering too," said P Pandian, a constable managing the market. Shirts and chudidhar tops ranged from 400 to 600, while leather belts and bags were sold for around 200 to 300. Groundnut, coconut, and gingelly oil were sold at 250, while biscuits were sold at 25. Halwa and pickled biscuits found takers too. Pandian said the sales crossed 1 lakh in three days. "Next, we plan to move the market to Madras high court, where we expect better sales," he said. Secretariat officials said the concept was well-received as the products were available within the premises itself. Sathish Kumar of Purasaivakkam, who was here with a petition to the MAWS department, said the quality of cotton dresses was as good as private. Minister for Municipal Administration and Water Supply (MAWS) K.N. Nehru on Friday inaugurated a newly-named road in Kilpauk and inspected the construction of a flyover in T. Nagar, a gig workers' facility, and the progress of restoration work at Victoria Public Hall. According to a press release, a road in Kilpauk, in ward 100, was renamed 'Bishop Ezra Sargunam Road', where the Evangelical Church of India's first national leader had lived. Mr. Nehru inspected the construction of the 1,200-m flyover on South Usman Road, being built at a cost o ₹164.92 crore under the Infrastructure and Amenities Fund. Mr. Nehru also reviewed the gig workers' rest lounge on Prakasam Road, built at a cost of ₹25 lakh. The lounge includes seating, toilets, charging points, drinking water, and surveillance systems. He later inspected the ₹32.62-crore restoration works at Victoria Public Hall being carried out under the Singara Chennai 2.0 project.

Chennai: In a reprieve to the Tamil Nadu govt, the Supreme Court stayed the order of the Madras high court halting the ongoing recruitment process for 2,569 vacancies across 16 positions in the state municipal administration and water supply (MAWS) department. The HC had stayed the recruitment process on the ground that the state had failed to select four candidates under the Person Studying in Tamil Medium (PSTM) quota. However, the SC division bench of Justice Manoj Misra and Justice N Kotiswar Singh clarified that the state must not make any final selection against the four candidates. Representing the state, senior advocate P Wilson and advocate Purnima Krishna submitted that the HC's decision was based on the ground that the state failed to select four candidates under the PSTM quota. The recruitment was virtually over, with only final appointment orders to be issued. Recording submissions, the bench ordered notices to the authorities and directed to put on hold the effect and operation of the stay issued by the HC. According to TN govt, since the candidates who applied against quota for PSTM could not produce the PSTM certificates, they were treated under the normal category.

Chennai: Construction work sites emitting dust into public places will soon face a fine of up to 5 lakh, including a work stoppage notice. The state govt has notified guidelines in the state gazette to regulate dust pollution from construction activities. The 'Guidelines for Clean and Safe Construction' issued by the MAWS department mandate strict dust mitigation protocols for building sites, batching plants, and demolition zones. Violators will face fines ranging from 1,000 to 5 lakh depending on the built-up area and severity of the violation. Construction activities will be halted if issues are not rectified within 15 days of notice and a seven-day grace period. The move comes amid rising concerns over particulate matter (PM10 and PM2.5) levels from demolition, excavation, and material handling posing serious health risks. Chennai: Despite allocating around 10,000 crore for the Atal Mission for Rejuvenation and Urban Transformation (Amrut) 2.0 extension scheme meant for civic work across the country, the Union govt is yet to issue guidelines to states on how to frame in Oct 2021, the five-year Amrut 2.0 aims to ensure water supply and sewerage coverage in 4,900 towns. In TN, 28 cities and towns have so far received approvals for projects worth 14,688 crore, including 4,942 crore in central assistance. As per the norms, guidelines are issued soon after the fund allocation in the central budget, which are to be followed by civic bodies creating model projects to receive the administration and water supply (MAWS) department officials said they have been waiting for five months now for the guidelines and the delay has resulted in holding back key water and sewerage projects in at least 28 cities in the state."In core city areas, most sewer pipelines belong to the British era, and their capacity has reduced due to urbanization. This is also causing reverse flow. With the Amrut funds, we plan to replace them. Apart from this, we also need to showcase model projects to receive allocations for the specific projects," an official told said they have prepared a city water balance plan for all 158 urban local bodies (20 corporations and 138 municipalities).For cities with a population of more than 10 lakh, the Union govt will provide a 33% project share, the state will provide 20%, and the local body will provide 47%. For cities with less than 10 lakh population, the Union govt will contribute the maximum share of 50%, followed by 20% by the state and 30% by the local body.K Senthilkumar, a civic activist, said govts make big announcements in the budget, but it takes nearly a year for the funds to trickle down to local bodies. "Many areas of Chennai, including new corporations such as Tambaram and Avadi, neither have end-to-end water supply nor sewage lines," he officials said they will provide representations to issue fresh guidelines for projects that can be carried out in the extension scheme.
