CPI(M) urges Pawan Kalyan to release ₹1,121 crore of 15th Finance Commission Funds to Panchayats
Mr. Srinivasa Rao said that although the current coalition government released the first instalment of these funds, the second tranche amounting to ₹1,121 crores—released by the Centre over six months ago—has not yet been disbursed, causing distress among local bodies.
The other demands include hike in the honorarium of sarpanches from ₹3,000 to ₹10,000 as per the coalition government's election manifesto, prompt processing and clearance of panchayat bills by issuing directions to panchayat secretaries, full devolution of 29 subjects to panchayats as mandated by the 73rd and 74th Constitutional Amendments, provision of accident insurance coverage up to ₹20 lakh for sarpanches who die while discharging their duties, special funds for development of villages and tribal hamlets in Scheduled Areas, entrusting village panchayats with supervision of the MGNREGS.

CPI district conference makes an unvarnished stock taking of the party, government and LDF
CPI's Thiruvananthapuram district conference, which concluded here on Saturday, was reportedly a venue for an unvarnished stock taking of the party's performance in government and also as the second most powerful entity in the Left Democratic Front (LDF) government. According to some accounts, party delegates at the conference called for increased assertiveness as a transformative force within the LDF. They also emphasised the importance of countering the Opposition United Democratic Front (UDF) propaganda, which claimed that the CPI frequently acquiesced to the Communist Party of India (Marxist) 's [CPI(M)] line on various issues. According to sources privy to the closed-door conference, some delegates reportedly cautioned against being publicly critical of those at the apex of the LDF government, given the ruling front's no-holds-barred political bid to retain power for a third term in the 2026 Assembly elections. They said the conference was also a critical appraisal of the performance and positions of LDF Ministers, including Chief Minister Pinarayi Vijayan. Some supposedly cautioned against the electoral perils of the top political executive appearing absolutist. 'Some criticisms were deemed subjective and dismissed. However, a spirit of evaluation dominated the process, intending to identify and rectify mistakes to improve performance rather than apportioning blame to individual leaders and Ministers', he said. CPI delegates reportedly lauded Agriculture Minister P Prasad's 'informed opposition' to commandeering ecologically sensitive wetlands for the Aranmula project and not the scheme per se. According to an insider, delegates criticised Animal Husbandry Minister and CPI leader, J. Chinchurani, for making an overhasty statement, which gave room to the UDF and BJP to misconstrue it as an attempt to blame the victim of the accidental electrocution of a 13-year-old student, Midhun, at the Thevalakkara Higher Secondary Boys High School in Kollam. Moreover, the conference reportedly lauded Food and Civil Supplies G. R. Anil's market interventions to control inflation, given the constraint of funds and 'hostile media scrutiny'. It demanded that the department exercise more vigilance to ensure price regulation of groceries and their availability at Supplyco stores during the upcoming Onam shopping season. Some delegates noted that the CPI had opposed the CPI(M)'s alleged attempt to infer malfeasance in Dr Haris Chirackal's social media admissions about the non-availability of critical surgical devices at the Thiruvananthapuram Government Medical College Hospital's Department of Urology. They also noted that CPI Ministers routinely raised the party's view at cabinet meetings, including airing reservations about the liquor policy, specific components of which party members felt jeopardised the toddy sector. The CPI had also made its stance clear on the controversy centred around former Additional Director General of Police, Law and Order, M. R. Ajith Kumar and cautioned that any bid to defend the officer accused of 'disrupting the Thrissur Pooram to aid the BJP in the 2024 Thrissur Lok Sabha elections would not augur well for the LDF government's public image.

Why Maoists are on the wane in the once-dreaded Red Corridor
Once considered a formidable internal security threat, Maoist insurgency has shrunk from controlling the vast Red Corridor to just 18 districts of the country. The underlying factors are not only the targeted development schemes and sustained counterinsurgency operations, but also internal rifts, ideological rigidity, leadership crises, and alienation of support base, according to security experts and the surrendered members of the outfit. At its peak in the late 2000s, the Red Corridor spanned nearly 180 districts, encompassing a large part of India's population. However, official statistics shows the scale of decline: the incidents of Left-Wing Extremism dropped by more than 50% between 2004-14 and 2014-23, with fatalities falling by nearly 70%. Naxal-related violence had peaked at 1,936 incidents in 2010, but plummeted to 374 by 2024, while deaths dropped from 1,005 to 150. A close examination of Dandakaranya by security experts – a forested expanse covering parts of Chhattisgarh, Odisha, Andhra Pradesh, and Maharashtra that was treated by Maoists as their de facto capital for over two decades – indicated some possible reasons behind their waning influence. As disclosed by several surrendered Naxal leaders, the outfit prioritised military preparedness and ideological indoctrination over any tangible development in the regions it controlled, and the very communities which it claimed to be championing suffered. In the recent past, the outfit has reportedly been facing a leadership crisis. The resignation of Muppala Lakshmana Rao, known as Ganapathy, in 2018 is considered to be the turning point. He was succeeded by Basava Raju, but the crisis deepened. He leaned heavily on military offensives rather than 'political outreach and civil engagement', alienating the support base. In May 2025, he was among the Maoists gunned down by security forces in the Maad region of Chhattisgarh's Narayanpur. The CPI (Maoist), through its Dandakaranya Special Zonal Committee, said that Raju's death was a result of betrayal from within, including the People's Liberation Guerrilla Army Company No. 7 that was responsible for his security. While the reported internal rifts have been crucial, operations by security forces have accelerated the collapse of the outfit. The killing of Maoists in Narayanpur during the 21-day-long exercise, hailed by Union Home Minister Amit Shah as a landmark achievement in the battle to eliminate Naxalism, dealt yet another blow to the outfit. Security agencies have reasons to believe that the outfit's decision-making body, Politburo, has now just four active members: Muppala Lakshmana Rao aka Ganapathy, Mallojula Venugopal Rao alias Abhay, Deo Kumar Singh alias Deoji, and Misir Besra. Ideologically, the outfit is said to be losing its relevance with the younger peasants and tribals increasingly focused on education, employment, and integration into mainstream society. In his Mann Ki Baat address last month, Prime Minister Narendra Modi spoke about one Om Prakash Sahu from Gumla in Jharkhand, which was once infested with Naxal activities. '…Om Prakash Sahu ji left the path of violence. He started fish farming. Then he inspired many friends like himself to do the same,' said Mr. Modi, adding that over 150 families of Basia block in Gumla have joined fish farming. Several surrendered leaders and members have advocated shunning of violence. Ginugu Narsimha Reddy, a former Central Committee member who surrendered along with his wife in December 2017, has spoken about finding peaceful solutions. He has also highlighted differences within Maoist groups. The internal disputes, underscored by the surrendered Maoists, are said to be compounded with the outfit being isolated politically.

State Bar Council issues notices to 16 lawyers over ‘bench hunting'
Chandigarh: The Bar Council of Punjab and Haryana (BCPH) has issued notices to 16 lawyers, including two senior advocates, in connection with allegations of "bench hunting" in a high-profile case involving real estate developer Roop Bansal. The council issued the notice following a suo motu inquiry initiated by the privilege committee after media reports and court observations hinted at attempts to manipulate the bench allocation process of the Punjab and Haryana high court. The privilege committee, chaired by Raj Kumar Chauhan, convened on Aug 7 to examine records in CRM-M-19843-2025 (Roop Bansal vs State of Haryana), along with related high court orders and news reports. The committee observed that the allegations, if proven, amount to a grave attack on the dignity and ethics of the legal profession. The lawyers who have been asked to file a response to the issue are J K Singla, Sidharth Bhardwaj, Aditya Aggarwal, Gagandeep Singh, Anmol Chandan, Baljeet Beniwal, Harsh Sharma, Sauhard Singh, Rupender Singh, Ankit Yadav, Ashim Singla, Aakash Sharma, Bindu, APS Shergil, senior advocate Rakesh Nehra, and senior advocate Puneet Bali. All are alleged to have appeared or acted on behalf of Roop Bansal in the matter. The committee noted that records prima facie suggest advocate J K Singla may have played a "key role" in orchestrating the strategy, but stressed that such actions were likely carried out "in an organised manner" with involvement from other "ingenious minds" yet to be identified. The order also called for responses from prominent senior advocates Abhishek Manu Singhvi and Mukul Rohatgi to ensure a comprehensive adjudication. The lawyers have been asked to appear before the privilege committee on Aug 16 at 3 pm, either in person or through counsel, and to submit written replies. The committee likened the alleged practice of bench hunting, seeking a particular bench perceived to be favourable, to "rotten apples in the basket" and stressed the need to remove them before the entire profession's integrity is compromised. It also appealed for information or complaints from advocates or affected persons, to be sent via the committee's email or official WhatsApp number. "The legal profession is not merely a career — it is a calling that demands unshakable integrity, moral courage, and devotion to the cause of justice," the order concluded, warning that ethical breaches by even a few can corrode public faith in the entire system. Importantly, the matter came into the limelight after a complaint was received by Chief Justice Sheel Nagu of the Punjab and Haryana high court, and the matter was de-listed from the bench of Justice Mahabir Singh Sindhu, who reserved its verdict after hearing the matter. The Chief Justice, in its order, hinted at bench hunting by the lawyers in this matter. Prior to referring the matter to Justice Sindhu, several benches recused themselves from hearing. Interestingly, even after taking the matter from Justice Sidhu, several other judges of the HC recused themselves from hearing this case.
